Obama says talking time over, but has no clue what’s in ObamaCare; Update: Obama admits bill needs more work

posted at 12:16 pm on July 21, 2009 by Ed Morrissey

“The time for talking is through,” sayeth the man who apparently doesn’t realize that Congress exists to debate legislation and not to muzzle itself and rubber-stamp executive initiatives.  Of course, Barack Obama might be able to make that argument a little better if this particular executive took any sort of responsibility for the executive initiative in question.  Real Clear Politics has this quote from the President who wants Congress to pass the health-care reform bill by the end of the month without debate, but who apparently has no clue as to what it says or how it works.  Click the image to hear:

During the call, a blogger from Maine said he kept running into an Investors Business Daily article that claimed Section 102 of the House health legislation would outlaw private insurance. He asked: “Is this true? Will people be able to keep their insurance and will insurers be able to write new policies even though H.R. 3200 is passed?” President Obama replied: “You know, I have to say that I am not familiar with the provision you are talking about.”

Er, what?  Obama has insisted repeatedly that the bill would not force people out of their private health insurance plans, which have over 80% of Americans satisfied at the moment.  Now we find out that Obama hasn’t read the section of the bill that pertains to the issue?  It shows that Obama has been talking out of his hat the entire time, and has become so disengaged from the process that he’s not bothering to keep up with the legislative changes.

Bill Kristol wonders when Congress will get fed up with uninformed diktats from the Oval Office:

The Democratic bills in the House and Senate are a thousand pages long. They’re still changing as committees try to mark them up, or as they mark up other versions of health insurance legislation. There’s huge uncertainty about how lots of provisions in the bills and under consideration would work–OMB Director Orzsag and HHS Secretary Sibelius couldn’t answer straightforward questions on Fox News Sunday and Meet the Press. Nothing goes into effect in any case until 2013–except the tax provisions, which would begin in 2011. Yet President Obama wants everyone to stop debating and deliberating, and act now–because he and he alone has decided “now is the time to go ahead and act.”

Congress should assert itself, stand up for the deliberative and democratic process, and defy this presumptuous presidential dictate.

I’d put the chances of that at about 60-40 against, or perhaps 62-38 if we count the two Senators from Maine, at least until the midterms.  Hopefully, the American people will provide a Congress that shows a little more spine at that point.

Update: Reuters reports that Obama now admits that the bill needs more work:

President Barack Obama said on Tuesday the healthcare overhaul plan working its way through the U.S. Congress needs more work amid signs his top policy initiative, already rejected by Republicans, was running into deeper trouble with his own Democrats.

Obama was to meet with a group of Democratic lawmakers to discuss how to pay for the nearly $1 trillion reforms after a key congressional panel canceled Tuesday’s votes on its version of the legislation while talks continued with a group of fiscally conservative Democrats.

Asked whether he would sign any of the bills now being considered in Congress, Obama told NBC’s “Today” show: “Right now, they’re not where they need to be.”

But Obama said he was confident the final legislation would drive down spiraling healthcare costs over time.

Since “the time for talk is through,” Congress will use body language, hand puppets, and a fleet full of French mimes to get that work accomplished, I presume.

Wow. You are confident. Every committee in both the House and Senate except the House energy committee has already produced their bills. The Energy group will be persuaded by Obama today in their meeting.

from FOX news….

The House Energy and Commerce Committee canceled the session as it faced serious concerns about the legislation from fiscally conservative Blue Dog Democrats, who hold a large number of seats on the panel. The Energy and Commerce Committee is the only House panel with jurisdiction over health care that has not completed writing its version of the reform bill.

President Obama plans to meet with those Democrats Tuesday.

“We have ongoing discussions with members,” committee Chairman Rep. Henry Waxman, D-Calif., said in a brief statement announcing that the markup set for Tuesday had been canceled. “I think we’re making good progress, and I want to pursue those discussions further.”

A markup is where the committee essentially writes the bill, going through it line-by-line and accepting or rejecting amendments.

