WSJ: Cap-and-tax a great deal … if you don’t measure the costs

Democrats have hailed the CBO estimates of the costs per family of their new cap-and-trade carbon-emissions scheme, which show an impact of only $175 annually.  What they don’t tell voters, the Wall Street Journal explains, is that those costs begin to sharply escalate in ten years.  Democrats also fail to mention that the cost estimates of the CBO come just from the trading mechanism and nothing else:

To get support for his bill, Mr. Waxman was forced to water down the cap in early years to please rural Democrats, and then severely ratchet it up in later years to please liberal Democrats. The CBO’s analysis looks solely at the year 2020, before most of the tough restrictions kick in. As the cap is tightened and companies are stripped of initial opportunities to “offset” their emissions, the price of permits will skyrocket beyond the CBO estimate of $28 per ton of carbon. The corporate costs of buying these expensive permits will be passed to consumers.

The biggest doozy in the CBO analysis was its extraordinary decision to look only at the day-to-day costs of operating a trading program, rather than the wider consequences energy restriction would have on the economy. The CBO acknowledges this in a footnote: “The resource cost does not indicate the potential decrease in gross domestic product (GDP) that could result from the cap.”

The hit to GDP is the real threat in this bill. The whole point of cap and trade is to hike the price of electricity and gas so that Americans will use less. These higher prices will show up not just in electricity bills or at the gas station but in every manufactured good, from food to cars. Consumers will cut back on spending, which in turn will cut back on production, which results in fewer jobs created or higher unemployment. Some companies will instead move their operations overseas, with the same result.

When the Heritage Foundation did its analysis of Waxman-Markey, it broadly compared the economy with and without the carbon tax. Under this more comprehensive scenario, it found Waxman-Markey would cost the economy $161 billion in 2020, which is $1,870 for a family of four. As the bill’s restrictions kick in, that number rises to $6,800 for a family of four by 2035.

Nor does this take into account regional variations; these numbers are national averages.  The bill will decimate the economies of coal-producing areas of the country, hiking unemployment not just from miners and coal-producing power plants but from the entire supply chain of both.  Essentially the same areas of the country now reeling from the collapse of the auto industry, the economies of these states will wind up subsidizing the green dreams of coastal liberals.

Will this result in more energy?  Supposedly, cap-and-trade will push green-energy producers into mass production.  However, no one has a clue whether any of these resources will have that kind of capability even after we start squeezing conventional energy producers out of business.  Instead, the White House and Congressional Democrats have taken an approach that crosses Field of Dreams with European failure — If you build the cap-and-trade market, mass-production green energy will come.

How did that work for Spain, perhaps the leading nation for green-energy public investment? Poorly, as George Will reminds us:

The Spanish professor is puzzled. Why, Gabriel Calzada wonders, is the U.S. president recommending that America emulate the Spanish model for creating “green jobs” in “alternative energy” even though Spain’s unemployment rate is 18.1 percent — more than double the European Union average — partly because of spending on such jobs?

Calzada, 36, an economics professor at Universidad Rey Juan Carlos, has produced a report that, if true, is inconvenient for the Obama administration’s green agenda, and for some budget assumptions that are dependent upon it.

Calzada says Spain’s torrential spending — no other nation has so aggressively supported production of electricity from renewable sources — on wind farms and other forms of alternative energy has indeed created jobs. But Calzada’s report concludes that they often are temporary and have received $752,000 to $800,000 each in subsidies — wind industry jobs cost even more, $1.4 million each. And each new job entails the loss of 2.2 other jobs that are either lost or not created in other industries because of the political allocation — sub-optimum in terms of economic efficiency — of capital. (European media regularly report “eco-corruption” leaving a “footprint of sleaze” — gaming the subsidy systems, profiteering from land sales for wind farms, etc.) Calzada says the creation of jobs in alternative energy has subtracted about 110,000 jobs elsewhere in Spain’s economy.

I wrote about this study three months ago.  As Will notes in his column, the White House simply dismisses it, rather than rebuts it — perhaps because they can’t.

Waxman-Markey will get a vote, perhaps as early as tomorrow, in the House.  Call your Congressman and explain that we don’t want to throw away our economic future for the pleasure of a few statists exploiting an unproven theory as a means to gain control of energy production.  This fight, though, will be won or lost in the Senate.

emissions from electricity generation. The shortfall in allowances to the red states will lead to higher electricity costs for consumers, the total of which
will roughly correlate with the dollar losses noted on the map. For example, Texas electricity consumers will see electricity costs go up by roughly $1
billion. To make up the shortfall, red states will have to seek high-cost, non-CO2 emitting electricity sources, reduce electricity production and

Heh, just like the “stimulus” cap & trade only benefits democratic interests in building another slush fund. That is all it is. Guised as a way to reduce Americas carbon footprint is utter & complete BULLSHIT!!

