CIA’s super-secret plan: assassinate al-Qaeda leaders

The Wall Street Journal reveals the CIA program so secret that Democrats allege the agency never shared it with Congress, breaking the law on oversight of intelligence. It’s so shocking that Dick Cheney allegedly told George Tenet to shield it from America’s elected representatives. Hold onto your hats! The CIA secretly planned … to capture and/or kill … al-Qaeda’s top leaders.
I hear you gasp in shock over this news:
A secret Central Intelligence Agency initiative terminated by Director Leon Panetta was an attempt to carry out a 2001 presidential authorization to capture or kill al Qaeda operatives, according to former intelligence officials familiar with the matter.
The precise nature of the highly classified effort isn’t clear, and the CIA won’t comment on its substance.
According to current and former government officials, the agency spent money on planning and possibly some training. It was acting on a 2001 presidential legal pronouncement, known as a finding, which authorized the CIA to pursue such efforts. The initiative hadn’t become fully operational at the time Mr. Panetta ended it.
In 2001, the CIA also examined the subject of targeted assassinations of al Qaeda leaders, according to three former intelligence officials. It appears that those discussions tapered off within six months. It isn’t clear whether they were an early part of the CIA initiative that Mr. Panetta stopped.
Let’s see. Democrats want to make hay over a program to kill Osama bin Laden, Ayman al-Zawahiri, and the rest of the radical Islamist looney tunes? Best of luck with that. Show of hands: who in the US doesn’t want the heads of bin Laden and Zawahiri on a pike? Anyone? Anyone? Bueller? Bueller?
Congress authorized the Bush administration to use force against AQ. At the same time, the executive order against targeted assassinations remains in force, but that hardly applies to an enemy at war. The entire point of authorizing force is to make your enemies dead by, like, y’know, killing them. Whether the CIA or the military carries out the mission makes no difference to me and probably not to 99% of the American public outside the Beltway, or I suspect, inside the Beltway either.
Why keep it secret? Apparently the CIA dropped it in the planning stages for some reason after six months, which means that there wasn’t anything to report. Perhaps the CIA didn’t want the operational parameters of the program to leak, in case they reactivated the mission. However, it’s not as if anyone in the US doubted that we would kill anyone in AQ’s top network if we had the chance. We didn’t exactly keep that a secret.
If Democrats want to score political points against George Bush and Dick Cheney for wanting Osama bin Laden and Ayman al-Zawahiri dead, they may find that a tough sell to their constituents.
Update: Commenter Coldwarrior explains “findings” as a legal term, and explains why this means the Democrats’ argument doesn’t hold up at all:

A “finding” is a stringent legal procedure, and is required that the President, obviously, the DCI, Attorney General, the key leadership of the Senate and House Oversight Committees, and others if it has direct impact, and is a rigorous process.
That a “finding” was in order, as pointed out buried in the third paragraph…then whomever were the key members of the Senate and House Committees knew about this. Otherwise, no finding.
Not all committee members, and certainly not the entire House of Senate, needed to be brought on board. But that little word “finding” implies a good deal more than the current congressional /Dem leadership is willing to discuss.
Since they’re not disputing the “finding” part of the story, it seems as though the entire controversy is a non-starter.

Let’s see how hard the MSM runs with this to give Pelosi cover. Reasonable people can see in 10 seconds that there is absolutely nothing to this story. But this is our beloved media we are talking about, and their cause (Dem leadership) is of a higher importance.

Since it wasn’t done, what exactly was the briefing supposed to cover? Contrary to what Nancy Pelosi thinks, the CIA doesn’t ordinarily alert congress to things they’re not doing.

Bush wanted to kill the people responsible for 911, like any other president that is trying to protect his country and bring the perpetrators of such deeds to justice? Last I checked, it’s illegal to kill the Speaker of the House and the Senate Majority Leader.
Pelosi and Reid should be arrested, prosecuted and sent to jail for the remainder of their miserable lives, but assination seems a bit extreme.
The CIA plotters should at least get docked a coffee break over this one.

This smells like more of the propaganda campaign to get Pelosi off the hook for calling the CIA liars. Her selected (after Alcee Hastings) choice to head the intelligence committee leaks a bogus letter. Now there is this call to prosecute Dick Cheney for crimes against humanity… It isn’t going to stop with these people. The worse Obama’s numbers get the more they are going to need to pull out the it’s GWB’s fault. They can’t do it on the economy but they can on issues like national security where the filthy liar has yet to make any substantive changes.

And now that I learn that they did have such a program, I’m appalled to hear that Panetta has killed it. Is it now our policy to not capture or kill al Qaeda leaders?

The democrats have to understand there is a distinct difference in kicking al Qaeda’s buttocks and kissing their buttocks. I know its confusing and Cheney was just trying not to confuse them. If they had known, they would have started impeachment proceedings and revealed their appeasement of the enemy. That revelation could have cost Babbling Barry his shot at the brass ring. We must not allow ourselves to be distracted by this story. It’s such an obvious (and lame) attempt to distract attention away from Pelosi’s unsubstantiated attacks on the CIA and even if there was anything to this story it has absolutely nothing to do with Pelosi’s claims against the CIA. She claims the CIA lied to her about enhanced interrogation techniques which is totally unrelated to any al-Qaeda assassination program.
This will come back to bite the Dems. If they open up this can of worms it’ll lead to a more widespread investigation which will, in fact, prove that Pelosi lied. Bring it on!

I’ve said before on many a thread, I don’t trust Panetta. I think he’s a plant, placed solely to help bring down all the high end CIA officials they can because they hate the intelligence community and what it represents.

Got to wonder why so many Somali-Americans who lived in Wisconsin and Minnesota are turning up dead at al-Qaeda camps in Somalia of late…perhaps they were suspect of being “assassins” by the AQ leadership? Tough break.

A “finding” is a stringent legal procedure, and is required that the President, obviously, the DCI, Attorney General, the key leadership of the Senate and House Oversight Committees, and others if it has direct impact, sign off on the damn thing and is a rigorous process.

I think Pelosi must be in much deeper sh*t than we thought on the whole what she knew, what she approved, and when she knew it issue on enhanced interrogation. Deep enough that if/when it all comes out she’ll lose the speakership (and possibly re-election). Just losing the speakership would further undermine independent voters’ confidence in the Dems and be a crippling blow to them in 2010. Thus the frantic attempt, masterminded by the WH, to take the heat off her and distract us all once again with how evil Bush/Cheney were.

Unfortunately, that’s the triple truth, Ruth.
The lefties in this country would certainly blame America, blame Bush. But in all fairness, I don’t believe (at least, I don’t wanna believe) that Obama wouldn’t act militarily in retaliation. He’s at least shown a willingness, albeit a slowly evolving willingness, to be hawkish in that regard.
Case in point, there’s been no immediate withdrawal of US troops from Iraq. And he was swayed by generals to not release torture photos. So at a minimum, The One’s not entirely disattatched from the military.
Excellent example of peroetual liberal victimhood, and how the nation owes ‘em.