The two other House committees with jurisdiction over health care legislation — Ways and Means and Education and Labor — approved their versions of the package last week.

This bill will be voted on by the House probably next week and shortly followed by the Senate. I cannot imagine any Senators voting against Obama on Health care. The House is a done deal.

I Won” says the same thing and would be a shorter title.

Think about it. The filthy liar has not governed as a democratically elected leader of a free nation. He’s been a bully and a street thug. When the opposition didn’t agree with him, he rammed through the spending of billions on a purely partisan vote. When his energy bill was failing in the house, he bribed the 14 swing votes to get it passed. He has created a shadow government of unelected/unconfirmed “czars” who are essentially loyalists installed in much the same way the Soviets had political officers to ferret out and quash dissent at all levels of government. Unilaterally, the filthy liar has decided friendship with dictator regimes is a higher priority for America than furthering the cause of democracy.

Like it or not, America may have democratically elected the filthy liar and the jury is still out on that considering the involvement of Soros and ACORN to steal the vote in key elections. Nevertheless, we are now being dictated to by a tyrant that is deaf to what he is being told and totally isolated from the realities of life by a palace guard and circle of criminals like Rahm Emanual. Democracy ended in America on January 20th and it will take extreme effort to break the chains of tyranny and restore the America that once was.

I had to make that slight change. As an amateur and a complete n00b, n00bama is unaware that there are details and issues that need to be worked out with his decrees. Like closing Guantanamo, or providing universal health care or “stimulating” the economy.

No problem, Obama loves to hide behind the excuse that the problems were someone else’s fault. Why not continue that pattern with ‘his’ health care proposal? Let others write it, claim not to know what’s in it, and if it passes and turns out to be the millstone-round-the-neck that we know it is, just point fingers at congress. There’s enough room under the bus for Democrats too, you know.

Nothing goes into effect in any case until 2013–except the tax provisions, which would begin in 2011. Yet President Obama wants everyone to stop debating and deliberating, and act now–because he and he alone has decided “now is the time to go ahead and act.”

King Hussein the First has it all planned out. If this passes Congress, he gets to gloat about how HE reformed health care, and how he’s the greatest health-care president since LBJ.

Since the health-care taxes don’t start until 2011, Democrats don’t get blamed for them in the 2010 elections. Since socialized medicine and rationing don’t kick in until 2013, those with employer-provided health insurance will continue to enjoy it beyond the 2012 election, and Grandma isn’t told she has to die to save the Government money until Obama is re-elected. What an ingenious plan!

Unless the word gets out from whistleblowers like Bill Kristol. Raise taxes in 2011 to pay for something we get in 2013. What’s this, the Pay Now, Buy Later plan? What are taxpayers getting for their extra taxes in 2011-12? Not to mention the cuts in Medicare benefits–Grandma over the cliff in a wheelchair, pushed by the Audacity of HopenChange.

Hopefully, the word on this will get out to a wider audience.

House leaders have said they wanted to pass a plan before they leave on a monthlong break. But Hoyer, D-Md., said Tuesday there is still disagreement on proposed tax increases on the wealthy, and whether to establish a government-run insurance program to compete with private plans.

ladyingray on July 21, 2009 at 1:18 PM

Since “the time for talk is through,” Congress will use body language, hand puppets, and a fleet full of French mimes to get that work accomplished, I presume.

If that’s the case, then they might actually get MORE done!

JamesLee on July 21, 2009 at 1:18 PM

Use of French mimes will make me sick, followed by punches to the mimes’ faces. Thus healthcare costs will go up.

am sorry about your father’s recent diagnosis. I suffered through my oldest brothers (who was by best friend) losing bout with Pancreatic cancer in 06.

FlyoverJ-HawkFan on July 21, 2009 at 1:17 PM

Oh BB, I’m so sorry.
Prayers for your father and his speedy recovery!

I totally understand

I mean — I feel bad you guys haven’t clicked for so long, but at the same time I’m somewhat relieved that you guys didn’t drift apart solely because of Obarfio — if that makes sense. Because he’s not worth it

and thanks

My dad just sent me this.

whoa–good stuff.

