Report: Obama fibbed about Arne Duncan’s “success”

When Barack Obama appointed Arne Duncan to be Secretary of Education, he bragged about Duncan’s achievements in improving Chicago’s schools as a reason for the appointment. A new report from a group that supported Duncan gives quite a different assessment, though, and calls into question Obama’s honesty in making those claims. Instead of the supposed miracle in Chicago education, a new study says that schools have shown “little progress” in the last six years, and that at least one of the metrics cited by Obama was fallacious:
New research from a Chicago civic group takes direct aim at the city’s “abysmal” public high school performance — and puts a new spin on the academic gains made during the seven years that Arne Duncan led the Chicago schools before he was named U.S. Education secretary.
The Civic Committee of The Commercial Club of Chicago, a supporter of Duncan and Chicago Mayor Richard M. Daley’s push for more control of city schools, issued the report June 30. It says city schools have made little progress since 2003. …
In December, Obama said that during a seven-year tenure, Duncan had boosted elementary school test scores “from 38% of students meeting the standards to 67%” — a gain of 29 percentage points. But the new report found that, adjusting for changes in tests and procedures, students’ pass rates grew only about 8 percentage points.
Obama also said Chicago’s dropout rate “has gone downevery year he’s been in charge.” Though that’s technically true, the committee says it’s still unacceptably high: About half of Chicago students drop out of the city’s non-selective-enrollment high schools. And more than 70% of 11th-graders fail to meet state standards, a trend that “has remained essentially flat” over the past several years.
Even among those who graduate, it says, skills are poor: An analysis of students entering the Chicago City Colleges in fall 2006 showed that 69% were not prepared for college-level reading, 79% were not prepared for writing, and 95% were not prepared for math.
The cheerleading for Duncan intended to also endorse the greater control given to Daley. Spinning those numbers is crucial for Daley, who will be loathe to give up any of the power that he got to rescue the failing Chicago public-school system.
The most dishonest spin comes from using statistics that do not reflect the changes in testing and scoring and treating them as a consistent series of data. Instead of focusing on actual improvement in education, it appears that Duncan and Daley instead focused on ways in which to give the false impression of progress. The results are sadly predictable. Despite the almost-doubling of elementary test scores, the end result is the same — a high dropout rate, and an outrageously high failure rate on state standards. The obvious conclusion is that Duncan and Daley were a lot more interested in political and statistical machinations than in making the kind of dramatic changes necessary to ensure quality education for Chicago’s children.
Now, thanks to Obama and the Chicago Way, we have that mindset applied to the national educational effort. Too bad the media didn’t do more diligent reporting on Duncan and Chicago-area test scores when they instead breathlessly repeated the White House/Daley Machine spin on Arne Duncan.

The disintegration of the family structure almost makes this a “spitting in the wind” effort. If all schools were private in Chicago and the parent, parents are less common in Chicago, could chose the school for their kid. Parents that care could at least have a fighting chance at an education without distraction from miscretents that have no desire to better themselves.

As the average income of the city resident falls, the disposable income is not their for Catholic schools. They are also be crowded out by charter schools (i.e., charters get the public money, Catholoc schools do not).

I lived in Chicago during Duncan’s reign, and trust me, the schools were (and still are) abysmal. The CPS had to fire thousands of teachers who couldn’t pass the required tests for the subjects they were supposed to be teaching, but had been working (some for decades) under temporary status (and full time pay). Statistics I read a year or two ago stated that CPS students have about a 2% chance of graduating from ANY college. 50% dropout rates are the norm, and kids can’t read, write, or communicate intelligently when and if they do “graduate”. In addition, the CPS spends MILLIONS every year for police patrols on CPS campuses due to the influx of gangs and shootings. The “diversity” makeup of the CPS student body is about 50% black, 40% Hispanic, and 10% other. Anyone with money sends their kids to private schools or moves to the suburbs. This is why I was horrified when our clueless empty suit president appointed Duncan. If he brings the level of competence to public schools NATIONALLY that he did to the Chicago schools, we’re definitely finished as a coherent nation.

