Shocker: New Obama appointee has a tax problem

Barack Obama plans to make sure his administration finds everyone who’s not paying their taxes — and apparently hire them to work in government.  The latest appointment to make an emergency call to H&R Block is Capricia Marshall, who worked for Hillary Clinton’s Senate and presidential campaigns until now.  And while tax evader Tim Geithner’s appointment to run Treasury and the IRS still wins the irony competition, Marshall may come a close second:

President Obama’s choice as chief of protocol for the State Department, a position that carries the status of an ambassadorship, did not file tax returns for 2005 and 2006, errors she corrected last November.

The nominee, Capricia Penavic Marshall, has placed blame for the problem on the Postal Service and on miscommunication between her husband and their accountant.

No — please tell me she didn’t just blame the Post Office for losing her returns two years in a row.  Yes, she did:

In her written answers and in accounts she gave to government officials, Ms. Marshall has said the errors were unintentional. She has said that her husband failed to recognize that the couple’s accountant had included the tax returns for 2005 in a binder he provided with copies of the returns, and that the actual paperwork was never mailed.

The couple learned something was awry, Ms. Marshall has said, when the Internal Revenue Service notified them last fall that their 2006 return had never arrived. She wrote that an agent “advised us that there were a large number of tax returns misplaced by the D.C. post office for the 2006 tax year.”

That call led the couple to the discovery that the authorities had no record of their returns for 2005 and 2006. No late fees or penalties were assessed when they later submitted the returns.

Does the dog eat her homework, too?

It seems awfully convenient that the one post office that lost “a large number of tax returns” was the one that would handle returns for most federal officeholders and their staffs, too.  Isn’t it a little remarkable that the IRS didn’t penalize the Marshalls for late returns?  Those of us who don’t work on Hillary Clinton’s staff would not get treated so kindly.  Besides, If the DC post office lost “a large number of tax returns” in 2006, why did that let them off the hook for 2005?

Unless the Marshalls somehow managed to pull off the remarkable feat of getting exactly the right amount of tax withheld two years in a row, they would either have had to write a check to the IRS or get one back as a refund.  Does Marshall mean to tell us that these two successful people and their accountant never noticed that the check didn’t clear or that they didn’t get the refund?  How have they balanced their checkbook since 2005?  Of course, given the way this administration spends money, a balanced checkbook might be a disqualifier.

And what will Marshall do once she takes her job?

The protocol chief customarily helps plan events for visiting leaders and helps oversee protocol matters for the president and vice president abroad.

Well, she’s certainly proven adept at planning and process, hasn’t she?

No one doubts that the president who gave Region 1 DVDs to the British Prime Minister as an official gift and an iPod to the Queen with his own speeches preloaded needs a Chief of Protocol — and needs one very badly.  However, can this administration pick someone — anyone — who has paid their taxes properly?

I think you and others here are missing a big point. It’s not whether or not evasion was the intent but, rather, the lack of filing. The IRS doesn’t care that your mail never got to them. More importantly how do you “forget” to file taxes for 2005?

All in all, however, the slutty looking Jackie Kennedy wannabe doesn’t seem to be in the same catagory as Geithner or Daschle. Though prestigious, the job she has been nominated for is not a cabinet level position. It’s just more evidence that Obama has the most corrupt administration since U.S. Grant.

If you get too large a refund the IRS actually penalizes you for not withholding a large enough amount. You will hear from them—telling you to change your deductions status. This happened to us in the past. I’d take this whole “story” as sheer capriciousness…

Does her accountant know what E-filing is? This convenience has been in play for years – even before 2005. I would like to know how her taxes were filed in 2004 and if this argument could come into play.

How could the DC post office knowingly misplace a large number of tax returns? Filers in DC and MD send their returns to Andover MA and Virginians to Atlanta GA. No one in the area sends their returns to a DC address, so I fail to see how the DC post office(s) could delay a large amount of the returns to any one address. I call BS on that story.

This is what makes the American people so angry at politicians. There is one set of rules for them, they get away with murder, (literally), they have better insurance than we do, they get away with insider trading, they take bribes, they have special interest groups funneling money to them, they do not have to pay a penalty for not paying their taxes, when they retire- they use their jobs to set up lobbyist groups, they hide money in their freezers, they write stupid books where most of the time the publisher is only publishing the book so it can funnel money to them, they get sweet home purchasing deals, some end up owning Irish “cottages”, they get drunk and drive, they do drugs, they do interns, they cheat on their spouses, blah, blah, blah.

