AIP Column: Porkulus plotz, stimulus dollars go to Obama Country

My column today at American Issues Project takes a closer look at two reports on the failure of Porkulus to create jobs — and shows the dishonesty of how that gets measured by the Obama administration. After months of bragging about 150,000 jobs “saved or created,” the GAO admits that the states have done almost nothing with their portion of the funds to do anything but keep bureaucrats employed. Republicans, meanwhile, expose the dishonest calculus of the White House in making these claims:
The Republicans in Congress issued a report stating that none of the above really matters anyway, because the Obama administration essentially “rigged” the metrics of the stimulus to defy argument. The White House and the Office of Management and Budget have repeatedly spoken of jobs “created or saved,” a construct to which even Democrats in Congress eventually objected. When pressed, Rob Nabors, the deputy director of OMB, told Congress to “count the people being paid out of Recovery Act dollars.” …
If an employee leaves to take another job, employers will wait as long as possible before adding to their costs unnecessarily. If this happened in an expanding economy, it would more likely result in hiring someone else – but then, we wouldn’t need to do this in an expanding economy in the first place.
But the OMB didn’t stop at just counting heads. The Obama administration set up the rules to count jobs as “saved” even when they were not at risk. For instance, they attempted to claim credit for tenured professors using ARRA funds for their program …
The White House wants to claim credit for saving jobs that were never at risk in the first place. It comes from their actual method of calculating the job savings and creation, which is to assume that they’re perfect and that their calculations of dollars spent per dollar worked — even if they have no proof of the hypothesis. They’re counting the amount of money spent, dividing by their dollars-per-job index, and publishing the result, even if it has no basis in reality. It’s either dishonest or deluded; there is no third option, as the unemployment figures attest.
USA Today has begun looking at the stimulus spending to find out why it’s not working, and notices a curious coincidence:
Billions of dollars in federal aid delivered directly to the local level to help revive the economy have gone overwhelmingly to places that supported President Obama in last year’s presidential election.
That aid — about $17 billion — is the first piece of the administration’s massive stimulus package that can be tracked locally. Much of it has followed a well-worn path to places that regularly collect a bigger share of federal grants and contracts, guided by formulas that have been in place for decades and leave little room for manipulation.
“There’s no politics at work when it comes to spending for the recovery,” White House spokesman Robert Gibbs says.
Counties that supported Obama last year have reaped twice as much money per person from the administration’s $787 billion economic stimulus package as those that voted for his Republican rival, Sen. John McCain, a USA TODAY analysis of government disclosure and accounting records shows. That money includes aid to repair military bases, improve public housing and help students pay for college.
There’s no politics at work in spending the money? The White House wants people to believe this is a statistical anomaly. It may not have been a deliberate calculation, but the disparity comes from the nature of the stimulus, and it shows just how political Porkulus was. It wasn’t a stimulus package at all – most of the money gets spent after the first year — but a collection of Democratic Party ideological wish lists and pork projects. Districts that voted Obama get twice as much money per person because Democrats controlled the pork projects and got the money into their districts. That’s not exactly rocket science, but it’s certainly revealing.

Isn’t a majority of the money doled out so far mostly aid to states for unemployment benefits and to save beaurocrats jobs? If so, it would make sense that blue territories ended up with more money because they generally have more unemployed and beaurocrrats.

I’ve seen one or two here in Minnesota, placed along a stretch of I-94 that is going to be resurfaced. So far they have managed to put down about 1,000 orange cones and that’s about it.
The best part is that just before and after the intended construction area, the freeway is in truly bad shape; it seems the length of road chosen for re-do was a nice flat patch with few curves and is in excellent shape comparatively.

I have one down the street from my house. It’s for the “Joe Biden Bridge” on Rt 34. They made a bid deal of it with Biden, Ed Spendell and Arlen Spectre all showing up for the ribbon cutting. It’ll cost a few million to replace the bridge this year, but it had normal highway funding and was scheduled to be replaced next year. This was apparently the best project they could find to publicize.
This bridge was one of the few “shovel ready” projects available, but the irony is that is was shovel ready because all the preliminary work had already been done and it was already funded, so the stimulus money was not necessary. They just jumped in in order to take credit for it.

I think the truth is much worse than Obama officials directing the money towards their supporters. I think this shows that counties that voted for Obama are twice as likely to feel they need and are entitled to the stimulus money. Counties that voted for McCain are more likely to be conservative areas that place an emphasis on self reliance.
Think about it at the state level. Mow many Obama supporting governors tried to turn down an stimuless money?
All of which means the number of looters is on the rise and John Galt is nowhere to be found.

Whether or not there are political factors involved with the money that’s being handed out(and I’m certain there are), what can’t be denied is that almost none of it is being used to stimulate the economy. It’s being used to pay down state budget deficits, extend unemployment benefits, make Medicare payments, and “save” government jobs. None of that creates anything in the private sector which is where help is needed most.
This is why tax cuts will always be the surest way to stimulate a struggling economy. The money go directly to individuals and businesses who will then spend it more wisely than a bunch of corrupt government officials.

BTW, Texas does not need the Stimulus money and we got people moving in from all over the country here. So much so, that some days I see more out of state plates on my drive home than Texas plates… and I live in CenTex. Most of the plates are from Blue states. Washington, Oregon, California, Minnesota, New York, Pennsylvania, etc.
It irks me Obama is looking to California as a model for the rest of the nation when he should instead be looking to Texas. We are not hurting as bad here… Yet.