Green energy only accounts for 1% of America’s energy. Even if you built One Million windmills overnight that figure might rise to 5%. Windmills and Solar Power won’t fuel your vehicles. Electric cars that could use power generated by solar & wind would again only account for 5-7% of all the vehicles driven in America. Just remember this when you are driving on the freeway in rush hour traffic surrounded by thousands of vehicles.

Cap & Trade stats:

Reduce aggregate gross domestic product (GDP) by $9.6 trillion
Destroy an average of 1-3 million jobs, every year
Raise electricity rates 90 percent after adjusting for inflation
Raise inflation-adjusted gasoline prices by 74 percent
Raise residential natural gas prices by 55 percent
Raise an average family’s annual energy bill by $1,500 annually
Increase the federal debt by 26 percent, which is $29,150 per person

Blue dogs are blue, but are in districts where their re-election might not be secure. If Rahm could convince them, to make that sacrifice anyway, I’d never believe that. There’s more to this. I’m starting to think that no democrats are worried about re-elections, because their positions of power, are sealed. Elections are a thing of the past now. We just haven’t heard it officially yet.

Why shouldn’t we follow the (failed) Spanish model for green energy? After all, Obama is following the (failed) Japanese model for stimulating the economy, and wants to follow the (failed) British and Canadian models for single-payer health care. Just because these same programs have been massive failures elsewhere, that doesn’t mean that they can’t be very successful here, right?

This is what happens when Americans allow a false premise (climate change/ global warming) to take root and grow. Again, we are being told by our psuedo-betters that they know what is needed to to control the global weather system. When in fact controlling the weather by instituting measures is all based on this man-made climate change hoax. To regulate carbon emissions benefits there is no one except the power brokers in government who will benefit. This is just another assault on our liberty by stealing more of our hard earned monies. There is no proven relationship with carbon dioxide emissions and weather system of this planet. There are only a few non-CO2 producing power sources around. Useful hydropower sites were developed a long time ago–and the environuts want to tear down the dams that provide flood prevention, year round cheap water for agriculture, and cheap clean electric power.

Nuclear power is the only other cheap reliable non-CO2 producing power source. It is “off limits” forever due to the false “safety” concerns and due to the failure to open the Yucca Mountain waste disposal site.

Other much less reliable and much more expensive non-CO2 producing power sources are windmills and solar power–based on photovoltaic or thermal systems.

Wasting taxpayer and consumer money on impractical high cost energy sources will bankrupt our economy–coming soon in the new U.S.S.A. Stupid is as stupid does!

The hit to GDP is the real threat in this bill. The whole point of cap and trade is to hike the price of electricity and gas so that Americans will use less.

I keep wondering what planet the Obama/Pelosi/Gore crowd lives on. Mine is a paycheck to paycheck world where I have to choose between paying the electric bill and the food bill. Like many Americans, my savings have been used up since we were hit with unemployment last November, no jobs to be had, my own hours have been cut, and we are struggling to just hang on with no end in sight. What is wrong with them? How do they even sleep at night? Maybe they just hang upside down from the rafters.

I think there are two points. For global warming entusiasts, it’s to use less elec. For Bambi and his Chicago thug coterie, it’s like GM–a way to funnel money from a non-preferred to a preferred group, while skimming from the top.

the only thing I can think of to say is that it’s not a fait accompli yet. Also, if it happens, it will set into motion other events on a state by state level, or even see coordination between groups of states to regain their sovereignty.

For ex, another commenter said that in Arizona, there is a bill pending in the state legislature which will exempt Arizonans from having to choose any federal health care option. Sooner or later, much of this stuff will get to the courts. Some will be reversed. also, 2010 isn’t far off. Plus tea parties were only a start. Mass protests and general strikes can take down a gov’t–even ours which isn’t a parliamentary system. It may get worse before it gets better. But have faith and courage. See you in the foxhole :)

I am going to name a name here: Representative Butterfield, representing my area of North Carolina. He is a Democrat and has never been responsive yet to his constitutents’ pleas to vote intelligently in opposition to his party’s crap bills. But I had to try.

The only way to email him is via his website, which brings up a frustrating “page not found.”

Called his office last week to report this. It is still not fixed. Called his office to register my opposition to Waxman-Markey and got a recording the first time and adisinterested “I’ll tell him” from the woman answering the phone the second time.

I am fed up to HERE with taxation without representation!!!

Glenn Beck’s expert on tv right now is saying that even IF this reduced “global warming”, it MIGHT reduce the earth’s temp by a half of a degree by 2100. heritage Foundation said the tax on the family by 2035 will be over $4400 per year.
