Crazy Nancy’s car-sales bonanza!

Now that the Obama administration has sunk tens of billions of dollars into two of the Big Three American automakers, Democrats have belatedly noticed that car sales are off.  How can Congress bolster consumer enthusiasm for upcoming “green cars” that will roll off of the lines at Government Motors?  Crazy Nancy wants to offer some big rebates for trade-ins:

With auto sales in the doldrums, the House was considering a plan Tuesday to provide vouchers of up to $4,500 for consumers who turn in their gas-guzzling cars and trucks for more fuel-efficient vehicles. …

Separately, House and Senate appropriators were discussing providing $1 billion to a supplemental war funding bill for the “cash for clunkers” program, which aims to generate about 1 million new auto sales. Since the yearlong vehicle program is expected to cost $4 billion, lawmakers would attempt to find the additional money later this year.

Under the House bill, car owners could get a voucher worth $3,500 if they traded in a vehicle getting 18 miles per gallon or less for one getting at least 22 miles per gallon. The value of the voucher would grow to $4,500 if the mileage of the new car is 10 mpg higher than the old vehicle. The miles per gallon figures are listed on the window sticker.

Autoblog reports that it passed the House already, and notes the conditions:

Although politicians and pundits are sure to weigh-in on the merits of the bill, the specifics appear clear: if your car gets 18 mpg or less and you trade in for a new vehicle the achieves at least 22 mpg, you receive a $3,500 voucher, or $4,500 if the mileage of the new vehicle is 10 mpg higher than your previous heap. SUV, pickup truck and minivan buyers are eligible for a $3,500 voucher if their vehicle gets at least two mpg higher than their trade-in and $4,500 if the vehicle gets five mpg more than their older model. The vehicle has to have been insured for the last year and there is no trade-in value beyond the voucher. The program is also available for leases. Dealers are required to provide proof that the vehicle (1984 MY or later) has been crushed or shredded, and the government estimates that around 25 million vehicles are eligible.

Congress would have to allocate $112 billion in order to fund the rebates for all 25 million cars.  That’s more than the combined TARP funds that have already gone to the two automakers.  Maybe this would have been a better way to spend the money in the first place, because after around $60 billion, we still have two bankrupt car companies with all the same structural problems as before.

Note, too, that the rebate replaces the trade-in value of your supposed “clunker”.  If you have a car still worth $4000 in resale value, the rebate deal gains you nothing at all.  For vehicles with better value, you’d take a loss, as well as assuming more debt in a financial environment where debt has been a major problem for consumers.

All this proves is that Crazy Nancy and her colleagues should have stayed out of the auto industry from the beginning.

Hmm… so I’ve got a ’96 FireBird with 196,000 miles on it… it gets 18 city 24 highway (in theory) and is currently worth around $2000.

Do I get $4500 if I buy a Prius with it, or just $2000? Do we count city MPG or Highway MPG?

We should promote this. Trade in you GM/Chevy Trucks for a Honda or Mazda. I bet you can find a lot of “former” GM and Chrysler dealerships that can help with this.
It sends two messages – we don’t want cars made by the government and we support those individuals that got the shaft by this Administration.

Exactly. In order for the owner to net $4,000 the existing car must be worth $500. This will raise the cost of said “clunkers” not traded in as the government just put a floor price on them.

One of my cars is a clunker, and qualifies. I wasn’t going to replace it when it dies, but now I will find someone who needs a new car but doesn’t have a clunker to trade-in, and I will sell mine to that person for, lets say half the value of the rebate.

I see a rush on people buying clunkers for next to nothing just to go and get the voucher. Then, as mentioned, people who can’t afford to pay their bills anyway, will be driving around in cars that they can’t afford. When the cars are repoed, ACORN can fight and say that its a human right to own a car. Meanwhile, all these repos can be sold at the old Chrysler and GM dealers who were forced out.

There was a headline thread a couple of weeks ago about cars, and I think I said then that the government would find ways to get our older, larger, better-made, safer cars off the road. First, they’ll pay us to turn them in. Then they’ll start to charge us extra fees to keep them. Until most average folks simply won’t be able to afford to drive anything but an Obamamobile tuna can.

Good point. What about the teenagers whose first car is typically in this range? My daughter’s car was $750. If she had to pony up an additional $1000 she’d be walking.

And what about those who cannot afford new cars? Would they not be priced out of the lower end of the market? Is this not a regressive program?

And will the dealers be on an honor system regarding the crushing of the old cars? How will the records be reviewed showing the old cars were npt sold for parts or resold off lot? Will this increase dealer recordkeeoping? Given the estimate of 1,000,000 would a government task force be required to ensure thet were actually crhshed?

Trade in current 18mpg car for 22mpg car and I get $3,500. I wonder how many years of gas savings are required to offset that voucher?

Assume 15,000 miles driven per year
Currently require 833 gallons with my ‘gas guzzler’

My new GOVERNMENT MOTORS car will only require 681 gallons! Wow, I am sooooo green!

So I save $378.79 per year in gas if I pay $2.50/gal, and it will only take 9.24 years to offset that government voucher, or in other words, in the year 2019, my gas savings from a 4mpg more efficient car will equal what the federal government used to incentivize my behavior.

I dropped my kid off at the pool the other day and it was packed with families and kids. There had to be 30 vehicles in the parking lot. Every single one of them was an S.U.V. or minivan.

I can also report from my diverse neighborhood that most of the people whose cars sport Obama stickers are not driving around in little tin cans.

The idea of Obama is far more attractive than the reality.

What a crazy fantasy that paying people to destroy old cars and buy new ones instead is somehow beneficial to either the economy or the environment! Prosperity is built on efficiency, not wasted resources.