When they tell us that the First Whore had nothing to do with illegally firing that Americorps IG, we should take them at their word. When they tell us that the areas that supported the filthy liar didn’t get preferential treatment we should believe that too. When the filthy liar comes up with a completely bogus story about how he and the First Whore met, we should erase the truth from our memories and go with the version that the White House tells us. A family moved into a new house down the street from us last month and they have Colorado plates on their cars. That state turned blue in the last election, so they’ll be on my sh-tlist if I ever find out they voted for Obama.

My Gov Crist, jumped on the stimulus bandwagon and joined up with bama in Ft Myers. *flaming mad* I haven’t seen diddly here except that cigarettes have doubled in price.
Home foreclosures are at a all time high and people I know are still getting laid off left and right. A few of my friends still cannot find a job after months. I work with small businesses and they are barley scraping by. Nothing is getting better here, only worse.

OT – Can you explain to me why the new proposals to allow drilling 10mi off the coast has everyone in an uproar? I know about the spill in Tampa but that was tankers. The drilling and transportation through pipelines has become quite safe.

Here in Nebraska, I’ve seen California, Michigan, Virginia, Colorado, and Texas (Shocked about that last one) plates. Usually, the ones from California are just mules, moving drugs from the West Coast to Chicago.
They removed their Obama stickers before they came here though.

The refugees(or evacuees for the PC crowd) from blue states are on notice however. My sister and brother-in-law are moving here from NYC in a couple weeks and I know he at least was a big Obama supporter. I’m gonna have a little chat with them when they arrive. They both attended Columbia though, so it won’t be easy.

Thanks. Gov. Crist’s argument about the speculators is only partly true. Oil pices are not helped by the fact that companies are being pushed furhter and furhter out where it is much more expensive to drill. Also, insurance is becoming alot like malpratice insurance due the the environmentalist.

Yes. Really the argument has always been protecting the beaches, as our state survives on tourism. Any hint that we could be hurt in that area is the major concern to them.
The Tampa incident for example.

I do not oppose it. I am a scuba diver and fish offshore and enjoy all the beauty we have here. I understand some reasons for being careful regarding our reef systems ect..
but I think we can find a balance. I get tired of the environmental extremes and hysteria.

Thankfully, the only ‘foreign’ plates we see on the South Plains are New Mexico ones, which is normal, as we’re near the state lines. Lubbock is closer for a lot of them than Alb or Santa Fe.

PappaMac, in my small town in SE Nebraska there are quite a few Texas plates. The occupants of those vehicles all appear to be Mexicans, probably doing construction or something. (Why is it that Spanish speakers are SSSOOOO loud? When I stop at Walmart, their din fills the air..) Anyway, I doubt any stimulus money will come anywhere near most of Nebraska,(we’re a pay-as-you-go-state, with second lowest unemployment) unless it goes to Omaha, who actually went for Obama, ugh. Then again, we somehow keep voting Nelson back in. I do email him every day regarding cap and trade, and “he” sent me back a letter promising that if he finds Waxman Markey to have a negative result on Nebraska farmers, (my whole family) tradesmen, and industry, he will not support or vote for it. I think Nelson really enjoys the attention he gets from being a “moderate” Dem. Sigh…

There are 3 issues.
#1 is tourism. Tourism is Florida’s bread and butter. Oil platforms ruin the view. You might think 10 miles is far away but it isn’t, they are completely visible from the beach. Anyone who has ever been to Dauphin Island, AL can tell you how ugly the sight of a bunch of oil rigs off the beach is. Florida is the only Gulf state that doesn’t have the industrial view, so it appeals to more tourists which brings in more money.
#2 is hurricanes. Hurricanes have a tendency to knock the oil rigs loose and they often wash up on shore which shuts down the lucrative beaches and costs a fortune to remove. This was a problem for AL, MS, and LA during the hurricane seasons of 2004 and 2005.
#3 is the military. The northern Gulf is used for military training, weapons development and testing by the Navy and the Air Force. Pensacola Naval Air Station, Eglin, Hurlburt, and Tyndall Air Force bases are all on the panhandle, as well as some smaller air fields. Having to dodge a slew of oil rigs would impede their missions.

He put on a dress shirt (MADE IN SRI LANKA ), designer jeans(MADE IN SINGAPORE ) and tennis shoes (MADE IN KOREA)
After cooking his breakfast in his new electric skillet (MADE IN INDIA ) he sat down with his calculator (MADE IN MEXICO ) to see how much he could spend today.
After setting his watch (MADE IN TAIWAN ) to the radio (MADE IN INDIA ) he got in his car (MADE IN GERMANY ) filled it with GAS (from Saudi Arabia ) and continued his search for a good paying AMERICAN JOB.
At the end of yet another discouraging and fruitless day checking his Computer (made in MALAYSIA ), John decided to relax for a while.
He put on his sandals (MADE IN BRAZIL ), poured himself a glass of wine (MADE IN FRANCE ) and turned on his TV (MADE IN INDONESIA ), and then wondered why he can’t find a good paying job in AMERICA
AND NOW HE’S HOPING HE CAN GET HELP FROM A PRESIDENT
