Video: Oh look, another viral video involving police and tasers

posted at 6:44 pm on June 17, 2009 by Allahpundit

So prized are new additions to this niche online that you’ll actually hear the cameraman squeal about how he can’t wait to upload the footage to YouTube. The question: What’s a cop, or team of cops, to do when they can’t force a drunk’s arms behind his back? One tasing doesn’t do it, a second tasing doesn’t do it, and then, around 40 seconds in, the fists start to fly.

Mick Taylor, chairman of Nottinghamshire Police Federation, said he recognised some members of the public would be shocked by the footage.

But he added: ‘They aren’t privy to what training we have in such situations. What the taser is used for is preventing long struggles.

‘You give an instruction. If they fail to comply you discharge the taser. If that doesn’t have the desired effect it’s normal practice to discharge it again.

‘With regards to the punches, they seem to be in the area of the shoulder. When you’re not getting compliance you apply pressure to certain parts of the body.’

Exit question for our cop readers: Aside from cases of self-defense, is it ever appropriate to punch a suspect? Even if we give the office here the benefit of the doubt and assume he was punching him in the shoulder to get his arm to relax, is that proper? If not, what’s the alternative — call for backup and wait for a whole new squad of guys to arrive and have eight men on his arm? Content warning.

Again, the jury either found that he did exercise caution or if he didn’t, it did not rise to the level of criminal negligence.

How many of you have ever studied Martial Arts or engaged in a combat sport like wrestling?

Any wrestler can tell you it’s not easy getting a resisting person’s arm behind their back if they don’t want it there.

I’ve studied various martial arts from Tae Kwon Do, Ju-jitsu (both Brazilian and Japanese), Aikido and Hapkido and I can tell you somebody with even a little training on how to resist can give an officer all they can handle.

I’m constantly amazed at people who watch a police struggle unsuccessfully with a single suspect and laugh about how hard it is for the lone cop to get control.

Yeah, well you try it sometime, see how easy it is.

A very determined subject can give 2 or 3 officers or more successful, prolonged resistance. It happens all the time. And of course people who don’t understand the first thing about police work will watch this go “They should have had that guy down and cuffed in about 5 seconds. What’s the problem?”

Sure they could. They could shoot you, pull their flashlights out and smash you on the head with it, etc. etc.

They have escalation of force procedures to follow though, and sometimes they will try several times with lower types of force to see if they can get it to work.

And all the audience will see is – ‘It’s not working’. They’ll try 3 or 4 times, then move on to the next procedure and try that several times.

The premise of the original post seems to be they resorted to the taser unneccesarily. That’s not the case.

I’m sick and tired of hearing people that have never tried it talk about how ‘easy’ it is to wrestle a fiercely resisting person’s hands behind their back and cuff them who have never tried that even once in their lives.

It’s not as easy as you are trying to make it sound.

The jury heard all the evidence and saw the demeanor of the witnesses when they testified. They were instructed on the law. I defer to the jury.

Looks good to me. Failure to comply, resistance, tazer, passive resistance (holding arms and hands close to body), more Tazer and more officers to gain control. Nothing to see here, move on.

When a perp is resisting, all bets are off, you do what
you have to do to get compliance. Best not to punch because it
looks bad to civilians, that’s why MMA style training is so popular with LEO’s, you want to have short tight movements when involved, not looping overhand punches. Bottom line what really matters is the word justification, but won’t go much into that. Membership has its privileges.

Great point and spot on. You never know what someone is capable of, or if this individual had warrants and was looking at 15 years when they get him in, what if he
was a parole violator and is heading to hard time, seen
it before, people fight, and fight hard to avoid going back. Drugs too give people super human resistance to

Upstater85 on June 17, 2009 at 11:14 PM

If anything they were too timid about getting him under control and ending the show. Cuff ‘em, stuff ‘em, and quit giving the other drunks something to watch. As it was they hung around too long and attracted a crowd to the blue light disco.

The suspect clearly met the elements of resisting arrest in my jurisdiction. His arm movements were intentional to disrupt the officers’ attempts at control, including rolling up with his hands under his body. There were also a couple of kicks at the officers. The use of a strike to one of the large bundles of nerves in his arms in order to gain control is legit.

Yelling “Taser, Taser, Taser!” prior to pulling the trigger is taught as part of the Taser training program. The main reason is to warn off other officers so they don’t catch a probe. Speaking of which, it appeared obvious to me that one of the probes must have broken off during the time between the first and second Taser deployment. If that happens, you’re geting a sharp jolt and some pain, but not the motor disruption.

Again, as with many of these videos, my experienced eye sees a lot of things that the peanut gallery missed. What turns a lot of these videos into an Internet sensation is the officer’s failure to control the situation quickly at the beginning. This video is a prime example of that. It should have been over and done with in 35 seconds.

The reason is that the officers’ response was too tentative. Despite the cries of police brutality from the ignorant jackasses in the crowd (and in this thread) the cops really didn’t want to hurt the guy and they let that concern put themselves at risk when they let the crowd get so close to their scene. That scene could have turned really ugly as the crowd grew. If the other patrol cars hadn’t come screaming up when they did, it might have gotten bad fast.

Here’s the thing, AP: I don’t know if you’ve got a chip on your shoulder when it comes to cops or not. I don’t see your posts, including this one, as being blatent cop bashing, at least not as I understand it on Glocktalk.com or AR15.com.

