Dems plan “surcharge” tax to pay for ObamaCare

Democrats in the House have put the finishing touches on their health-care reform plan, announcing that they’ve reached agreement on funding the trillions of dollars it will cost the US over the next decade. Once again, the Democrats have gone to the class-warfare strategy, adding a “surcharge” tax assessment for individuals making over $250,000 to pay for the overhaul, emphasis mine:
House Ways and Means Committee members are likely to propose a surtax on high-income Americans to help pay for an overhaul of the health-care system, according to people familiar with the plan.
The tax would be similar to, yet much smaller than, a surtax proposed in 2007 by Ways and Means Committee Chairman Charles Rangel, a person familiar with the committee’s talks said. That plan would have added at least a 4 percent levy on incomes exceeding $200,000, and was projected to reap as much as $832 billion over 10 years.
Two people familiar with closed-door talks by committee Democrats said a House bill probably will include a surtax on incomes exceeding $250,000, as Congress seeks ways to pay for changes to a health-care system that accounts for almost 18 percent of the U.S. economy. By targeting wealthier Americans, a surtax may hold more appeal for House Democrats than a Senate proposal to tax some employer-provided health benefits.
“The surtax is obviously more attractive to Democrats in the House because it’s more progressive, which they find attractive in and of itself,” said Paul Van de Water, a senior fellow at the Washington-based Center on Budget and Policy Priorities, a research group focused on policies affecting low- and moderate-income families.
No doubt that it’s more attractive. Democrats won the last election demonizing the “rich”, a term with fluctuating definitions during the campaign. At one point, Obama defined it as anything above $75,000, which he later abandoned for obvious political reasons. Ever since then, the Democrats have latched onto the $250,000 figure, not because of any particular egregiousness about that specific income level but because that gives them the widest possible base for surtaxes while preserving enough voters to keep them in office.
The real motivation here is to have an excuse to hike taxes on the rich, not necessarily to fully fund ObamaCare, which this won’t do anyway. Rangel and his allies will use static analysis to determine the revenue flow over the next ten years, but will not account for the impact higher taxes will have on income levels. Obama had the better idea, at least politically speaking, by removing tax deductions while leaving tax rates alone. People will simply find better ways to lower their tax profile, and the amount of income received from this plan will not keep up with estimates — meaning that it will produce wider and wider deficits as it progresses, even if the cost savings promised to fund part of it actually appear, which is highly unlikely.
Raising taxes in a recession has another impact as well; it keeps capital out of the market, where it works to create growth and jobs. The very people we need funding new ventures and expanding successful existing ones will have their capital taken from them to be used by the least efficient of all entities, the federal government. Porkulus has already proven how ineffective big government spending is at creating growth and jobs. This takes the Porkulus approach to health care, and it will have even worse results for both care and the economy.

Cap and trade – you can run on it to repeal it, since it’s just a tax
Health Care – If this goes through it creates MILLIONS of voters. Think it’s hard to get elected with a campaign pledge to do ANYTHING to social security? Imagine if you can be labeled as threatening millions of people’s government provided health care!
This is a “lock up Democratic control for decades” bill, not a health care bill, as people will get less and less health care.
It would take armed revolt and overthrow of the government, or complete financial collapse of the government and overthrow of it, to undo this program if it passes.
It MUST BE DEFEATED BEFORE IT GETS INTO LAW.

Belize anyone? We all know what happens when you back a dog in a corner. As for a new tax, no one mentions they already have an additional tax on this income level. Its called the ATM tax and its brutal.I know two Drs that have closed their practices and gone to work for the ER. They see whats coming and knew it would destroy their small businesses. Not to mention the cost and risk of putting patients records online.

FWIW: someone mentioned it above, but I’ll echo it. The GOP and conservatives need to get ahead in the language game on this–rather than the inocuous surcharge, they need to label it something like the health tax. The freeloader tax may be too harsh, but you see where I’m going. Surcharge sounds like one of those Mikey Mouse charges that hotels tack on to the bill at a time when you just want to check out and depart. They’re a mild annoyance, but few people quibble about them.

Every single fiscal conservative who is interviewed, gives a speech, or writes an article about the Dems constant need to take other people’s money to pay for their pet projects, need to pose this challenge:
Until each and every one of you Democrat bloodsuckers are willing to voluntarily offer up every single penny of wealth that you yourself, your children, family, and friends have, (or ever will have) over the $200K-$250K mark to the federal government, then you are forbidden to reach further into the pockets of others you consider rich in order to pay for programs that have no constitutional obligation to be funded!!!
If the programs are so damn noble, and having “too much wealth” is a sin, then fall on your own damn swords, and fund the programs with your money first!!!
Let’s see how many “progressives” jump at that chance. I’m sure we already know.

