I’m not so sure they would want to go with an EMP type attack – yes it would mess up our infrastructure, but it might not make the ’statement’ they would like. IIRC,they would need to get a weapon to a relatively high altitude to do that.
Maybe in conjunction with an attack on ground targets, but not by itself – that wouldn’t be (pardon the pun) flashy enough.
