New White House spin: Stimulus not designed to … stimulate; Update: Obama’s stimulus speech

Old White House spin: Porkulus has stimulated the economy and “saved or created” 150,000 jobs.  New White House spin: Stimulus?  What stimulus?  ABC’s Yunji de NIes reports from somewhere down the rabbit hole, er, the White House briefing room:

Turns out the $787 billion “American Recovery and Reinvestment Act” (AARA) was not designed for full economic recovery, but rather to “stabilize” the downturn.  That’s the word from White House officials today, who held off-camera briefings with reporters on how the AARA is working so far.

“This legislation was designed to cushion the downturn,” said White House Press Secretary Robert Gibbs. “That’s why we have always talked about this as one function of economic recovery.”

When pressed about the change in terminology, Gibbs said he was not trying to temper expectations after the fact. “I can probably find 15 or 20 occasions when I said this in the lead up,” Gibbs said, explaining that he had always defined the AARA as part of a “multi-legged stool.”

And Eastasia has never been at war with Oceania, Winston!  Does this mean that their referencing a “stimulus” from before Obama took office to as late as, well, yesterday just never happened?

Q And they were incorporated in the stimulus, too, and it didn’t get you any final votes.

MR. GIBBS: Well, I’m happy that you acknowledge the efforts in the stimulus

Or, for that matter, two days ago?

In the near term, various factors should help to stem the downturn and eventually increase overall production and lead to employment growth.  Most obviously, the ARRA provides $787 billion of fiscal stimulus spread primarily over the next two years.  This fiscal stimulus takes a number of forms:  tax cuts for working families and businesses; protection of the most vulnerable through programs such as extended unemployment compensation; direct government spending on infrastructure, energy efficiency projects, and other public investments; and fiscal relief for state governments to help maintain key services.  Taken together, the various forms of fiscal stimulus are expected to provide powerful upward pressure on aggregate demand and to aid recovery.

Translation?  The White House has just about given up hope that Porkulus will show any positive upward pressure this year, which is no great surprise, since most of the spending happens in year two – and most of that will not be a stimulus as much as a wish list of liberal fantasies.  Unfortunately, they sold it as a short-term solution to unemployment as well as a stimulus.  Now that neither have succeeded, they have to spin it as something entirely different.

Best of luck with that.  Voters have already grown disenchanted with HopeNChange, as Obama’s declining poll numbers amply demonstrate.  Telling voters that this is as good as it gets after waltzing out the door with $800 billion isn’t going to make them love Obama more.

Update: Just a reminder from Slublog about how Obama sold Porkulus in early January:

That is why I have moved quickly to work with my economic team and leaders of both parties on an American Recovery and Reinvestment Plan that will immediately jumpstart job creation and long-term growth. …

There is no doubt that the cost of this plan will be considerable.  It will certainly add to the budget deficit in the short-term.  But equally certain are the consequences of doing too little or nothing at all, for that will lead to an even greater deficit of jobs, incomes, and confidence in our economy.  It is true that we cannot depend on government alone to create jobs or long-term growth, but at this particular moment, only government can provide the short-term boost necessary to lift us from a recession this deep and severe.

But it’s not a “stimulus.”  Riiiiiiiiiiiight.

Unfortunately, they sold it as a short-term solution to unemployment as well as a stimulus.

That’s the most important point. What little there is of conservative media needs to emphasize that Obama sold some $800 billion of payback to his constituents by promising jobs that never came to be. Let’s see some non-stop video clips of the liars in action. Please!

Well, no sh*t, and anybody who went beyond the 6th grade (in a non-government school) could have told us this months ago.

What I am saying is that someone had to check out the issue. I am not willing to accept that the entire government, all of congress, all of the executive branch, has allowed Obama to be the President without someone checking out his NBC status.

It is only logical that SOMEONE had to check it out. The DEMs were all ready to KING Hillary when Obama decided to run. It looked enevitable. Why would they screw that up for some in-llegible black kid from Illnois?