The main problem I see is that when you post these things, it brings a lot of the nuts out in the comments section. I’m glad you find it entertaining and think it’s worth it for your viewer count or whatever, but it’s kind of run it’s course. A video will be posted. Outrage will be expressed by all the ignorati who’ve never had to deal with a drunk, unreasonable, or mentally disturbed person. A couple of cops will explain why things happened the way that they did and then they’ll be subjected to abuse and called Fascists and everything else.

My other problem is at this point in this ongoing series of use of force videos is that you seem to be perfectly willing to remain intentionally ignorant when it comes to police procedures. You’ve posted so many of these things and gotten so much feedback on the ins and outs of use of force (provided you bother to read all of the thread replys and don’t just light a fire and walk away after the first couple of pages) that you ought to be getting halfway decent at recognizing legitimate use of force and wouldn’t post something as lame as this video and then end it with the question of whether or not the police can strike somebody absent self- defense. The answer, btw, is “Absolutely they can.”

If you haven’t bothered to at least educate yourself a little on the principles of the use of force by doing a few Google searches on the issue, then it does look like you’re just getting some passive- aggressive licks in on the cops by starting a fire and leaving it to burn in the comments. I’ll leave the appropriate “beta male” comments to you.

You’ve posted so many of these things that you’ve put yourself in the position of being a public “police critic” whether or not you want the title. Fine. Police deserve to be criticized as much as any other group of folks. But if your going to do it, at least do your readers and the men and women you intend to criticize the due diligence of learning what the hell you’re talking about. get out of the house and take a “Citizen’s Police Academy” course with your local PD. Do a ride along or two. At least do the Google searches.

Barring that, you could at least throw in a “good police work” story and/ or video every once in a while. For balance.

Upstater85 on June 17, 2009 at 11:23 PM

The problem lies in the fact that, as any person on this site is aware, Palin does not exactly get a dearth of positive articles written about her outside of conservative publications. It’s not exactly easy to comment on positive Palin pieces when they’re nowhere to be found. However, when one decides to debate the merits of what does exist, some people seem to think that if the commentary isn’t searing, fire-breathing rebuke of the author of the article, that it’s outright agreement. Palin took a lot of heat, and a lot of people are justifiably sore about it, and the fact that it continues. However, they’ve become so polarized on the issue that they won’t allow for anything except for Palin-love. It’s a little too familiar to the attitude some paid to our current dunce-in-chief, which is a shame, since she’s nothing like him.

Good points. It happens in the Green Rooms, but people here could try writing more positives…

Pointing it out is part of the debate. Running over to Twitter to chirp about people pointing it out isn’t. It’s cheap and cowardly.

TheBigOldDog on June 17, 2009 at 11:31 PM

Yeah, I don’t know if I’d twitter about those you are frustrated with. It’s somewhat passive agressive, but isn’t this part of AP’s (current) flawed personality? Heck, I’m sure you guys could point out many flaws from my posts… I guess, for the moment, I’m not going to get too bothered by it -especially since the stuff I saw on twitter was a little inflammatory (on the part of the scorned one).

I think you and Blake should get together and have a drink, and trade stories of people you “beat down” on the internet with your tough-guy attitudes. You can compare index fingers to see whose was stronger from banging on your keyboards with rage-filled might.

Ahmadi-Nezhad has left the country, for one thing. He’s gone off to meet with some of his Russian friends. Why? Who knows? Maybe he’s looking at rental properties. But no doubt the Iranians have been talking to the Russians and the Chinese about, uh, “crowd control.”

TheBigOldDog on June 18, 2009 at 12:02 AM

The regime is massing two Revolutionary Guards divisions for an assault on the dissidents–something like twenty thousand soldiers from outside Tehran–and the Mousavi people don’t want to give them time to organize and prepare their attacks.

Loxodonta on June 18, 2009 at 12:05 AM

I don’t remember who called me a troll or why. I assume it was a new commenter from this last registration, or I would hope they’d recognize my screen name. I waste enough freakin’ time here that I’d think I have at least earned enough recognition by now not to be called a troll.

Though MadCon is right that the conservopuritanism has gotten so out of hand here lately that all I would have had to do was disagree on one issue and someone would have thrown me out of the Incredible Shrinking Conservative Tent.

Do me a favor will you Freddy, take the time to actually come up with a good shot. Don’t rush it. Think about it for a while. Type it out an read it a few times to make sure it is good before you hut submit. Otherwise, you’re just wasting everybody’s time. I dunno, buy a insult book or something. Even steal some from another site. Whatever it takes okay? Thanks Buddy! Have a good night. Man, I was born way past the 60′s… Don’t really know much about the rain.

I figure there’s going to be some trolling… and maybe some troll calling when someone doesn’t understand someones humor… I’ve also noticed that some of the oldies are coming back strong. It’s like they took some time off and then decided to revisit. I think it’s fun when a newbie will refer to an oldie as a newbie.

I got called a troll this week, and believe I handled so as not to scare the newbie away. And then, I’ve seen several arguments oldies, like grumpiness is intense. And then, the troll completed their training up in headlines and descended en masse into the blog. A lot of it was quite nasty.

Sorry for old-timer reference. Here you go:

It was setting in the day after the election. I’d say it peaked around December, when it really began to hit people that our cute little liberal Republican had lost. Many just got over it and waited in vain to see if maybe he wouldn’t screw things up as painfully as he has. Others embraced the chance to act like the people they hated for the last eight years.

Open registration recently didn’t help either.
