Hoyer trots out the “Bush deficit” lie again

Democrats have pressed hard for “pay-go” rules on budgeting, mainly as a way to justify tax hikes as they expand federal spending by an order of magnitude. In order to convince young voters of the necessity of “pay-go”, House Majority Leader Steny Hoyer told an audience at the University of Virginia that George Bush left Barack Obama with a $1.3 trillion deficit, and that pay-go would have stopped it. Hopefully, a few poli-sci majors will point out to their classmates the obvious factual deficiencies in this argument (h/t: Bad Outlaw):
U.S. Rep. Tom Perriello and House Majority Leader Steny H. Hoyer visited the University of Virginia on Monday to draw attention to the federal deficit of more than $1 trillion that today’s college students will inherit one day.
“We’ve left you with an extraordinary amount of debt,” Hoyer, a Democrat from Maryland, told a classroom filled with 25 students enrolled in the Sorensen Institute for Political Leadership’s College Leaders Program. “Fiscally, we have been irresponsible and pursued, in my opinion, policies that are morally bankrupt.”
Former President George W. Bush, Hoyer said, left the current administration with a $1.3 trillion deficit. President Barack Obama and the Democratic-led Congress have since added to the overall national debt — most notably via the two-year, $787 billion economic stimulus package. …
Hoyer introduced a bill last week at the behest of Obama that would reinstate a “pay-as-you-go” or “PAYGO” law, meaning essentially that Congress would have to find savings that fully offset any reduced revenue or spending increase associated with expanded entitlements. The ballooning deficit, Hoyer said, has been brought about primarily by the rising cost of entitlement programs such as Social Security, Medicare and Medicaid.
Where to start with this foolishness? First, a civics lesson. In fact, Congress appropriates federal spending, not the President, in our system of government. The President can propose spending, but Congress makes the final decisions on appropriations and spending levels.
Now, a history lesson. Which party was in charge of Congress the last two years of the Bush administration? Why, yes, it was the Democrats. I have no problem blaming Republicans for runaway spending between 2001-6, but 2007-8 belongs to the Democrats, including Steny Hoyer, one of that party’s leaders. For that matter, it also includes then-Senator Barack Obama. Deficits in that period are on their hands.
That’s especially true for the final deficit number. Anticipating a Barack Obama victory in the presidential campaign, Hoyer, Nancy Pelosi, and Harry Reid never presented George Bush with a budget for FY2009. Congress passed continuing resolutions that funded federal agencies at the FY2008 level until Obama took office in January, and then handed him an omnibus spending plan that boosted federal spending for the remainder of FY2009 — and expanded the deficit. That final deficit number belongs more to Obama than it normally would have in a transition year.
Last, let’s look at an eye chart. Guess which deficits are deeper:

Hint: The ones in red are Obama’s. The ones in gray are Bush’s. If you’re Steny Hoyer, that information may affect your vision, or at least your intelligence.

It’s still hard to get through their thick skulls. I heard Hannity attempt to explain this to an Obamabot yesterday, as well as the difference between the debt and the deficit which the caller could not comprehend. The caller basically argued that since there was “debt/deficit” under Bush that was never going to be paid off anyway, what does it matter that Obama’s is more?

We shouldn’t exaggerate things, like the Left does. A 2009 deficit of $1.85 trillion is “only” FOUR times a 2008 deficit of $450 billion.
But we can legitimately claim that Obama quadrupled the deficit, and blame 3/4 of the current deficit on Obama.

This chart should be recalibrated to show the deficits during Republican control of the House from 1995-2007 and Democratic control since 2007. I’m sure that would be very illuminating.
This really is a damnable lie from Steny Hoyer. I hope the GOP will push back hard against it. Democrats promised better budgeting, on-time appropriations bills, and an end to continuing resolutions after they won control in 2006. They have failed on every count.

The numbers are already outdated, and based on less than 10% unemployment, and tax receipts that now admittedly won’t be forthcoming. Five times is now a conservative estimate – could well be higher.

I never understand the ’08 number. Can someone explain how the number is only $400B and change when they put through spending of $350B in September for TARP (and another $350B in January). Does that mean pre-September economic disaster the deficit was only $100B??

Liberals didn’t care that Bush was running up deficits, despite their best attempts at feigning outrageously outraged outrage at you over them. They always tried to tie it to the
overseas contingency operationwar on terror and how “unnecessary” it was, which was a false argument to start with since the military budget is separate from discretionary spending.It was the conservatives that were mad about it – hence, Bush’s low approval ratings that couldn’t even crack 40% in his last few years. About 45-50% of that was Democrats who couldn’t stomach ANYTHING Bush did, as well as independents who tired of Bush. You think all the people mad at Bush were leftwing liberal Democrats? Only O-bots are stupid enough to delude themselves with such fantastic bedtime stories.
And as current polling indicates, ndy’s are beginning to dial back their support now that we’re seeing what a power-hungry, irresponsible bunch of leftwing thugs and clowns we just put in charge of “fixing everything.”
The liberals were mad that the deficits weren’t high enough and that Bush was too restrained in his spending (as we’re now seeing).

