California unemployment hits 11.4%; Update: CA bonds going to junk status?

As if Californians don’t have enough problems.  The Department of Labor reported this morning that California’s unemployment rate jumped to 11.4%, making it the nation’s fifth-worst state on that measure.  It continued an upward trajectory that began over a year ago:

California’s unemployment rate shot up to 11.5% in May, its highest level since current record-keeping began more than three decades ago.

That’s a substantial increase over a revised rate of 11.1% in April, the U.S. Department of Labor reported this morning. …

Only four states have higher unemployment rates than California: Michigan at 14.1%, Oregon at 12.4% and Rhode Island and South Carolina, tied at 12.1%.

The numbers will get worse this summer, as California works through a massive budget crisis that threatens to sink the state into bankruptcy.  Governor Arnold Schwarzenegger and the legislature must close a $25 billion deficit, and the voters have already rejected new taxes as a solution — not suprising, given their status as one of the most-taxed states in the nation.  Schwarzenegger wants extensive cuts instead, which will lay off thousands of state workers and add to the unemployment problem in the short term.  Expect this news to get worse all year long.

Given that, one might think that the players in Sacramento would be taking this seriously.  Apparently not:

Gov. Arnold Schwarzenegger, who has warned lawmakers they need to act boldly and make some tough budget choices, sent Senate President Pro Tem Darrell Steinberg a metal sculpture of bull testicles.

It was intended as a gag gift but Steinberg, a Sacramento Democrat, was not amused and returned the football-sized gift with a terse note about the seriousness of the ongoing negotiations. …

According to the sources, Schwarzenegger’s gift was in response to an earlier gag gift he had received from Steinberg: a package of mushrooms after the governor called Democrats’ budget proposals, which included tax increases, “hallucinatory.”

Maybe both of them should focus on fixing the budget rather than playing practical jokes.

Update: Moody’s warns California that a failure to produce a rational budget will result in a “multi-notch” downward rating on their debt:

California, struggling to close a $24.3 billion budget gap, faces the prospect of a “multi-notch” downgrade in its credit rating if the state’s legislature fails to act quickly to produce a budget, Moody’s Investors Service warned on Friday.

The ratings agency’s decision to place California’s general obligation debt on alert for such a dramatic possible downgrade stunned state officials. …

The state’s current A2 credit rating is Moody’s sixth-highest investment grade and makes California the lowest rated of the 50 states. The A2 rating is just five notches above speculative status and Moody’s raised the potential for the rating to tumble toward “junk” status. …

A downgrade could push California’s borrowing costs up at time when state officials expect to issue up to $9 billion in revenue anticipation notes as soon as possible after a budget agreement is reached — a deal whose timing is in doubt.

Moody’s said California’s leasing debt and other state-related debt are also on review, affecting a total of $72 billion of debt.

California bonds will reach junk status, which will match the state of their political class in Sacramento.  This state takes in more revenue per person than almost every other state and still manages to squander 20% more above that.  Moody’s has it diagnosed perfectly.

They need a 2/3 vote, but they could find a few RINOs to get it passed.

In December they tried to revoke all taxes…and replace them with fees…slightly higher fees of course…because the Constitution says nothing about a 2/3 majority to impose fees.

Conservativejack is right about McClintock, where so many other CA Republicans were wrong. The problem is they’re too petty to admit it. I think McClintock would smash any Democrat in the state.

High unemployment is just what Obama wants. A way to get back at all us “greedy Americans”.

People will have to rely on unemployment and other government benefits. And, when there are no jobs in the private sector, they will be asking the government for jobs. And when that happens, the “all merciful God” will then provide jobs. But, of course, the bulk of those jobs will go to those who have supported the Messiah, if not all. Could be his own way of “reparations”.

Speaking of unemployment numbers, why do we include government workers as employed?

Since the public sector exists as a drain on the private sector, it hardly seems very accurate to count public sector workers as employed when measuring the health of the economy.

To put it another way, imagine that the bureaucrats in CA got the tax increases they wanted and dramatically increased state employment levels. Would adding x% of the state’s workforce to the state/local governments really indicate an improvement in the state’s economy? Or just an extremely short term fudge of the state’s actual health?

11.4%? That’s nothing! Here in Oregon we’ve zoomed past 12% and our legislature’s answer is tons of new taxes, including on small business and a whole range of goods! Their approval rating is at 29%, yet they don’t have a clue!

