The most pressing business for California legislature?

posted at 6:34 pm on July 6, 2009 by Ed Morrissey

The race to win the Most Dysfunctional State Legislature has California and New York running neck and neck.  New York has taken the petty partisan approach, with the two political parties attempting to grab control of the Senate, which resulted in Democrats refusing to stand for the Republican-led Pledge of Allegiance last week.  California, though, jumped out in front by debating cow tails while the state went bankrupt, and today extend their lead by focusing on an apology to Chinese workers of the 19th century:

Assembly Concurrent Resolution 42 calls for an apology for forcing the Chinese to pay higher taxes on gold than whites; barring them from holding certain jobs, owning property or testifying in trials; and segregating them and forbidding them from marrying whites or bringing family from China.

California politicians, the authors also note, were instrumental in persuading Congress to pass the 1882 Chinese Exclusion Act, which barred more Chinese immigration.

“It’s a shameful chapter in California legislative history,” said Fong, D-Cupertino, who is of Chinese descent. …

They’ve received some criticism, mostly anonymous Web site postings, for pursuing a symbolic act while the state is mired in a budget crisis.

I don’t think anyone doubts that Chinese migrant workers were badly treated by California in the late 1800s.  However, bankruptcy is an equally shameful chapter in California’s history, and one that the current legislature should be addressing.  With creditors about to reduce California debt to junk-bond status, making it even more expensive for Californians to meet their obligations, symbolic acts are even less relevant than cow tails.  At least that addressed something that happened in the past 40 years, if rarely.

Their constituents should demand an apology for the disastrous leadership its political class has shown over the past year, rather than worry about what happened more than a century ago.  Obviously, though, the current set of lawmakers would do anything to avoid dealing with the consequences of their own failures.

California: Teetering closer to junk

Don’t worry, if California still exists a hundred years or so from now, the legislature will issue an apology on the paying with IOU’s business.

myrenovations on July 6, 2009 at 6:38 PM

Oh please, please, please, let them vote on reparations for descendents of victimized Chinese…popcorn worthy.

opiemuyo on July 6, 2009 at 6:38 PM

Not only is this as absurd as it looks on the face of it, Ahnold told the legislature when he called them into special session that he would veto any legislation not dealing with the budget that crossed his desk until the budget was done. So, rather than do anything useful in an attempt to make him look bad, they passed a non-binding resolution. I am so happy to live in NorCal.

sondiehl on July 6, 2009 at 6:41 PM

Yes, I’m sure that all those California businesses, getting IOUs for work already done, are happy that the California Legislature is busy appologizing to people long dead.

Romeo13 on July 6, 2009 at 6:41 PM

There is no way they should be doing this while the possibility of a full blown cow tail crisis looms.

I dream of a day where these idiots will push the constituents to the point of getting rid of them. It’s scary to think what it would take to get to that point.

Go Fong Go. Spend your time on this foolishness instead of remaining solvent. When the entire state slides into the sea from the weight of the debt you’ve accumulated then maybe the people of California will finally realise the stupidity of voting Democrat. Naw, Never going to happen…

With a legislature like this, it’s almost enough to make one pine for a dictatorship. At least they’d get something done and fast.

But with so many safe ‘liberal’ areas of power in my humble state, it’ll get a hell of a lot worse before it gets better

Here is what is happening in CA. Tax paying American Citizens have had enough and are leaving the State in droves. They are rapidly being replaced by illegal aliens that pay no taxes and drain the Treasury using up social services. This is a sure quick way to bankruptcy. This State is broken and lying in ash and should be donated to Mexico as a gift and removed as a State. 49 I mean, 56 States is good enough. I move to Oregon Washington Well crap the Liberal Dem’s run those states too so it wouldn’t be long before they are gone as well. Awe heck with it I am going to Canada.

Defector01 on July 6, 2009 at 6:55 PM

I do not agree with giving CA to Mexico. There must be something useful to be done with it. This is typical of the California Assembly. They will talk about everything else on the agenda until they are forced by law to concentrate only on the budget. They will use this time to get everything else that isn’t budget related done and wait until the last possible moment to actually discuss the budget.

We keep electing morons to our state assembly here in California. And that isn’t surprising since the production of morons seems to be our state’s educational priority.

Section 287(g) of the Immigration and Nationality Act

The Illegal Immigration Reform and Immigrant Responsibility Act (IIRAIRA), effective September 30, 1996, added Section 287(g), performance of immigration officer functions by state officers and employees, to the Immigration and Nationality Act (INA). This authorizes the secretary of the U.S. Department of Homeland Security (DHS) to enter into agreements with state and local law enforcement agencies, permitting designated officers to perform immigration law enforcement functions, pursuant to a Memorandum of Agreement (MOA), provided that the local law enforcement officers receive appropriate training and function under the supervision of sworn U.S. Immigration and Customs Enforcement (ICE) officers.

State and local patrol officers, detectives, investigators and correctional officers working in conjunction with ICE gain: necessary resources and authority to pursue investigations relating to violent crimes, human smuggling, gang/organized crime activity, sexual-related offenses, narcotics smuggling and money laundering; and support in more remote geographical locations.

