A Hillary-Obama rift in the making?

posted at 4:05 pm on July 2, 2009 by Ed Morrissey

Jim Geraghty points out an unusual item from Reuters yesterday, in which the State Department announced that Hillary Clinton would not accompany Barack Obama to Moscow next week.  The nation’s chief diplomat will stay home while Obama pursues nuclear reductions with Russia, one of his big diplomatic projects, one in which observers would presume that the Secretary of State would have substantial involvement:

U.S. Secretary of State Hillary Clinton, who broke her right elbow two weeks ago, will not accompany President Barack Obama to Moscow next week, a U.S. official said on Wednesday.

“Secretary Clinton is not going to go to Moscow,” the official told reporters, saying Clinton would name a State Department official to replace her on the Monday-to-Wednesday trip.

The official declined to explain why she would not travel and it was not immediately clear whether it was because of her injury. Clinton tripped and fell in the State Department on June 17 and had surgery two days later on her right elbow.

The administration and the State Department gave no indication that the injury would impede Hillary in her official duties.  In fact, she’s slated to travel later this month — but without Obama.

Jim reminds us of the leaks during the Iran crisis that had both Hillary and Joe Biden questioning Obama’s reaction to the eruption of opposition protests.  Those leaks didn’t come from Obama’s people, and even at that time raised questions about whether the partnership between Hillary and Obama was beginning to unravel.  Jim thinks the timing of this announcement may corroborate those suspicions:

We saw some foreign-policy disagreements during the primary, and now the secretary’s traditional role as the point person on all events, crises, and issues beyond our borders is being hemmed in by various special envoys and czars. Yesterday, the White House announced Vice President Biden would be overseeing progress in Iraq.

Is she tiring of him? Is he tiring of her? Or is this just the usual sand in the gears?

I suspect that she may be tiring of him more than the other way around.  As Jim notes, Hillary has options right now; she can run for governor in New York, or she can try another run at the Senate, if she doesn’t mind bumping Gillibrand out of her old seat.  Obama has curtailed her reach since she took the job, promoting UN Ambassador Susan Rice to a Cabinet-level position and appointing czars to bypass Hillary in other areas.

Obama needs Hillary more than the other way around, especially as his economic policies start to tank.  He needs a strong connection back to the DLC Democrats, which Hillary provides.  He also needs a fall person on foreign affairs when things get bad.  If there’s a split, it will damage Obama much more than Hillary, and it would set her up for a run at him in a 2012 primary, which may be her goal if Obama falls apart at the midterms.

For me, I see a battle brewing. But who knows how it will turn out. Hillary is smart, shrewd, and calculating. She makes a formidable opponent. However, she lacks the brilliance and intuitive sense of timing that kept Bill at the top of the heap for so long. Obama is probably just as smart, shrewd and calculating as Hillary… but he has the gift of oratory (if he doesn’t have to ad lib), and the benefit of a ruthless political machine to do his dirty work.

If it comes to a battle, I predict a negative-sum-game… she might take Obama down, but will never get another chance to run for the top office.

Obama has astutely handled one thing in the last 6 months and that has been Mrs. Clinton. He won (as he said), she lost, he offered a job her ego couldn’t refuse (as jiangxidad stated –to keep herself relevant), she took it–and then he rendered her utterly powerless.

She’s been quiet now for a few months and is probably itching to put her big girl pants back on and start taking some swings again at Obama. Watch, once his popularity ratings sink a single point below 50%–Hillary will either resign in protest or come up with a great reason to be replaced–ie, the run for NY governor. Or, she’ll claim that the elbow thing really needs more care than she can give it as SECSTATE.

Mark my words–once Hillary has freedom of movement–she’ll be the biggest, loudest and firstest up to take swings at ol’ President Hopenchange. Moreover, she’ll bring ALL of the republican fighting issues right along with her and be able to do with it what the GOP isn’t–that is, landing body shots with it.

I don’t think she’ll wait that long. It would be too late for her to run for her Senate Seat, if she gets tired of obeying Obama’s foreign policy blunders, and by then the Republicans may have taken back the House. Hillary was probably ticked off by Obama’s dithering on Iran and foolish support of Zelaya in Honduras, and is probably wondering how long she wants to be associated with (or have to implement) foreign policy forced down her throat by Obama, which she recognizes as stupid.