In the Dallas-Fort Worth-Arlington submarket, the Texas unemployment rate hit 7.1 percent in May, which is up from 6.6 percent a month earlier and from 4.6 percent a year earlier.

At least we are not raising taxes….

The bill more than triples the small business franchise tax exemption from $300,000 to $1 million. Revisiting the business franchise tax was a priority the governor laid out before the 81st Legislature in his State of the State address.

“As a result of this legislation, roughly 40,000 small businesses across Texas will be able to hang onto more of their dollars and plow them back into their businesses in the form of new hires and new equipment,” said Gov. Perry. “There aren’t many states that could extend a tax cut to small businesses in these tough economic times – I am proud that Texas has.”

Here in Michigan, there are politicians that would kill for 11.4% unemployment. I’m not kidding. Give em a spear and let ‘em loose and they’ll do it. We’re at 14.1%, by the way, thanks to tax-and-spend liberals that have been running this state for the last 6 1/2 years. Well, at least we’re number 1 in something…

You need to grow a brain! Just because the Gov (arnold) has an “R” after his name doesn’t mean he has all the power, the the Dems in Cali’s state legislature hold the power and have been throwing road block in Arnold’s way since he took office!

In addition, I lived in No Cal most of my life and so I know first hand how the state works and the fact the liberal dems have held the power in the state for a very long time, read what I posted earlier:

It’s just goes to prove lefty politicians (especially in Cali) don’t know simple economics/math, e.g:

1 – Overtax businesses to fund endless and needless nanny-state giveaways will force businesses to move out thus reducing your tax revenue

2 – Over regulating businesses will force businesses to move out thus reducing your tax revenue

3 – Constantly increasing spending to support endless nanny-state programs for the unproductive increases the need for tax revenue

All of the above = 25 Billion dollar deficit!

The liberal dems that have controlled Cali for so long have lived by the above formula and we are now seeing the results of their handy work! For you to blame Arnold just because he has an “R” after his name just goes to prove how delusional, dishonest, and ignorant you truly are!

I crack up every time my friend in CA asks me if I’m moving back to CA. Hilarious.

And, he just told me his company, which was bought out about two years ago will be laying him off too.

The laughs are non-stop between the one-party insanity of CA + the impact of Obamanomics.

I thought the brass balls were a nice touch. The problem with California has always been a lack by the legislature in that regard. They play it safe.
They suck up to what ever whacked out special interest group chirps the loudest.
They partition voting districts so they’re never in fear of losing their job.
The story arc of propostion votes by the California public has been an ongoing effort to mitigate the majority set of dead end liberals who populate the legislature.
Let me run down a list for you
The Jarvis Gann initiative, allowing the public to veto new taxes.
The subsequent thumbs down on a plethora of new taxes (three or more proposed on each ballot since the passage of prop 13) – circumvented by increased license fees and fines.
The exclusion of illegal aliens from state welfare priviledges – overturned by court.
Term limits – partially circumvented by the creation and staffing of new deptments of government by termed out democratic legislatures. Karen Bass – in my opinion one of the most useless persons ever to hold an assembly seat – is but the latest, given a top position on the water board with a six figure salary instead of the termed out dump the public had hoped for. What she knows about water management??? Not a damn thing, but that’s the point. The Sierra Club couldn’t be more pleased.
Recall elections. – in a state run by ecolobby installed crooks you really can’t afford a crooked man wealding the veto pen.
Several amendments to fix the gerrymandering so we get competitive elections have lost due to lobbying by both sides of the aisle. In my opinion the greatest failure of the California GOP. They just can’t stand the thought of a Dem winning in San Diego, so they throw us all under the bus in trade for a perpetual 12 GOP seats in the assembly.

Arnold sending Bulls balls to Darrell Steinberg is pitch perfect because the man needed a set.
I encourage all Californian’s to send Darrell a set of bulls balls, because he sent the first pair back.

I gaurantee you, in spite of what Ed says, Darrell is a nutless wonder, who has never taken a stand for what is good for the entire state against what is popular with the tiny sliver of special interests. He is in desperate need of a symbolic head slap (ala General Patton) to restore his sense of shame.