They don’t care. The way this state is gerrymandered their seats are pretty much guaranteed. When we tried to vote for the state to be redistricted so it would actually reflect what a community looked like and we would actually have some competition for better ideas within the party and between the parties, “conservatives” – mostly outsiders advocated against it. Basically Fresno overtook Long Beach as the #5 most populace city and Fresno is conservative. That means Fresno now has political clout in Sacramento- and is conservative. Obama and Pelosi promptly cut the water to the farmers, caused 40% unemployment, $830 million in losses, trying to cause an exodus of people from that pesky city.

That’s why 15,000+ showed up July 1st to the Water Rally.

Interestingly enough, Stalin used the same tactics on the Kulaks (oooh, I know, crazy conspiracy but it’s true).

Mark my words the filthy corrupt Democrats in California are merely running out the clock until the filthy liar in the White House bails them out because “California is too big to fail” what with the rest of the stimulus already proven to be trillions of squandered dollars.

You know I was just thinking about this. Phew! Thank God I don’t have to move, all of the Suckers in the other 49 States will be paying for the Illegal here.
Thanks in advance.

So true. Only a few more years and we will be quoting Davy Crockett as we watch this mess of a state recede in our rear view mirror.

The American taxpayers have been paying for California’s generosity for decades. You Californians should be thanking the rest of us for subsidizing your illegals.

Mr. Fong should understand the actors for which he is requesting that the Legislature apologize [via this current Democrat-written State Department web page]:

In 1879, advocates of immigration restriction succeeded in introducing and passing legislation in Congress to limit the number of Chinese arriving to fifteen per ship or vessel. Republican President Rutherford B. Hayes vetoed the bill because it violated U.S. treaty agreements with China. Nevertheless, it was still an important victory for advocates of exclusion. Democrats, led by supporters in the West, advocated for all-out exclusion of Chinese immigrants. Although Republicans were largely sympathetic to western concerns, they were committed to a platform of free immigration. In order to placate the western states without offending China, President Hayes sought a revision of the Burlingame-Seward Treaty in which China agreed to limit immigration to the United States.

Republican President Chester Arthur vetoed the second attempt at a Chinese Exclusion Act, and his veto message is worth reading.

In my extended family (which includes people of Chinese and Japanese ancestry), the older people are, without exception, Republicans. Democrats only begin showing up in the more recent generations. Their elders understood very well which party was for unrestricted immigration, and which party was against. In their case, it was personal — they were separated from their wives and children, they wanted these people to be able to join them in America, and the Republicans offered the best chance for that.

Of course, that’s changed now, and the Democrats have established bona-fides with respect to free immigration, and can validly lay a claim to Lincoln’s legacy in that regard.

Makes me think of that song; “Send out the clowns.”

Sadly, Cindy, the grabbers along the coast wouldn’t vote against a Demonrat if they had guns held to their heads.

sondiehl on July 6, 2009 at 6:45 PM

Tempting but if you really think it won’t do any good we must come up with another idea.

SOunds to me like it’s about time the locals, especially California locals, start burning down ACORN offices and beating the living tar out of every occupant in those offices.

Think maybe they’d get a flavor of how fed up the public is?

Spiritk9 on July 6, 2009 at 9:13 PM

Since Californians of Chinese descent are some of the few left with income to be taxed, this is probably a move to lull them into a false sense of security, so they can be — metaphorically speaking, of course — whacked on the head and robbed of whatever they have left.

Good for you!

When I was last living out in LA (about five years ago) nobody seemed happy. Quality of life sucked because of the traffic, cost of living, swarms of illegals, etc. My impression was that people were essentially spending on material possessions not to improve their lives but simply to make those lives suck less than they would otherwise. It was a very superficial existence and a self-perpetuating path to dissatisfaction.

What I cherish about my stints in Southern California (2 times for a total of six years) is that it gave me a reality check about what is important in life. I really mean that. I watched people scratching and doing anything they had to do for the bigger paycheck so that they could afford a bigger house or a more flashier car. Status was far more important than substance. I also saw people completely oblivious to the “LA lifestyle” and living quiet principled existences despite all the superficial craziness around them.

The problem is the latter group is few and far between in Southern California while the superficial gold chasers are rampant.

I did say Thanks in advance, gee isn’t that enough?
Just give us the 24 billion already and quit your sniveling. :)

California, though, jumped out in front by debating cow tails while the state went bankrupt, and today extend their lead by focusing on an apology to Chinese workers of the 19th century

Hey, Ed! You’re forgetting the motion in the last week or two to create a state-funded blueberry commission (with $100,000+ salaries, of course.)

Excuse me, but my head has a date with a brick wall.

Sorry but Mr. Fong is a traitor. A state with a budget larger than some nations is bankrupt. This is not the time to address wrongs that happened over a century ago. You do that kind of stuff in profitable times not when your f**king state is issuing IOUs in lieu of cash.

I believe one of the California legislator’s was about to issue an apology ….. but then the bong passed his way.

There are priorities you know.