Unless Obama gives her more control over foreign policy, I predict that Hillary will probably resign as Secretary of State in March or April 2010, in order to prepare a run for her old Senate seat.

Steve Z on July 2, 2009 at 4:53 PM

Hillary is a vampire. The ONLY reason she took the job is so that she could get in the inner circle and start gathering info for her next move. She is a cold, calculating female that will do anything to further her goals. Obama thought throwing her a bone would do the trick. Obama realizes what a mistake he made and is doing everything to minimize her role. It would not surprise me if she ends up in a horrible traffic accident while under secret service protection.

She won’t take it too long before she bows out and starts working on her 2012 campaign… and he will lose because she will have all the ammo.

Dire Straits on July 2, 2009 at 5:09 PM

Hillary Clinton was incredibly short-sighted to take the State position.

Barack has masterfully emascualted her power and influence by appointing special envoys and czars for hot spots around the globe.

If she had stayed in the Senate, she could have mounted a strong challenge to Harry Reid for Majority Leader.

Even if she had failed, she still could have served as Obama’s foil for purposes of getting legislation enacted.

This is the role that John McCain foisted on Bush for 7 years, not particularly endearing himself to his fellow Republicans in the process.

Every time Bush wanted to do something, he had to placate McCain, who was invariably in the glare of the media.

But if Hillary had stayed in the Senate, Obama would have had to please Hillary (as a result of her influence among Senate Democrats) on every piece of major legislation to get it enacted.

Now, no one really knows what she does.

I cannot remember a less influential Secretary of State.

Probably not, but she would not be averse to leaving State to spend more time with her family ahead of an increasingly unpopular Prez. If she rides his poll numbers down through a 2nd term, her chances of being elected are greatly diminished. However, if she bails after 1 term she can run on the meme of taking the party back to its roots or whatever message polls well.

At the White House Press roasting party, Obama sneered at Hillary’s “accident” having slipped on the WD-40 he’d ordered applied to her walkway.

He’s been snubbing her big time. Most presidents have their sec./state accompanying them when greeting foreign dignitaries. Not Obama, he just can’t stand sharing the stage even with the visiting dignitary.

Susan Rice’s ONE VOICE phraseology denounced Hillary. Clinton is supposed to remain mute until the micromanaging dodo potus pushes the “reset” button at which point she may regurgitate whatever he just said.

Dysfunctional Potus, playing shell games with his own Cabinet. The inevitable “don’t blame me” will be the ONE VOICE coming from this administration.

Tony Soprano on July 2, 2009 at 7:06 PM

How long does it take a Clinton to find out the where your skeletons are buried?

Approx. 6-8 months, it appears… she points out the ship is sinking and Obama heads towards the deck chairs as they need some re-arranging. Obama is safer with Hillary on the inside than the outside, and the time to abandon ship is before it goes below the waves, and when there is still a life raft available. She is dedicated to the cause of Hillary Clinton and she has NOT deployed her network of friends, contacts, and shadowy affiliates to help Obama. Her lack of help has been most interesting, almost like she knew that his foreign policy would put a hole in the ship. And she was more than ready to help that.

ajacksonian on July 2, 2009 at 7:20 PM

As Barry’s poll numbers bank off the toilet lid and roll around the seat before taking a final plunge, she’ll make him an offer he can’t refuse and he’ll accept.

(Baring a mysterious health condition that sidelines Slo-Joe-Biden) Hill will bail after the 1st term and ascend to the roll of “special advisor” to the Prez.

I envision sort of a Team America position that allows her the ability to enjoy the auspices of a high ranking government official but not actually be of this administration (basically photo ops with stump speeches both here and abroad).

Obama seems to have an affinity for that sort of unconstitutional/shadow government/special advisor/tsar sorta thang.

KDB on July 2, 2009 at 7:34 PM

I’ve been saying for a while that Hillary will oppose Obama in 2012.

The problem with this analysis is twofold:
1) Obama’s own administration is largely a reconstituted Clinton administration. Obama/Clinton govt types are not going to jump ship if they run a very serious risk of ending up in the water. At best they become neutralized.