Reading about California is like reading about Detroit

I met a guy recently being trained to repair windmills. I mentioned there aren’t and will not be a lot of windmills in SE Michigan (unreliable winds and high population density for windmill zoning). He said he knew that but unemployment was paying him to take the classes and he needed the money

Meanwhile a local county exec was talking about his county’s future. Although car companies are going bankrupt, he said over 50 Chinese manufacturers have offices in his county. (but do they have factories? – No) And he bragged that a Chinese company called Tempo is buying a chunk of Delphi parts operations (will the parts be made here? – not for long).

He said our state’s biggest asset was U of M, which attracts people for engineering training because of our auto connection. (How long if we lose our manufacturing?)

Another county exec has started a program to teach Mandarin to kids in his county because that is ‘the future’ (as if Chinese translators cannot be outsourced)

The Governor brags Michigan is transitioning from rust belt to ‘green belt’ and we are going to lead America in green technology, which IMHO aside from gov grants will employ about 500 people

The California initiative system has contributed mightily to the current financial crises and is a good example of why a pure democracy does not work. We cannot seem to keep ourselves from voting for every freaking multi-billion dollar bond measure that is placed on the ballot. That, plus all kinds of feel-good initiatives (all costing money or locking in expenditures for programs at certain levels), and you have a real financial mess with little wiggle room for reducing spending. As much as I would like to blame it all on the Democrats (and I am no fan of Arnold the politician, either), the voters of this state are every bit as culpable when it comes to creating the financial mess that we now find ourselves in.

Why not? DU and KOS was instrumental in getting Obama elected. They have passion, they have fire, they take no prisoners. They have organized, targeted action items to call politicians, campaign, petition etc. And they use some naughy language too.

Why do we have to play nice and not offend? That’s essentially what John McCain did. Obama was kicking, clawing, spitting, biting 24/7 and McCain was saying ‘no, no, we can’t act like that’. And look where it got him.

Politics is dirty business. Always has been. If you want to teach your kids about it, teach them reality, not some PG-13 version of it.

The Democrats have played this game for a long time. When the government jobs are all that’s left, the population is too stupid to figure out why. They will vote for the Dems and still never get a government job, because you have to know somebody. A friend of mine had an impeccable resume, good references, masters in criminal justice, PhD in mental health counseling, speaks fluent Spanish, top case worker in her office yet less qualified and competent men always got the promotion… she couldn’t even get replies to her inquiries. The only interview she got for the longest time was not the advertised job but being the prison warden in a maximum security prison, and she’s a single mother with an 8 YO son!

Frankly, I’d like to see us try to change the reality and become a better, more civilized PG and below society. Fighting tough doesn’t have to mean fighting crudely and with vulgarity. We need to teach them to fight smart, not dirty. Reagan didn’t resort to it; Sarah doesn’t resort to it; Rush, Glenn etc…don’t resort to it, yet they fight tooth and nail. Why can’t we do so? I’ve said it before, but I’ll say it again. I don’t want to win if it means I’m still in an immoral, vulgar society, because that isn’t winning to me.

Someone above said for the liberals in CA to stay out of Texas. Well, we don’t want them here in Tennessee either. It’s bad enough that we have to constantly be on the offense against a State Income Tax, as it is.

If the California Tax Credit for New Home Purchase is any indication, Californians have quite an appetite for tax cuts. From the State of California Franchise Tax Board:

[...]

This tax credit is available for qualified buyers who on or after March 1, 2009, and before March 1, 2010, purchase a qualified principal residence that has never been occupied. The buyer must reside in the new home for a minimum of two years immediately following the purchase date.

[...]

California allocated $100,000,000 for this tax credit. Buyers must apply for credit allocation from us. We will review applications and allocate credit on a first-come, first-served basis. Once $100,000,000 has been allocated, the tax credit will no longer be available. We began issuing certificates of credit allocation on May 1, 2009.

Applications for New Home Credit received through 06/17/09:

Total Applications received: 9,848
Total Credit claimed: $ 94,735,430

[...]

California allows qualified new home buyers a total tax credit amount equal to either five percent of the purchase price or $10,000, whichever is less. Taxpayers must apply the total tax credit in equal amounts over three successive taxable years (maximum of $3,333 per year) beginning with the taxable year (2009 or 2010) in which the new home is purchased.

The credit is almost gone after 3 – 1/2 months. That was quick.