I don’t understand it either. I’ve heard so many different 2008 deficit totals thrown around, I’m not sure what to believe.
I have heard Karl Rove say Obama inherited 900 billion a few times, so let’s go with that amount for sake of argument. If the projected deficit this year is 1.8 trillion, that means Obama doubled it in his first year in office. And if we go with lower estimates for the 2008 amount that means he tripled, quadrupled, and may even have quintupled it should it reach 2 trillion as some are predicting.
Regardless, it just emphasizes two things we’ve been harping on ad nauseum on this forum. First, Obama and the Democrats are spending an insane amount of money we don’t have. And second, their main defense for this out-of-control behavior is that it’s all Bush’s fault. Thankfully based on poll numbers, that ain’t flying anymore with most of the public.

They’d maybe get away with it if the economy were strong right now. But when things are going badly, people want to know why and the Dems standing around blaming someone who’s no longer in office and out of the public spotlight is not gonna cut it.
Obama and the Dems were elected to fix the economy, period. They’ve made things infinitely worse and will have to jack up taxes on everyone(thus violating a major campaign promise) just to cover some of the mess they’ve created. Pointing the finger at Obama’s predecessor will only infuriate people even more.

I wonder what spending outside the Iraqi War that Bush proposed that Obama, Hoyer, and that ilk voted against that gives them credibly in denouncing the Bush deficit. Medicare Part – D, for example. Easy to find a Dem to complain about how expensive that is but hard to find one who voted against it. If anything, the major complain I remember from the Dems during the Bush years was that he wasn’t spending enough.

During a Democratic President and a Republican Congress, the PRESIDENT spends (or creates) a Budget Surplus. It has NOTHING to do with the Congress. This way, those running to oust the Republican Congress can say that the PRESIDENT is reducing the deficit and creating surpluses. If ONLY we had the Congress as well, life would be grand.
The same thing holds true for a Republican President and a Democratic Congress.
HOWEVER, what to do, what to do when you ARE the entire game in town (Cnogress, Senate, Executive Branches)….

How does he buy votes from the majority he needs to stay in office? Sure, he paid off the union bosses and ACORN and of course he’ll have the support of welfare recipients, but the vast majority of Americans(you know, the ones who work and pay taxes and bills) won’t be too happy about rising deficits, mounting job losses, and higher taxes.
I’ve heard some pundits like Dick Morris say that Obama has a long-term plan for Democrat domination like what followed the FDR era, but aside from amnesty which will never pass, how will they come up with the votes?

I say that the last Republican deficit was FY 2007. The President cannot spend a dime unless if is first authorized by Congress. Allowing that Bush went along with it, FY 2008 was the first Pelosi-Reid deficit. Given that Obama signed the budget that Bush refused to, FY 2009 was the first Pelosi-Reid-Obama deficit.

TARP was passed the first week of October.
So $700B of the $1.3T projected deficit for the current fiscal year was the bailout.

TARP became law October 3rd to be exact.
Obama of course voted for it and got to spend half of it, so I don’t see how he’s any less responsible for the $1.3 trillion deficit he began with than Bush.
Obama then signed almost $1.2 trillion in new spending by his third week in office, every cent of it borrowed.

Obama has the stimulus money to keep people occupied short term.
Meanwhile, Health Care gets pushed through. The 15% unemployed flock to it, employers are hurting so they start dumping insurance coverage and more flock to it. Throw in another Swine Flu episode and the government mandates their health care.
Meanwhile, Cap and Rape gets pushed through, and corporations start taking it up the Wazzoo and the money is used to pay for health care.
Corps start raising prices to cover the Wazzoo pain, and the public blames the Corps.
….Ohh, and don’t forget Obama holds the power to take over any corp. that is deemed a threat to the economy….

One little problem with all of that. The cost of his agenda will result in higher taxes, higher cost of living, and more jobs lost. When companies have to pay for their polluting, guess who they’ll stick the bill with? And guess who’ll be paying for health care for the uninsured?
And Obama taking over corporations won’t fix anything. Look at home much taxpayer money GM and Chrysler continue to need just to survive, and that’s after shutting down a bunch of dealerships.

Agreed.
I personally believe we are at a major tipping point in this country where either we become full blown socialist/communist to pay the governments bills, or the private sector needs to stand up and push the government the hell out of their/our lives.
The only good outcome we have is to turn loose the reins of capitalism, and Obama is doing just the opposite.

That’s funny, I always thought entitlement programs were already funded – by my previously paid taxes. If it’s entitlement programs which are bringing us to our knees, perhaps we should then expand our non-entitlement programs, right? Since logic must dictate are profitable. You know, things like massive Government, Welfare, WIC, heating assistance, fuel stamps, health care for illegal aliens, Nancy Pelosi jet setting around the world on private.. I mean military jets, etc. etc. etc.
PUH-lease people. Get a frickin clue.

Out of curiosity, has anyone totaled Bush’s deficits? ’00-08? From the chart, it looks like Bush’s totals are still less than Obama’s first, and I want to know how close they really are.

Personally, I’d love for them to reinstate “paygo.” The worst thing in the world is to allow Democrats to keep spending without the electorate feeling the pinch immediately. Of course, we’ll all feel the pinch eventually, but you have to get people to understand that all these programs are not free. Every tax hike that the Democrats impose is another straw on the backlash camel’s back.
That said, blaming this deficit on Bush is completely bogus. Obama and the Dems own it.