2) I believe Hill to be more strategic and more risk averse. You have to go back to Reagan/Ford to see a serious contender who could dethrone a sitting prez. There are very serious political risks associated with regicide.

The results of a bitter primary fight would split the dems and there would be a lot of pressure on Hill not to be a party to an internecine war. Although, appearing to be considering a run may not be a bad tactic because it creates chits which can be called later and increases her party stature as putting the party before her own interests. It might be construed as a base building exercise.

Rather, I think Hill will bide her time, establish her network, raise money and increase her profile on key issues.

“Special Advisor To the POTUS” has a glorified bureaucratic ring to it and comes with staff, plane, budget and cameras and microphones in tow.

Obama has astutely handled one thing in the last 6 months and that has been Mrs. Clinton. He won (as he said), she lost, he offered a job her ego couldn’t refuse (as jiangxidad stated –to keep herself relevant), she took it–and then he rendered her utterly powerless.

Like most of Obama’s official Cabinet, Hillary is there solely to act as a sacrificial lamb. He put her as SecState because he knew that would blow up in her face worse than any other position.

I think that stroke hurt Bill much worse than anyone let on. In his prime, he would have seen this coming before Obama did.

…But if Hillary is only NOW figuring this out, she’s not a threat to anyone. She’s too clueless even to be a clear and present danger to the Republic itself (and that’s saying a lot for any liberal), let alone a threat to Obama.

Mark my words–once Hillary has freedom of movement–she’ll be the biggest, loudest and firstest up to take swings at ol’ President Hopenchange.

That ship has sailed. The time for Hillary to attack Obama was during the Democrat Primary. The only reason he was put on that pedestal in the first place was because Bill knew it would be ridiculously easy to knock him off. I’m sure he told that to Hillary, but she didn’t have the guts or the timing to do the job then. So there’s no way in Hell she’ll be able to do it now, no matter how low his approval rating gets.

Hillary who?

bradley11 on July 2, 2009 at 8:24 PM

Will Hillary be the Dems’ Colin Powell?

jgapinoy on July 2, 2009 at 9:36 PM

Have faith. I still picture her as floating high up on thermal updrafts, patiently circling, peering down, waiting, waiting for the time to tuck her wings close, head over, and dive like a bullet for the strike. It’s still early on.

Question is, from your description, is she a Falcon? or a Buzzard?

Or it could be that the most excellentest president ever didn’t think of taking his SOS with him on a trip like this.

I really hope there is a new “Deep Throat” in the White House and the truth all comes out in Bob Woodards new book.
Hillary isn’t stupid and she won’t let her name be dragged through Obama’s mud. I would rather see her face Putin than the empty suit Obama and I am not a Hillary fan. Obama is dangerous to say the least. Look what he has done in six months!

Sounds like Hillary should give Obama a “Reset” button.

That aside, there’s a chance Hillary might actually love America, like was stated earlier. She might just be appalled at what Obama is doing to the country she loves.

I know, it’s a long shot… but I can dream can’t I?

“a fall person”? Is fall her favorite time of the year Ed?

Come on man, a little less political correctness would be super.

Yes Hillary! I hope she walks, hand in the resignaiton now,. He has been totally WEAK on Iran and Honduras he is not taking her advice, he is not keeping her in the loop.

It was great to get her out of the Senate so she didnt have to be stuck with the awful deficit surging spending binge from Hell the Dems are on, but since TOTUS is such an EPIC fail at foreign policy, and since nitwits like Susan Rice are in charge and it sems Jim Jones and Hillary are sidelined, I think she should resign.

We coulda had a contender..we got the selected not elected DEM candidate. We moderates wanted Hill. She was a moderate on the economy and as NY Senator knew the American economy is dependent upon the consumer on Main St AND Wall St capital. She would not have put us where we are, since the cabal of morons in DC selected TOTUS, I now hope Hill goes off to retire and sip Pina Coladas with Chelsea…

I ♥ my Hillary. Since she pulled out of the Senate, her hands are clean of the circus that is the Congressional Dem Congress’ agenda of ’09-?.