JohnInCA on July 16, 2009 at 6:26 PM

It not meant to stimulate the economy. However, we have to do it now, immediately or our economy will calapse into oblivion. Cap and Trade will not reduce CO2 levels on the planet but lets get it done now! Our health care is system is broken. It is too expensive so we must get this bill passed immediately even if costs go up to each individual.

I think I am begining to see a trend or something.

I did prove it. He’s held other citizenships, by his own admission, which would render him not natural-born, unless one believes that a dual citizen is eligible to be President. It takes a SCOTUS ruling, though, on the natural-born clause. But when I, or anyone else mentions it, or tries to bring a case, you scream about Area 51.

The fact is that the military doesn’t know squat about The Precedent’s eligibility status and they are lying if they say they do. They blinked when they revoked the orders right before the hearing. That is what it is. Stop getting on people’s cases who are interested in seeing this played out in court, where it belongs.

Following the link to the ABC page, you have an administration spokesman spinning that the economy is getting “less bad”.

What an oversimplified misanalysis of economics. And we put these whiz-kids in charge for what reason again?

Last time I checked, massive unemployment numbers still rising does not constitute an improvement, just because fewer new unemployment claims were filed. By any measure, higher unemployment means that fewer people are still working, spending and paying taxes, and even fewer jobs remain safe. Unemployment has a ripple effect that will continue to undermine whatever recovery is in the process of occurring–just as increased taxation has an undermining effect on prosperity.

I mean, we knew these people were incompetent jackasses too haughty to realize it, but they tend to dispel the notion that even a child can learn from bad experiences. These fools can’t. They continue to insulate themselves from reality.

Unfortunately, it doesn’t look like I will have to fear anytime soon that the phrase will become inappropriate….

rwenger43 on July 16, 2009 at 6:56 PM

You Hotair people just don’t get it. Let me spell it out for you: Obambi’s agenda: Bring the US to it’s knees economically (in other words – destroy the US economy). Which will cause a worldwide financial meltdown (or so they will say). The solution to the meltdown will be – ONE WORLD CURRENCY. That’s where we are headed. But look on the bright side – it could be worse.

johnnybgood on July 16, 2009 at 7:06 PM

It sounds like you’re equating “stimulus” with “something that will, by itself, turn a horrible economy into a wonderful one”. I dont think that’s correct.

Did Obama loudly proclaim from the getgo that this was designed to simply cushion the blow? No. So it’s fine for you to knock him for that. But to say that this is a full reversal is off the mark.

I mean, from one of the quotes you included:

Taken together, the various forms of fiscal stimulus are expected to provide powerful upward pressure on aggregate demand and to aid recovery.

(emphasis shifted)

You can see that they didnt say the stimulus would cause full recovery. They said it would aid it. This is right in line with what is being said today.

Also, from Obama’s address when the bill was passed:

This historic step won’t be the end of what we do to turn our economy around, but the beginning.

If you have quotes where Obama or his surrogates claimed that this bill and this bill alone would solve all our economic problems, then please bring them out and give them the criticism they deserve. But I dont think you have those quotes.

Someone needs to make a recording of all the things Robert Gibbs has said about the stimulus, then play them all back fro him in sequence and ask him which one should be taken as the actual truth.

The most likely answer will be none of them, but I highly doubt someone of Gibb’s ilk would actually admit that.

I don’t recall the Constitution forbidding someone holding dual citizenship from holding the office of President.

The concept of dual nationality means that a person is a citizen of two countries at the same time. Each country has its own citizenship laws based on its own policy.Persons may have dual nationality by automatic operation of different laws rather than by choice. For example, a child born in a foreign country to U.S. citizen parents may be both a U.S. citizen and a citizen of the country of birth.

The interesting (and unfortunate) reality is that Barack Obama entered into office with a fairly clean slate or record. That is changing every day. His record is being written in stone, there is no revising this history of what they said about Porkulous in Feb, and the facts on the ground now.

