Obama says talking time over, but has no clue what’s in ObamaCare; Update: Obama admits bill needs more work
posted at 12:16 pm on July 21, 2009 by Ed Morrissey
“The time for talking is through,” sayeth the man who apparently doesn’t realize that Congress exists to debate legislation and not to muzzle itself and rubber-stamp executive initiatives. Of course, Barack Obama might be able to make that argument a little better if this particular executive took any sort of responsibility for the executive initiative in question. Real Clear Politics has this quote from the President who wants Congress to pass the health-care reform bill by the end of the month without debate, but who apparently has no clue as to what it says or how it works. Click the image to hear:
During the call, a blogger from Maine said he kept running into an Investors Business Daily article that claimed Section 102 of the House health legislation would outlaw private insurance. He asked: “Is this true? Will people be able to keep their insurance and will insurers be able to write new policies even though H.R. 3200 is passed?” President Obama replied: “You know, I have to say that I am not familiar with the provision you are talking about.”
Er, what? Obama has insisted repeatedly that the bill would not force people out of their private health insurance plans, which have over 80% of Americans satisfied at the moment. Now we find out that Obama hasn’t read the section of the bill that pertains to the issue? It shows that Obama has been talking out of his hat the entire time, and has become so disengaged from the process that he’s not bothering to keep up with the legislative changes.
Bill Kristol wonders when Congress will get fed up with uninformed diktats from the Oval Office:
The Democratic bills in the House and Senate are a thousand pages long. They’re still changing as committees try to mark them up, or as they mark up other versions of health insurance legislation. There’s huge uncertainty about how lots of provisions in the bills and under consideration would work–OMB Director Orzsag and HHS Secretary Sibelius couldn’t answer straightforward questions on Fox News Sunday and Meet the Press. Nothing goes into effect in any case until 2013–except the tax provisions, which would begin in 2011. Yet President Obama wants everyone to stop debating and deliberating, and act now–because he and he alone has decided “now is the time to go ahead and act.”
Congress should assert itself, stand up for the deliberative and democratic process, and defy this presumptuous presidential dictate.
I’d put the chances of that at about 60-40 against, or perhaps 62-38 if we count the two Senators from Maine, at least until the midterms. Hopefully, the American people will provide a Congress that shows a little more spine at that point.
Update: Reuters reports that Obama now admits that the bill needs more work:
President Barack Obama said on Tuesday the healthcare overhaul plan working its way through the U.S. Congress needs more work amid signs his top policy initiative, already rejected by Republicans, was running into deeper trouble with his own Democrats.
Obama was to meet with a group of Democratic lawmakers to discuss how to pay for the nearly $1 trillion reforms after a key congressional panel canceled Tuesday’s votes on its version of the legislation while talks continued with a group of fiscally conservative Democrats.
Asked whether he would sign any of the bills now being considered in Congress, Obama told NBC’s “Today” show: “Right now, they’re not where they need to be.”
But Obama said he was confident the final legislation would drive down spiraling healthcare costs over time.
Since “the time for talk is through,” Congress will use body language, hand puppets, and a fleet full of French mimes to get that work accomplished, I presume.

Obama ‘owns’ this congress. Good news is that some of the congerss-critters are starting to wake up. 100% domination of one of the branches of power over another one is not what was intended.

Congress had total control over the Stimulus. Congress had total control over Cap N trade. Congress has total control over ObamaCare.
Obama is not participating in anything other than selling whatever the product is and he can sell it without knowing anything about it.
Come 2012, he is going to toss Congress under the bus to save himself.

If he shows this level of cluelessness about specifics in his press conference tomorrow, he is toast.
Reporters are starting to get off their knees now and ask real questions about this proposal. They know their own health care is at stake now. If he can’t answer specific questions then the skittish Democrats will have all the reason they need to vote NO.

If there was no government health insurance plan (a non-starter), he could unequivocally say ‘NO’. He wants to outlaw private insurance.
Without private insurance hospitals shut down. The last major contract negotiation nearly bankrupted one of the largest employers in the state (hospital) within a couple of months here.
I’m all for making insurance plans ‘guaranteed issue’. . . but that is going to increase health insurance premiums. If you know premiums are going to go up with guarantee issue plans, then OK. But don’t sell it as ‘lowering costs’.