She might get away with this now, and the Dems maybe getting away with a lot in the criminal actions department, but I believe this is going to eventually wear on the public. Think about it, we have almost had daily reports of another Democrat breaking the law. IF we had a real Grand Old Party, we would be in the process of making some sweet ads come election time. But alas…

No. It’s not.

There’s no penalty for filing a late return unless you owe money. If they owe you, they’re perfectly happy to keep it til you file.

I dunno. For a couple of years back in the 70’s, the IRS Philadelphia office was ditching every return that didn’t contain a check. That was proven and heads rolled. I suppose it’s possible that the IRS and/or DC Post Office could do something similar.

In the interest of full disclosure and accuracy in reporting, we should note that you are not right with the above line, Ed. She didn’t fail to pay her taxes appropriately, she filed to file them appropriately. She (or her family) actually were owed a refund from the two years of $37,259. I don’t like Obama any more than most of us here, but we need to accurately report the facts, as we know them, otherwise we are as dishonest as the libs. It amazing this was left out, as the link to the story reporting this was in the headlines section of Hot Air.

Uh, folks, if the government owes you money as it did the Marshalls, instead of the other away around, late filing is NOT a big deal. The government, after all, is basically getting a free loan. Late filers who are owed refunds are basically screwing themselves, not the public.

Heh, if these people are so busy then they really need an accountant to handle the taxes. I have not mailed in a return for over 5 years. It is all handled electronically. And if all these Obamabots are so hip then you would think they would be out on the leading edge of everything? Well sorry to say they are not and these folks are just as stupid & corrupt as they come. I guess if you look at the leader then it all makes sense.

She is a non-filer. She did not owe any taxes. There is ordinarily no penalty for late filing if you were due a refund with the return. You can only claim a refund if you file the return within 3 years of the date the return was originally due, so she almost lost a boat load of money. Imagine being wealthy enough not to know you had not received $37,000!

Commentors in this thread are correct when they point out that the nominee did not fail to PAY on time. She (and her husband) failed to FILE on time.

But something’s funny here. They were entitled to refunds totaling over $37,000…but never noticed that they never got the refunds?

What, they didn’t know they were getting a refund?

And what’s with this “never mailed” or “lost in the mail” business? If you’re getting a substantial refund, why would you MAIL the return?

My wife & I run a small tax preparation & accounting business, and I am here to tell you that these days, anyone getting a refund of 37 DOLLARS–not $37,000–wants it electronically filed, because you get the money back so much faster.

This doesn’t make sense…unless these people are making so much money that they just overlooked $37,000 as “chump change.”

I can believe it, sort of, almost. The post office here has a long term loss average of 0.3% So the odds of them not delivering 2 tax returns in a row are about 1 in 100,000.

Photo date, Sept. 12th 1966 Capricia Marshall, was having a practical joke played on her AGAIN. She was told to stay home from the dance and wait for a call from Davy Jones of the Monkees. She continued through life as a very gullible girl/woman.

Non-filers are the lowest of the low in the spectrum of tax cheats.

I always mail my tax return (and all IRS correspondence) via Certified Mail, and make a notation on my calendar to be sure the signed receipt is returned.

How is it that a doctor is getting a $37K refund? I thought they were part of the filthy rich, existing only to be taxed out of existence?

Turbotax?

There are 2 versions, one for the great unwashed and one for liberal democrats.

On the “Great Unwashed” version, there is a line for adjusted gross income.

On the “Liberal” version, the line magically changes to “adjusted gross income exempt from reporting as taxable income. Move to line 48B”.

I just heard Supreme Court nominee Sonia Sotomayor say that in the Age of Empathy (not to be confused with the plays running on Broadway), Ms. Marshall would be best at deciding gift for minorities since she herself is a minority – all of which have not been disclosed at this time. Rev. Sharpton stated Ms. Marshall must be supported in her attempts to protest “the man” by withholding taxes, and the ACLU feels she has been unduly targeted because she was due a refund and have filed another FOIA request for the release of Club Gitmo documents showing undue touching of korans.

Why is everyone so up in arms over this? I’m quite sure you can find many people that worked for previous Democrat and Republican presidents that had a few Tax Problems. This just seems like another case of Manufactured Outrage to me to whip up more dislike and hate of our current President.

As to her not paying taxes, well that is just standard protocol when it comes to being a Democrat.