One of the easiest ways to quickly improve the schools is to break the mega-districts into smaller school districts.
LA Unified covers millions of students and schools that have wildly different needs and populations. The chance of a single parent being able to ‘lobby’ the superintendent for an improvement in those schools is quite low. Furthermore, people in areas with good schools might support the current super even those he’s doing a horrible job for 90% of the district.
The whole admin would have a lot better idea of what helps and hurts their districts if they had to live somewhere near the zipcode the kids were attending school in. If they had to risk running in to parents at the grocery store.
Of course, the mega-districts are a huge source of money and influence for city councils and mayors, so, it probably won’t happen any time soon.

Many of the teachers I know in the CPS system were glad to see Arne go. Most, if not all, were unhappy to see where he went, though.
On top of all that, Daley put the former head of the failing Chicago Transit Authority (L) at the top of the failing schools.
The city of Chicago is in a sorry-a**ed state, right now.

I don’t know about his grades, but my guess is that his SATs looked something like:
440 Math/520 Verbal
judging from his public statements and actions – inability to understand fractions, extreme difficulties with mathematical word problems, an inability to properly use the indefinite article, poor reading comprehension, no historical knowledge, … If there had been a Traitor section he would have scored 800, though.

In fairness to Duncan, the Chicago public schools were terrible before his term. Fixing them would likely be an intractable problem for anyone without truly revolutionary changes in society. Nevertheless, Duncan’s tenure showed only tiny improvements if that. As usual Obama’s over the top praise of his candidate for a cabinet position was completely without merit. On the other hand, I can think of a few other cabinet appointments who are far worse (hint: Geithner).

Paging conservatives. Radical as it may come across, it’s time to devise an understandable but comprehensive education plan for horrible schools across the country. It’s damned time that conservatives prove to blacks and other minority how Democratic solutions and Democratic constituents have enslaved them for years.

Too bad the media didn’t do more diligent reporting on Obama’s own abysmal failure in running the Chicago Annenberg Challenge — where Obama blew more than $100 million of other people’s dollars “improving” Chicago’s public school system. Obama approved grants for such vital academic programs as funding “Juneteenth” parties in the schools (Juneteenth is an end-of-slavery celebration), while denying funds for silly, unnecessary programs such as improving students’ remedial math skills.
Running the CAC was Obama’s only significant executive experience prior to assuming the presidency. An independent audit of the CAC found that it resulted in no measurable improvement in the Chicago public school system. Under Obama’s leadership, the CAC was a complete and utter failure, a huge waste of money, and a telling example of how Obama’s racial-grievance mentality trumped common sense. It was also a chilling preview of how he would operate as president. Too bad the media couldn’t be bothered to report on any of that, instead of breathlessly repeating how elegant and cultured and intelligent Obama was.

I hadn’t heard about the Juneteenth celebrations, though I had read about the absence of reading programs. From what I read last August and September, much of the money was paid to useless third-party organizations to develop useless community-organizing organizations to develop even more useless community-organizing training programs.
Excellent summary of the effect of Obama’s leadership in Chicago public education. Sadly, the media was too busy trying to determine the paternity of Trig Palin.

The universities knew from the beginning that Ogabe was so smart, so utterly and completely intelligent in a way that put to shame the likes of Einstein and Hawkins, that they decided to forego grades and simply pass him on everything. It’s not as if they would have understood his stunningly intelligent assignments anyway.
Grades are for stupid, white-trash hillbillies from Wasilla, not exalted black guys from Chic…er…Keny…er…Indones…er…from somewhere.

I noticed Arne Duncan’s poor performance back in December, noting that Chicago schools under Duncan had a 54% graduation rate and that only 6% of Chicago public school students got a college degree by age 25.

I live and work in this ShangriLa called Chicago. The public high schools are horrible. A few of the Grade schools are Ok, but that depends what neighborhoods they are in.The corruption is rampant in most every city agency, sometimes all you can do is laugh or cry. Sad

Arne Duncan ignored the physical abuse of children
“If someone hits a student, they are going to be fired. It’s very, very simple,” Duncan said.
Before heading to Washington, he vowed to take action.
“Any founded allegation where an adult is hitting a child, hitting a student – they’re going to be gone,” Duncan said.
But that’s not what happened under Duncan’s watch. Of the 568 verified cases, only 24 led to termination. Records show one teacher who quote “battered students for several years” was simply given a “warning” by the Board of Education.
And another student was given “100 licks with a belt.” The abuse was substantiated, but the records show the teacher was not terminated.
