California IOUs, here we come

The California legislature can’t be accused of trying half-measures in their budget crisis.  Faced with a $24 billion shortfall and the need to issue IOUs instead of cash for its payments, Democrats tried passing an agreement that would have resolved less than 15% of their red ink.  Republicans blocked the effort, arguing that the state needs comprehensive action to permanently fix the budget — and now they’ve run out of time:

With a day to go until a cash crisis would force the state to stop paying its bills, lawmakers and Gov. Arnold Schwarzenegger worked into the night Tuesday but failed to reach a budget agreement.

The state Senate, in late session, voted several times as midnight approached in a last-ditch effort to approve $3.3 billion in cuts to education and other programs and stave off, at least temporarily, the IOUs that California Controller John Chiang is set to begin issuing Thursday in lieu of some payments.

Democrats had been hoping to use the funds to help defray the state’s projected $24-billion deficit. But the money was allocated for the fiscal year that ended Tuesday, and after that it was too late to make the cuts.

“We have that duty to make sure that no one starves,” state Sen. Jenny Oropeza (D-Long Beach) said as she pleaded with GOP senators for their votes.

But Republican senators blocked the plan, which the Assembly approved last week. Schwarzenegger had vowed to veto the legislation because it did not meet his demand that any agreement close the state’s entire deficit, an argument echoed by the Republicans in the Senate.

The approach favored by Democrats is akin to putting out a fire in your shrubbery while the entire house is ablaze.  California doesn’t have a $3 billion problem — it has a $24 billion problem.  Solving $3 billion of it doesn’t keep the state from defaulting.  It shirked the legislature’s responsibilities to produce a viable state budget.

It’s absurd, and the Republicans and Schwarzenegger were right in stopping it.  Democrats wanted to use this plan as a stall tactic in order to convince Californians to back higher taxes rather than make significant cuts in the state budget.  However, voters made their feelings plain on that subject in May, voting down a series of Democratic-sponsored, tax-raising referenda by a margin of 2-1.  After 40 years of ever-increasing taxes and spending sprees in Sacramento, Californians have finally had enough — even if Democrats refuse to listen.

What now?  The state has technically gone into default.  It has no budget (not an unusual occurrence in California), and it has no cash (which is the real problem).  Lenders will not buy bonds at cheap rates any longer, and after last night might not buy them at all.  California will have to start issuing IOUs with interest, which will cost them more money than if they’d just solved their problem months ago when they had the chance.

However, as you politicians have spent us into the ground, while increasing the size of government and handing out raises and perks and bennies right and left, you didn’t give a damn about taxing and regulating small businesses and jobs out of California. When you’re buried past your scalp in debt and facing bankruptsy…YOU STOP SPENDING! How hard is it to stop handing fistfulls of cash to illegals? The legislature are all stinking rich, they can forego their salaries temporarily, they can halt all idiotic program spending and recall that cash into the general fund…there’s a million things they can do, they just refuse because it’d mean a loss of power.

At this point there is only one thing to do. Completely scrap the budget. Make it officially a ZERO expenditure while keeping taxes as they are at the moment, then in the coming month build the budget to spend on an as needed basis only for public programs that are ACTUALLY needed…you know, police, fire, public assistance minus illegals sucking on the gov’t tit.

Only then can one work on cutting out the useless crap from the budget because the liberals would have to argue to add every single piece of it back in one by one.

They raised the sales tax today. Part of it is supposed to go to high speed rails that no one will ride. However, at least part of the increase is due to a vote by the dumb voters in this state. Still, the mayor of LA is already talking about raiding the fund in order to support LA with it’s own deficit.

Posturing that the state will begin cutting welfare, old-age pensions, police, and releasing jailed prisoners onto the streets might scare Californians, but it does nothing about the absurd continual waste of taxpayers’ money that has been going on in that state for decades. The Democrat’s piper has to be paid, and now the bill is due. Cutting thousands of “feel-good” BS programs, illegal alien funding and support, and over-the-top education funding (which results in a state ranked 47th in education) would be a start. Making the legislature work for NOTHING until they solve this problem permanently would be another good idea.

I think the Democrats are banking (pun intended) on the filthy liar in the White House declaring that the rathole of a state is “too big to fail” and will hand them that $24 billion as a pilot program for what the left wants to do to the rest of America. That is, make all the morons who live in California so beholden to the state but they have no choice but accept whatever the government does. I say let California figure this out on their own. The bastards made this mess with all their entitlement programs so they can fix it themselves thank you very much.

I still haven’t forgiven California for introducing the idea of “new math” in public schools. For that reason alone they need to fail.

I guess the bigger question is how much longer do the state’s creditors (which would include employees) let the IOUs suffice.

The part about this story that is really disappointing to me is that even in bankruptcy, the legislature is piddling around with the scope of benefits in state-mandated entitlement programs as opposed to making real cuts like terminating the contracts for all temporary state workers.

Yep, makes about as much sense as that bond measure we passed last year (during the market crash) to begin building a high-speed line between Las Vegas and friggin’ Disneyland.