I strongly suspect that all of the hyperbole and hurry up speech from earlier this year is going to be getting some replay very soon. And for good reason!

–why yes, Mr. President. We were serious. And we are going to continue to be serious. We were serious then, and now.

ted c on July 16, 2009 at 9:43 PM

Mr. Obama: 5 FEB

In the last few days, we’ve seen proposals arise from some in Congress that you may not have read but you’d be very familiar with because you’ve been hearing them for the last 10 years, maybe longer. They’re rooted in the idea that tax cuts alone can solve all our problems; that government doesn’t have a role to play; that half-measures and tinkering are somehow enough; that we can afford to ignore our most fundamental economic challenges — the crushing cost of health care, the inadequate state of so many of our schools, our dangerous dependence on foreign oil.
So let me be clear: Those ideas have been tested, and they have failed. They’ve taken us from surpluses to an annual deficit of over a trillion dollars, and they’ve brought our economy to a halt. And that’s precisely what the election we just had was all about. The American people have rendered their judgment

Now we’ve tested your ideas. They’ve failed, and our economy is at a halt.

Hey Southern Gent………

pick me my banana and listen up…..little did we know that MR TALIBAN in those days has turned out to be one of our most earnest frauds and American liabilities. Come Mr. Taliban Tally me Banana…. Did you know back then? That none other than good ole Harry “hate America” in spite of your unimagined success Belafonte. He of course never had any guts because he never really made it big because he was too interested in hating America and our people that actually didn’t even think twice about who the f he was. Yet, the sob still hates us and America. I have two words for him….. one is a proverb….heh heh….

highninside on July 16, 2009 at 10:42 PM

Health Care is next and it wont give all American’s affordable coverage either. Not all American’s will have health insurance either. They are doing the same with health care as they are the economy.
This is just unbelievable!
I just want this all to stop!

Brat4life on July 16, 2009 at 10:43 PM

Hey Brat, how can we make it stop? I have asked Rush, Hannity, Levin, etc. etc. I said look you guys, including the big guy Rove and I asked so fine. we all believe, now what. This guy has the entire USA wrapped up. He has set out his legions of Acorn etc. today as we speak on the world that doesn’t want his health care bull shit. and they are literally walking the neighborhoods knocking on doors and with that and his mail and email and lies and the US press…..will someome please tell me how we can even come out even. If you have no instant answer, what may have worked, as we look back, in the days of the first of the reign of 25 years of the dems under you know who. ONLY the war saved his ass. WE have no war coming comparing to that. SO, what do we do. See, we have no leaders; Rove, Gingrich, Romney, Dickhead and others are hiding. PALIN is the only one and yet, none of us rally…. NONE of us rally…. Someone please give me an answer. Now what. Rush with all his stinking listeners of which I am one isn’t doing shit….. we are losing HELP

New White House spin: Stimulus not designed to … stimulate;

Boy, is this going to get a big “See, I told you so” from Rush Limbaugh on Friday’s show, since he’s been pounding the meme for weeks that Obama doesn’t want the economy to recover, in order to boost support for national health care and other federal benefit programs.

jon1979 on July 16, 2009 at 10:59 PM

“But government spending is stimulus. That’s the whole point.“

Skandia Recluse on July 16, 2009 at 5:38 PM

I didn’t see a /sarc tag there. But there should be. Before government can spend money it must first take if from more productive uses, through taxation, or borrowing (selling bonds) is takes money from productive investments), or by printing money. The net result is it is only redistribution from productive investments to political cronies. And is a net loss to a productive society .

Dasher on July 16, 2009 at 11:24 PM

Their speech shall be as though they are drunk with strong wine. I’m sure the economy would be a lot worse if they hadn’t rushed the stimulus through.

