Dems plan “surcharge” tax to pay for ObamaCare

Democrats in the House have put the finishing touches on their health-care reform plan, announcing that they’ve reached agreement on funding the trillions of dollars it will cost the US over the next decade.  Once again, the Democrats have gone to the class-warfare strategy, adding a “surcharge” tax assessment for individuals making over $250,000 to pay for the overhaul, emphasis mine:

House Ways and Means Committee members are likely to propose a surtax on high-income Americans to help pay for an overhaul of the health-care system, according to people familiar with the plan.

The tax would be similar to, yet much smaller than, a surtax proposed in 2007 by Ways and Means Committee Chairman Charles Rangel, a person familiar with the committee’s talks said. That plan would have added at least a 4 percent levy on incomes exceeding $200,000, and was projected to reap as much as $832 billion over 10 years.

Two people familiar with closed-door talks by committee Democrats said a House bill probably will include a surtax on incomes exceeding $250,000, as Congress seeks ways to pay for changes to a health-care system that accounts for almost 18 percent of the U.S. economy. By targeting wealthier Americans, a surtax may hold more appeal for House Democrats than a Senate proposal to tax some employer-provided health benefits.

“The surtax is obviously more attractive to Democrats in the House because it’s more progressive, which they find attractive in and of itself,” said Paul Van de Water, a senior fellow at the Washington-based Center on Budget and Policy Priorities, a research group focused on policies affecting low- and moderate-income families.

No doubt that it’s more attractive.  Democrats won the last election demonizing the “rich”, a term with fluctuating definitions during the campaign.  At one point, Obama defined it as anything above $75,000, which he later abandoned for obvious political reasons.  Ever since then, the Democrats have latched onto the $250,000 figure, not because of any particular egregiousness about that specific income level but because that gives them the widest possible base for surtaxes while preserving enough voters to keep them in office.

The real motivation here is to have an excuse to hike taxes on the rich, not necessarily to fully fund ObamaCare, which this won’t do anyway.  Rangel and his allies will use static analysis to determine the revenue flow over the next ten years, but will not account for the impact higher taxes will have on income levels.  Obama had the better idea, at least politically speaking, by removing tax deductions while leaving tax rates alone.  People will simply find better ways to lower their tax profile, and the amount of income received from this plan will not keep up with estimates — meaning that it will produce wider and wider deficits as it progresses, even if the cost savings promised to fund part of it actually appear, which is highly unlikely.

Raising taxes in a recession has another impact as well; it keeps capital out of the market, where it works to create growth and jobs.  The very people we need funding new ventures and expanding successful existing ones will have their capital taken from them to be used by the least efficient of all entities, the federal government.  Porkulus has  already proven how ineffective big government spending is at creating growth and jobs.  This takes the Porkulus approach to health care, and it will have even worse results for both care and the economy.

I’m already paying over 14 grand per year for my healthcare, plus a few grand for those who are unwilling to pay for their own via taxes, plus a couple grand for illegal aliens, also via taxes. How about somebody else kick in? Better yet, how about everyone pay for their own healthcare?

Actually there will be no way to pay the tab. The numbers don’t add up. The amount is so large your average entitlement junkie can’t comprehend it. That’s probably by design.

I’m as charitable as the next man, and phenomenally more charitable then a liberal. But, I neither want to nor should be expected (along with the rest of you) to take care of everyone who is irresponsible and doesn’t want to work as hard as me. I have a family of my own to worry about, and the libs seem to want me to fail at taking care of them.

Median household income is somewhere around $40,000. They can decide that “rich” is anyone making above that. We’re all going to have to “make sacrifices” and “have some skin in the game,” remember? Obama said so. I’m sure he’ll repeat it just before he leaves for his vacation in Martha’s Vineyard.

Two situations:

First, a head of a family, making $300K a year in cash compensation from salaried position.

Second, a head of a family, small-business owner (S corp or LLC) reporting equivalent taxable income, but $150K from a salary or draw and $150K from non-cash flow-through income.

Each gets hit currently with the surtax, but the first taxpayer has more lying around money to pay it.

Not good news for small-business owners–you know, those who create a large number of the private employment opportunities in this country.