Lets hope Ted Kennedy doesn’t die in time to be the ‘inspiration’ for the passage of Obamacare.

Bill Kristol writes:

OMB Director Orzsag and HHS Secretary Sibelius couldn’t answer straightforward questions on Fox News Sunday and Meet the Press.

Not to mention Carol Browner, who didn’t have a clue what was in the Cap and Trade bill when asked about it on Fox and Friends a few weeks back.

What a bunch of idiots these people are. It’s a tough call, but I think Browner might be the most incompetent of the “czars.”

WHERE’S CAPTAIN AMERICA? PLEASE COME SAVE OUR COUNTRY FROM THIS IMBECILE !!!

DougDavis on July 21, 2009 at 1:04 PM

Sorry, he was killed a few years ago. There’s some Hillary/Stan Lee connection to it, although no yet has made a direct connection from the Clintonista’s to the death of CA.

BobMbx on July 21, 2009 at 1:21 PM

There’s got to be some righteous comedy in our future over The Won’s antics—why doesn’t the right have an SNL type show somewhere–the content The Won is putting out these days is just wayyy too good…

ted c on July 21, 2009 at 1:22 PM

So, which country is yours?

[rimshot, please]

Captain America is being brought back. He used to fight socialists and we need him now. This stuff is perfect for comic books…

ted c on July 21, 2009 at 1:22 PM

So I asked her, “Well, don’t you wish now that McCain had won?”

Her answer? “No, no, no…then Sarah Palin might be the next President”.

Sigh.

guntotinglibertarian on July 21, 2009 at 1:03 PM

Ask her how she would feel if Joe Biden became President.

(Homer Simpson shudder)

Del Dolemonte on July 21, 2009 at 1:22 PM

He’s whining that stopping this crap heap is all political, that people CAN’T read the bill and see it stinks of moonbat!

The time of talk is over for Obamacare
The time of talk is over for Cap and Trade
The time of talk is over for trillions of dollars of stimulus
The time of talk is over for the bankrupting of this nation.

When will this Obama nightmare be over. Are we in a parallel universe?

Get ready for the “Chicago Thugs” everybody, because we are all in for a bumpy ride.

If this Health Scam passes through the Senate……follow the money to the pharmaceutical companies and other people who stand to make money from this SCAM.

Hell, my daughter is 24 and voted for this man and I haven’t spoken to her since Christmas.

FlyoverJ-HawkFan on July 21, 2009 at 12:53 PM
I severed a friendship over it. The dude couldn’t tell me any reason why he was voting FOR Obama other than that he’s a half-black man.

SouthernGent on July 21, 2009 at 1:11 PM

I know what you mean. At a family reunion last October, my Dad couldn’t stop raving about how wonderful Obama was and how he was scared to death of Sarah Palin. My cousin (a veteran) and his wife were solid McCain voters, but don’t bother a liberal with the facts. Their son, in his 20′s, was on the fence until I told him (away from my Dad) that Obama planned a civilian security force larger than the military, and that pro-Obama FactCheck.org was run by the Annenberg Foundation, the same group Obama chaired during the 90′s. To which my nephew replied: “You debate with facts, your dad just shouts without reason.”

The problem with debating liberals, in one sentence.

The truth will set the voters free. But will they listen?

I miss them!

But I agree with Obama on this.

Happy now?

Still talking about things he does not understand or read. Still voting present and always will.

Time to get ready to get his crew out of congress and leave him with nothing.

workingforpigs on July 21, 2009 at 1:25 PM

Obama is CONTINUING the CPR he started on Friday on this bill. He’s been doing chest compressions on it daily, they scheduled the thing for it tomorrow night. The House Dems–them Blue Dawgs–canceled a meeting today which is akin to the patient losing it’s blood pressure,

–but still–obama keeps pumping his political capital into this thing

—it’s bleeding out, it’s getting cold, the pupils are fixed….

—-waiting for a real doctor to call it dead….
