Way too much credit, sometimes a cigar is just a cigar…he is chummy with these guys because he is more comfortable with them, they think like him, they govern how he wishes to govern, they have similar political thoughts.
It has nothing to do with strategy, and everything to do with choosing who he wants as a ally.