Kissmygrits on July 16, 2009 at 11:28 PM

little barry is freaking out. No wonder he is trying to re-capture his campaign magic. I can only pray that this health care bullshit doesn’t get rahmed through, or we’ll finished. Call Olympia Snowe’s office, say you are from Maine ( get some random zip code off the internet) and swamp her office. She will cave. Act Now……Act like ACORN. FIGHT THIS BULLSHIT OR WE’RE DONE AS A NATION!!!!!

Liberalism truly is a mental illness.
It’s going to be a very long three and a half years.

Reality is whatever Obama’s teleprompter says it is.

That was a Precedential quote, from when he was arguing to ram the Porkulus through. He laughed at people who thought that stimulus was anything but wanton spending. It was a blast to watch him be so arrogant while he showed that he had no clue what he was talking about. One of the funniest moments in White House history … in a morbid sort of way.

Sorry, I should have linked directly to the Wall Street Journal article, but I’ve lost hope. What Obama is selling isn’t hope, and it’s very discouraging to see so many people fall for the scam.

I was looking for some discussion on ‘deprogramming cultists’ until the realization that it would be the conservatives who would be getting the re-education necessary to re-integrate them back into productive society. Perhaps I’m overstating my position; feel free to insert a /sarcasm tag if you feel the last was an exaggeration. I’m no longer certain of anything but the feeling of imminent disaster.

Skandia Recluse on July 17, 2009 at 12:27 AM

Obviously a stimulus is designed to stimulate, and a porkulus is designed to …. um, well, pork ….

extra sauce please, Mr. President!

New White House spin: Stimulus not designed to … stimulate; Update: Obama’s stimulus speech

No pun against children. However, this is what voters get, when they voted in a snot nosed, arrogant boy, instead of an experienced man, into the most powerful position in the world!

It is only logical that SOMEONE had to check it out. The DEMs were all ready to KING Hillary when Obama decided to run. It looked enevitable. Why would they screw that up for some in-llegible black kid from Illnois?

Hillary is socialsit leaning, but Obama is the real socialist and certifiable as well. To the liberals, socialist and communists, he was the dream they have been waiting for. But it goes deeper than that. A socialist government creates a more stable and dependable government for the globally wealthy corporations to deal with, and one free from the problems inheritent in governments in which they also have to answer to the people. Just look where Obama is taking us and who he supports or supports him. Honduras stands out like a becaon in the dark of the night.

Franklyn on July 17, 2009 at 4:04 AM

So lets go over this:

The stimulus package acts as a cushion, the ’stimulation’ simply being there to prevent total collapse.

There will be no increase in jobs. In fact, the jobless total will increase even after this bill is passed. And although it was passed quickly to make a rapid recovery, the money won’t be spent until next year. In the words of the Vice President, you have to spend money to prevent America from going bankrupt.

I don’t know. I see where he’s coming from, but I really don’t think that the package as he describes it now is what he sold the American public. And I say this as a Brit – I have no axe to grind.

Is it me or does Obama seriously not realise the trouble America is in? I’ve said it before – the moment he started putting ridiculous pork projects into a stimulus package was the moment I realised he just doesn’t ‘get it.’ He’s either badly advised, or he’s out of his depth.

Am I wrong? Seriously, I would love to hear a counter-argument.

dcpolwarth on July 17, 2009 at 4:39 AM

dcpolwarth, right now, the only logical conclusion is that Obama is attempting to bankrupt the country. :/

How in the world is all of this unconstitutional tripe happening? Shouldn’t the judicial branch step in to stop it or something? If somebody sued saying “hey, where is the government’s enumerated power to take over health care in the Constitution?”, wouldn’t it stop this whole thing?

This is like watching a train wreck in slow motion. :/

Theophile on July 17, 2009 at 5:51 AM

Here’s a way to settle the birth certificate question.
We need either a large number of cases or one high profile case (celebrity, Senator, etc.) where when asked to produce a long form birth certificate the person refers the authorities to a copy of his or her short form COLB on a website.
If questioned on the eligibility of said document as adequate proof they can cite Robert Gibbs statement that that was good enough proof for the POTUS.
Use their own BS against them.
