It&#039;s impossible to do both while running a budget deficit. A large part of the reason they spend too much is because the voters are not asked to pay in taxes for what they government they vote for actually costs them. If Republicans (not just in California, but also in DC), in the name of fiscal responsibility, were to seek to raise taxes as a &quot;tough love&quot; measure until the budget were balanced, you&#039;d begin to see bipartisan support for reducing government spending. The status quo, with Republicans wedded to the idea of no new taxes and Democrats wedded to the idea of no new spending cuts, is a puerile game of chicken. The public would reward, rather than punish, the party that blinks first.

Milton Friedman, hardly a traitor to conservatism, said he&#039;d prefer a government with a huge but balanced budget to a government with a tiny budget funded by deficit spending. What we have now is the worst of both worlds.</description>