LOL. Just another line that The Precedent pulls out to try and act tough. The moron doesn’t even know what this means, as he has learned most of his lines phonetically.
BTW, he doesn’t care what’s in the bill, or what’s in any bill. All The Precedent wants is to destroy the US and all he cares about doing is passing as much horrible legislation as possible. He doesn’t have to know any details, since he has just enough brains to realize that letting the socialist dems run wild in Congress will insure that awful bills are forthcoming and will break the US if ever enacted.
Now, think about this for a second. It is not a fluke, but his modus operandi. What motivation could exist for one who acts in this way, other than just wanting to bring chaos to our governance and to kill our nation?
The Precedent is a fatal disease and everyone knows it. The only problem is that some are happy about it (as they hate the US, too), others are too scared to talk about it, and many are still trying to pigeon-hole the traitor into some sort of poor, stupid, yet well-intentioned Executive. The information about what The Precedent really wants is all there. There’s no sense denying what is obvious. He is the enemy.

He asked: “Is this true? Will people be able to keep their insurance and will insurers be able to write new policies even though H.R. 3200 is passed?” President Obama replied: “You know, I have to say that I am not familiar with the provision you are talking about.”
This is absolutely OUTRAGEOUS! Damn it, this infuriates me!
marklmail on July 21, 2009 at 12:34 PM
No, it’s clearly not that simple, period. The bill contains several provisions that do not explicitly “outlaw” private insurance, but effectively make it impossible to continue. The “no changes” requirement is bad enough, but the absolute mandate to accept all patients regardless of pre-existing conditions and the prohibition on limiting benefits to those customers in the first year or two of a policy being opened is the killer (page 19). Private insurers will just shut down rather then be subjected to that, and they will cancel your policy in the process of going out of business no matter how much you may have liked it.
I think BO knows this and is choosing to lie instead of addressing it honestly.

From a political point of view, he’s losing/lost control of the ball.
He knows his numbers are plummeting and he knows that he doesn’t have the votes to pass it. He has lost the momentum for pushing all this stuff on us.
Yet oddly enough, he’s pushing even harder by having yet another prime time gab fest no one will watch (if the last Neilson ratings are to be believed). People are sick of the pressure, the scare-mongering and doom and gloom. It’s way too much, too fast and folks on both sides are a bit outraged at the cost, the non-reading of the bills and the pressure from Obama to just ‘shut up and pass it already’.
That turkey won’t fly anymore. Obama is driving spikes into his coffin with this tone he’s setting.

Nobody has a clue what is in these bills, least of all a disinterested and intellectually lazy president, because they don’t read them.
AMA is getting some pushback from their members, so issued responses to Frequently Asked Questions:
FAQ: By supporting health reform legislation that includes a public plan, isn’t the AMA really endorsing socialized medicine?
AMA Answer: It truly is regrettable that so many of the important goals we hope to achieve through health system reform have been overshadowed by a headline-grabbing debate over the prospects of creating a coverage option bearing the label “public plan,” without regard to the variety of forms such an option could take. The AMA continues to oppose nationalized medicine health insurance, and we continue to express opposition to elements of public plan proposals that we believe could lead us down the road to a single payer system or “socialized medicine.” However, we remain open to proposals that are consistent with our principles of pluralism, freedom of choice, freedom of physician practice, and universal access.

FlyoverJ-HawkFan on July 21, 2009 at 12:49 PM
I’m going to pick a nit here… I hate it when people oppose a bill based on its substance but, rather than debate that, instead get all high & mighty about procedure. “Congress should not bend to the will of Presidential demands!!” Well, Congress is controlled by Nancy Pelosi and Harry Reid, and they both agree with Obama, as do most of the Democratic caucus. The only reason this deal isn’t already done is because the different factions in the Democratic party can’t figure out how to pay for it. In addition, this isn’t “Obama’s bill.” The Messiah didn’t write this bill. Kennedy, Dodd, and a number of House democrats did. They certainly wrote the bill according to the Messiah’s broad policy preferences, but it’s not the Messiah’s bill.
The Democrats don’t care how bad the bill is. All they know or care about is that by nationalizing health care, they make Americans dependent on government, and that people who are dependent on government support Democrats. Make everyone dependent on government, and the Democrats have a long-term majority that would make FDR blush.
This is do or die for conservatism. If ObamaCare passes, it’s the END of conservatism and the Republican party as we know them today. The Democrats recognize this too, and at the end of the day, I believe the Democrats are even willing to sacrifice some of their current governing majority in order to pass it, knowing the long term consequences.
As such, we need to hit this bill HARD on its merits and not waste time with these kinds of petty procedural objections. Ok. Nit picked.

You are, of course, absolutely correct. These insane laws are things the Lefties in Congress have been drooling to pass for years, in some case for decades.
They expect The One to do the heavy lifting because of his putative popularity.
The beauty part is that he is such an egotist that he immediately snatched credit for “his” stimulus and “his” cap n trade and “his” socialized healthcare – kind of like the guy at work who takes credit for your idea.
And now that the public is waking up and realizing that “his” initiatives are insane, his popularity is plummeting and if it gets much worse, Congress is gonna throw him under the bus.