Not to complete it of course, to begin it.

That means that a bunch of bureaucrats get paid six figures to put together environmental impact reports, and not a single mile of track is laid. To actually build the thing will take an “emergency” tax increase that the legislature will sneak through.

My fellow Californians, welcome to 10% sales taxes, on top of your 10% income taxes, property taxes, and tripled DMV fees…while your rich friends shelter their income and your employer flees the state.

Actually, passenger rail uses more fuel per actual passenger mile than airplanes do. Most are not filled and even full sized cars use less fuel per passenger mile with 1-2 occupants than rail.

Thieves. When a corporation gets an IOU, it may take a few weeks or a month or two at the most and then they cancel an account. If Highway patrol doesn’t pay for fuel, the fuel won’t get delivered. They call the next fuel distributor and their terms are cash. The state will pay some and cheat others. Hopefully this will bring them down.

Hhmmmm. What would you think is a realistic % for CA about 10%? If so that is more than 33 billion. There that was easy, budget problem resolved.

I support legal immigration. If you come over here the right way to become a citizen of The United States I’m okay with that. But when you just storm across our borders, you are an invader. Read 14 reasons why we need to get control of illegal immigration:

They did this last year for at least independent contractors. Some banks will honor the warrants. However, if all state paychecks are going to be warrants (and I doubt they will since the tax whores will make sure they get their money first) there is no way the few banks that honor warrants are going to continue to do so.

A major part of the problem is that average government workers make 30% more than private sector workers for the same work.

It is not only the entitlement programs and too many “services” but the average pay negotiated by SEIU and their ilk, with near impunity to dismissal for any reason.

Major structural problems that a bankruptcy could fix, but not much is going to happen, except that the pols are going to hurt citizens who refused further taxation as much as they can, releasing criminals, cutting police, etc….so they can continue feeding the unions and other interest groups who continue to elect these bums.

I wish I could leave, but I wonder if in 10 years the rest of the country will be just as morally and financially bankrupt as CA.

I doubt it – seeing the values Californians bring with them and used to screw up my beautiful state I would say that a lot of the problem is the mindset of the people in that state. Where I live people are much more aware of and involved in politics and resist the need to tell everybody else how to live their life.

Great point. Besides illegal immigrants, the other thing breaking the state are the unbelievable public union contracts.

The unions are very powerful and they handpick candidates in each district and bankroll their campaigns. Then when the candidate gets in office it’s payback time as they grant larger and larger union contracts.

When people say the country is going to be like California, it’s already started. Just look at Obama and the unions scratching each other’s backs. It will stifle economic growth.

It seems to me that there should be a provision then in this sort of case cuts are automatically made across the board. So, if the state is 10% overbudget, they cut every department by 10%. Yeah, it is a blunt solution, but reducing spending on some of these sacred cows like education is quite difficult.

Alternately, why not a $10K fine for illegal aliens? Sure, most could only pay a fraction of that, but you would get some cash, and more importantly see an immediate reduction in social spending on illegals.

Please everyone, don’t attack the reputation of California. It’s doing it’s level best to adequately meet the needs of it’s citizens, and it’s (I hope I don’t get accused of racism) undocumented citizens. Perhaps we should send them some of our own money to help.

The Democratic special interest groups dependent on the state budget, and many which aren’t, refuse to let the Democratic legislature cut the budget. The latter have no political future if they cross these groups, and have secure seats. This means there’s no down-side for them if the state goes over the cliff.
It’s not a question of California having a disfunctional political system. We have a dysfunctional, dreams-are-real, voter majority in California. The state will lurch from one budgetary disaster to another until the voters are hurt enough to wise up. That will take some time, perhaps a long time – years at least.

I too have relatives in California.They’ve decided that working was not their thing, and have elected to have the state provide for their needs. I’d call them dead beats or worse, but then again, I wouldn’t want to offend anyone in here by calling them that.

Lenders will not buy bonds at cheap rates any longer, and after last night might not buy them at all.

States are like companies. They issue different types of municipal debt. There is a list of seniority. CA’s General obligation bonds are actually gtee’d to be repaid by CA’s own constitution–that’s not very common. What that means is that legally, if you own a CA GO bond, you will be paid FIRST–by law! CA isn’t out of money, it’s out of enough money to pay all its obligations. If you own other types of CA debt, or any city or town debt issued in CA, you have to wait to see if there’s enough cash.

But as with GM, senior debt holders can be screwed. For ex, if Obama bails out CA, he may put pressure on general obligation bond holders to take less than the face value of their bonds. Anything can happen with this lawless admin. Nevertheless, since everyone is now afraid of CA paper, some people are buying the GO bonds (they pay a premium now) on the assumption that CA will never default on them.

They have to be leaving out some whoppers, because cutting everything there only gets you to a $10 Billion surplus.
I say, void all union contracts, and cut pay across the board until the budget is balanced. Oh, and clean up some of that money wasted on illegal immigrants while you’re at it.