The surcharge on the rich worked so well in Maryland. They decided to raise the rate on people making over a million and the results were predictable. The millionairs voted with their feet.
Previous tax rate: 5.5 percent
Current tax rate: 6.25 percent
Estimated collection from millionaires: $330 million over three years
Total income tax receipts from all payers in April: $985 million
Decline from previous year: 17.4 percent
Turns out that Maryland had 1/3 fewer millionaires the year after the tax went into effect. Imagine that.
Additionally, estate taxes are pushing them away. From the article:
But Maryland taxes as much as 16 percent of estates exceeding $1 million, which when you think about it is not huge for a lifetime of earning and saving. The value of a home alone in Maryland could get you halfway there. It got worse in 2005 after Congress no longer allowed a federal credit for state-paid estate taxes.
For somebody worth $3 million, leaving Maryland would save his or her heirs $182,000. That’s well worth the effort and often easy to do. People worried about the estate tax are mainly retirees. Many already own second homes in low-tax states, and it’s hardly a sacrifice spending a few extra months a year in Sarasota to avoid filing in Maryland.

This is only true if you believe that private industry is important. If your goal is to create a government-owned-and-operated subservient state where the citizenry is virtually dependent on the government then this is the perfect solution. Honduras might be willing to sell at this point- but then we’d be stuck with what’s his name always trying to get back in. Iceland is bankrupt so that’s a possibility but southerners would hate it. Maybe buying only part of a country would be better–that way we wouldn’t have to deal with the native population unless they were Palestinian. Anyway, it’s something to think about–who knows what’s ahead of us in this one!

It is going to happen, no doubt. BHO is practically bed buddies with Chavez. Chavez has taken over the control of what the farmers can produce and dictates at what prices the can sell it at, even when it is below the cost of producing it, so that he can keep the lower classes that support him happy. It is just another form of governmental redistribution of wealth. BHO is taking notes and it is just a matter of time until he acts. The question is; will it be a Chavez style take over or collectives that his mentors favored.

Wasn’t the AMT the original get the rich scheme dreamed up by Congress that they conveniently forgot to repeal or index to inflation so that now it affects people who are middle class? I really trust Congress to get this surcharge right so there won’t be future problems down the road with lower and middle class taxpayers on the hook.

So wouldn’t that mean that WE no longer OWE taxes because the public has basically loaned the government the next 3 generations worth of taxes?
Esentually each citizen has “comitted” $500,000 to current spending. Or loaned the government money based on future projection of income.
With all the plans Odumbo has he will be borrowing MORE thus increasing his DEBT to the citizen/creditor.
So HOW is it mathmatically possible to LOAN someone money and be IN DEBT to them at the same time?
I guess NONE of owe anything anymore since it’s already be taken in advance…… RIGHT!!

+100 and so true. I’m always threatening to go part time and lose any chance at becoming a partner in my firm if Obama raises my taxes any higher than they already are. The Dems policies discourage, rather than encourage, people to succeed. It’s not that I’m greedy, it’s just that I would rather give my money to causes that I believe in, not causes that are being shoved down my throat by the left.

Of course, the fact that many “rich” people own beltfeds might give one pause before invading their homes. Even the AIG Union Thugs were not going to bite on that.
Let me give you an example. One man I admire is Michael Dillion. Hell of a guy, though I ave never met him, I admire him as a man. Owns a big ranch, several companies dealing with various aspects of helicopters and machine guns and rapid fire cannons. Big 2nd Amendment guy. A bus load of “Protesters” invading Dillion’s place to rape and pillage would last about 3 seconds. In addition, he would probably video record the whole thing, purchase airtime on every single network and show Obama’s union thugs being splashed into hamburger just for kicks while every single NRA member/gun owner would help him out. Those of us who lived through Waco remember and feel we should have done more to protect those people, but the Media and Reno were controlling the message, or maybe people were not ready or were unwilling to believe. But you start applying a Kristallnacht strategy to the wealthy and you truly will have a civil war.

If they are going the taxation route then certainly they will start taxing more things. I only believe this because they actually seem to be worrying about how to actually pay for stuff. As I suspected, they will campaign on the necessity of paying down the deficit…doesn’t matter that they actually supported the measures that lead to the deficit in the first place. They count on enough Americans being doped up or watching the boob tube not to remember.
What’s interesting is cigarette taxation. If you buy a carton of cigarettes in most places you pay a state tax, a federal tax and then when you pay for the whole thing (the price of which includes both the state and the SCHIP tax), you pay a sales tax. You’re being taxed on taxes!
I wonder if this will give them ideas about other stuff.
Imagine some kind of ‘Green Tax’ on a vehicle. The tax would raise the total sticker price of the vehicle, thus increasing the total sales tax!
