Commerce Secretary: America needs to pay for China’s emissions

It’s bad enough that the Obama administration wants to penalize all Americans for their energy use through the cap-and-tax scheme that will hobble our economy and hike electricity and gas costs, but until now they only proposed to penalize us for our own energy use.  With China refusing to join the West in economic suicide, who will pay for their emissions?  Commerce Secretary says that the American consumer is to blame for China’s energy-production emissions — and we’ll pay for that instead of the Chinese:

Commerce Secretary Gary Locke said something amazing—U.S. consumers should pay for part of Chinese greenhouse-gas emissions. From Reuters:

“It’s important that those who consume the products being made all around the world to the benefit of America — and it’s our own consumption activity that’s causing the emission of greenhouse gases, then quite frankly Americans need to pay for that,” Commerce Secretary Gary Locke told the American Chamber of Commerce in Shanghai.

The idea that rich-country consumers should pick up the tab for some of China’s industrial emissions has been gaining currency lately—but not from within the Obama administration. The argument is that many of China’s factories churn out cheap stuff for the West, not for domestic consumption, so those consumers are actually responsible for the emissions. China, of course, loves the idea.

Commerce sent this non-responsive statement to the Wall Street Journal when they reported this late Friday night:

“Secretary Locke has been very clear on emphasizing the importance of fair trade as a part of the United States’ relationship with China. He believes U.S. companies should not be disadvantaged by Chinese imports not bound by responsible policies to reduce carbon emissions. China and the US must work together to ensure a level playing field and reduce our carbon footprints. The Secretary’s trip to China demonstrated his commitment to fair trade and his belief that both the United States and China can benefit from shared investments and cooperation in clean energy that will lead to commercial and environmental benefits for both countries.”

This could happen in one of two ways.  The Obama administration could make cap-and-tax more expensive in order to make up for the emissions from China, which would absolutely delight Beijing.  In fact, that would allow them an easily-adjustable pressure point on the American economy by simply increasing their emissions.  If the US increased the penalties for domestic emissions in order to compensate, the Chinese could sell their good much more cheaply in the US than domestic producers.

The other option would be energy-production tariffs on imported goods, which would touch off a trade war with China.  That would make goods more expensive in the US at the same time energy bills begin to skyrocket, launching an inflationary spiral and begging China for retaliation.  Since China holds a large amount of US debt, that retaliation could get extremely expensive for both countries.

The US does not need to pay for China’s carbon emissions, even if the “greenhouse effect” presents a danger to the planet, a theory which increasingly looks suspect.  This is yet another version of the blame-America impulse in the Obama administration, one that will hit us all in the wallet — and in our outlets and furnaces.

The Chinese have wisely declined to participate in “buying carbon credits”. So, Locke now wishes to push the responsibility for those payments onto the American consumer. I say well and good — as long as its done via a hefty tariff levied specifically on Chinese goods and not on any general taxation. Then the problem will be, like everything else in carbon credit land, shifted from one people onto another. The Chinese will be able to sell their goods cheaply to Europe, Asia, South America, and Canada, and they will only lose a little business in America, which no longer has a native industry in competition with China.

What I would love, is for the U.S. to make these products but higher quality, you know, without the worry of formeldehyde or lead or mercury or any of the other crap that’s been found in “cheap” stuff from China. Then for the West to stop buying the Chinese crap. I think that would be a great idea.

The reason the Chinese have flooded our markets is because we, in our cheapness, have demanded the absolute lowest prices for the goods we buy. Turn over any laptop or electronics (most of which bear prestigious US brand names) and you’ll find “Made in China”. Ditto for stainless tableware — even Oneida. Hell, I couldn’t buy a computer or tableware made in the USA when I wanted to!

The Chinese have beaten us there — we are selling them the rope to hang us, and it will go on precisely because the Chinese have erected tariffs to preserve what they consider defense-essential industries, while we American search for the cheapest bargains to buy — and to sell even among ourselves.

The funny thing is.. the Democrats, by electing Obama and failing to kick out trash like Pelosi, have prompted a huge groundswell of grassroots activism amongst conservatives who have been spending their time NOT watching the propaganda box, and instead have been reading up on history and learning the rules of the political parties. This is going to make it a lot easier to clean up industrial toxic waste dumps in the US. Simply locate the consumers of the end product and tax them to death.

We could also impose penalties on Americans who bought toxic manufactured products for the poison they have contributed to the American environment. A simple census of plastic content in American homes could lead to a fair tax for those who caused the carbon overload by their consumption

We also need penalties for fireplaces which are pure carbon emitters. Furnaces are emitters, including electric furnaces unless the electricity comes from a nuclear power plant

From what I see here, the problem is the American consumer.

Remove consumption and the problem resolves itself

It will also eliminate a need for National Health Care

Without consumption we will not need a military or a Congress.

The President will no longer need to fly Air Force One to NYC to watch a play, and his wife can be relieved of buying $800 dollar purses

Congress is a massive excreter. Congress has special dining rooms preparing carbon based food loads which are digested and excreted into the environment. Congress maintians heated and cooled staff filled offices in DC and spews CO2 in debates, not to mention uncounted methane. Congress utilizes a special Health Care that costs more than the average, and Congress has special pension rights, allowing Congresment to retire ealy and spew methane from their carbon rich diets
