Obama also shows here that he doesn&#039;t understand German elections. Germany has a parliamentary democracy, where the Kanzler (Chancellor, the equivalent of a Prime Minister) is elected by the Bundestag (Parliament), not directly by the people. In the last German election, Merkel&#039;s party did not have a majority, but a slightly larger plurality than Gerhard Schroeder&#039;s Socialists, and there was a lot of negotiation (horse-trading) with minor parties with small delegations in Parliament to achieve a majority coalition that would accept Merkel as Chancellor. 

If Merkel wants to be re-elected as Chancellor, she needs to campaign not for herself, but for legislative candidates of her party, as well as those of other parties within her governing coalition. Merkel is by no means a shoo-in, unless her party has become much more popular across Germany than it was during the last election. Since Obama&#039;s greatest gift is tooting his own horn, he fails to understand that a Chancellor/Prime Minister in a parliamentary democracy needs to campaign on party policy, not personality.</description>