People ridicule as simpletons people like Palin, yet Obama doesn’t have the faintest idea of fundamental tax and economic policy concepts. Does anyone remember that deer-in-the-headlights, talking-points-memo response that Obama gave to Charlie Gibson about raising capital-gains taxes during ABC’s Democratic primary debate last year? The Left had a fit because Gibson exposed Obama as an idiot, but Obama was still the hip black guy who would help us remake the world.

Obama always said that his tax hike on the “wealthy” would just return rates to where they were under Clinton. If the Bush tax cuts on those making over $250,000 are allowed to expire after 2010, as is planned, then the new tax rate combined with this surcharge would put it over the Clinton era tax rates.

Pretty much. This is a surcharge on top of the higher tax rate of 39.6% that the “rich” will pay. And let’s not forget every other tax that people pay.

Oh, and this is assuming Obama doesn’t raise taxes even more on the wealthy. He can’t keep borrowing trillions from China and printing all of it is an even worse alternative. The money will have to come from somewhere.

Take a typical “rich” couple like my wife and myself.

She practices a dental specialty. Very, very intense, wearing work. So, when her taxes go up, she will cut back from 5 days a week to 4 or even 3. Why kill herself when her effective tax rate – Fed and State – will be well over 50%. She won’t spend as much, save as much. And she’ll lay off at least one, possibly two of her staff.

I own a small business. When my taxes go up, I’ll lay off employees, cut back on expenses.

We’ll plan on retiring 5 years early, buying a retirment home in Costa Rica or perhaps Italy, so US will lose 5 years worth of our production and taxes and lose our taxes for the rest of our lives.

Of course, the truly rich–the George Soroses, Eric Schmidts, Warren Buffets and Hollywood celebrities of the world–who bankroll elitist, statist left-wing politicians, though taxed, will continue nevertheless to be mega-rich, living lavish lifestyles and spending lavishly on Democrat campaigns. The objective, rather is to eradicate the working, upper-middle class–what I would characterize as those who’ve achieved “The American Dream”–and compress everything accordingly downard. So the upper-middle all-but ceases to exist; the true middle might expand slightly via “uppers” falling down, and the lower-middle likely shrinks significiantly, as its members descend into the ranks of “the poor”–i.e., government dependents. This eradication of realistically achievable prosperity and the associated expansion of the dependent class is a deliberate formula for the establishment of permanent Statist power.

I guess I’m dumb as a rock but I don’t understand why we keep inventing programs that cost billions of dollars we don’t have, and then try to figure out how to pay for them. Cobbling together some pieces of legislation that will affect people’s lives in one way or another and then hoping that the rich won’t mind digging a little deeper to start paying for it is…well, just plain ludicrous. Whatever happened to this balanced budget we kept hearing about? Balance the budget, THEN look at ways to spend money on programs.

Personally I wish they made it $150,000 and 8%. The higher the tax the better. I want the number to be very large. I want the deficits to be in the trillions etc. Why? Because that apparently is what it is going to take for people to wake up.

Yes,..that is a problem, isn’t it? I wonder if just printing more money to run the government might not be a solution when they are gone. That way no taxes would be necessary.

Never fear, the ‘rich’ will remove themselves from the equation one way or another. Unemployment WILL rise even higher. Monetary emigration will speed up to places such as Costa Rica, Honduras and other countries friendly to growth and wealth.

I noticed a Cox commercial, last night. It involved a “teacher” in a classroom. And the “message” was – how Cox can assist with education in the classroom.

The only problem was – the American flag, which was draped against the wall, had the stars and field of blue on the upper right.

Americans are too stupid to even know how to properly present the flag.

How can they possibly understand Bolshevism and Bolshevist tactics? How can they possibly understand class warfare? How can they possibly see the tyranny that is coming?

They are watching the Michael Jackson services. They are watching baseball. They are drinking beer. They are doing the important things.

Even though you are right, what you suggest would still leave vast amounts of wealth in PRIVATE hands. That would mean people wouldn’t be DEPENDENT. How can the rulers rule if people aren’t dependent?

Absolutely. And since over 50% of workers now pay no federal income tax, why should they worry?

By the way, that percentage used to be around 35%, until Bush agreed to a scheme that removed millions and millions from the tax rolls in order to get his temporary marginal tax reductions. Idiot.
