CA Democrats solution: Spend money they don’t have

California faces a $23 billion deficit that could put the state in default by this summer. Governor Arnold Schwarzenegger has belatedly discovered that Californians don’t want the state to hike taxes yet again, but wants the state to cut its spending, and to his credit, he’s trying to do just that. California Democrats have a different idea — raiding reserves that don’t exist to keep spending money the state doesn’t have:
With California rapidly running out of money, Senate Democrats cut to the chase Tuesday, saying they will not accept decimating the state’s safety net and unveiling the skeleton of their own budget-balancing proposal.
Senate President Pro Tem Darrell Steinberg pushed for raiding much of the state’s proposed $4.5 billion budget reserve next year to bankroll key health, welfare and college aid programs.
“The purpose of a rainy-day fund is to provide funds for a rainy day,” he said. “It’s thunder and lightning in California right now.”
The only fly in this ointment is that the ointment doesn’t exist. The reserves are a projected surplus, said projection provided by the same folks that predicted the winter’s tax hike would prevent the current budget crisis. The budget puts that much aside for next year, but that assumes that revenues will match projections, and California’s in its current mess because it couldn’t predict revenues properly. Even if it existed, though, California uses its reserves to fight wildfires and respond to other routine natural disasters.
Schwarzenegger, who has aligned himself with the Democrats for the last few years, scoffed at the notion that raiding the reserves would help:
The governor said it is “wishful thinking” or “hallucinatory” to believe that the state’s proposed $4.5 billion reserve fund next year is ripe for raiding by lawmakers.
This demonstrates to Californians that their political class lacks the will and fortitude necessary to make tough decisions. That includes Schwarzenegger, who inexplicably took off the table almost $5 billion in state services to people in the country illegally:
He said the cost of services to illegal immigrants, which has been estimated at $4 billion to $5 billion annually, is a “small percentage” of the deficit California faces.
“Yes, it is something that ought to be dealt with, but the fact of the matter is, I think it’s an easy scapegoat for people to point the finger and say, ‘Our budget is out of whack because of illegal immigrants.’ “
No, it’s out of whack because of California’s legislature and executive, but now they need to start cutting services. Is 20% a “small percentage”? Shouldn’t the people who live in California legally get a higher priority than those who live there illegally? Schwarzenegger offered this weird response:
“You know something, as far as I’m concerned, I’m happy that they can get the services,” he said Friday. “Because I would like to have the services if I’m somewhere in another country … if I have an accident with a motorcycle and I go to an emergency room, I don’t want someone to say, is he here legally?”
Step One: Travel legally. Step Two: Keep your passport with you at all times. Step Three: If you decide to live abroad, make sure you comply with the law in the country in which you will live. It’s really not that difficult, Arnold — and you should know, because you did it yourself.
Californians should take this lesson from the debacle: the political class they have now in Sacramento will never solve the problem, because they’re more interested in pandering to narrow constituencies than in what’s best for California. They’re drowning in red ink, and the response has been to pour more red ink into the pool.

Welcome to the end game of special interest gov. The federal and state gov has been ruled for the last 60 years by special interest. Those that had the time to bribe congress and government officials while the majority of citizens had to go to work or attend to other important daily life duties.
It was the fox raiding the hen house for 40 years that got CA and the USA in this mess. The end result of course any 5th grader understands. When you place the fox in charge of guarding the hen house sooner or later there will be no hens. We are at that stage now.

The politicians here in CA are either stupid about economics or are so crass that they don’t care about the people here. The more they raise taxes, the more jobs go to other states and the less revenue they have. Try being business-friendly and see unemployment go down and tax revenue go up.
I think the only way the state can avoid bankruptcy is to raid the public employees pension funds. There is around $300 billion in PERS and STRS (public employees and teachers) funds. Those employed by the state should be willing to give back some of that money to keep the state from failing.
gh, there are no state reserves. The state is going to run out of cash in a month or so. The only “money” there is in this state is in the pension funds, which are underfunded, but still have billions.

The one area that California Leftists (as also nationwide, Leftists) never discuss, nor consider, is reducing costs by reducing people on the public dollar (and all those benefits they receive).
The salaries alone in Los Angeles County, especially, and also statewide, in CA continue to grow way beyond reasonable compensation, and, the numbers of those receiving those salaries grows along with the salaries.
They will talk about “reducing programs” though because it doesn’t impact the mostly Democrat employees paid via those programs whose salaries and numbers somehow never get reduced.
They’ll discuss eliminating helps to needy citizens but never discuss eliminating services and billions of dollars spent on illegal aliens (who should not be receiving taxpayer-funded services anyway but nearly all of them are in one area or another).
It never makes sense, the Left never makes economic sense other than it knows how to fund the Democratic Party and keep the loop closed that circles around unions and the DNC and all those government employees.

The CA Dems need to stop the “Reckless Spending”
In addition, CA needs to cut its expenses by eliminating redundancy, Cut Salaries: Some salaries as much as 40%, deny any support for Illegal Immigrants: Send the Illegal Immigrant Criminals back to Mexico, Renegotiate ALL contacts with SEIU to reduce the burden obligated by the state, Reduce prison costs by errecting tent camps in the desert.
CA Taxpayers already pay more than their fair share in taxes.

I’d like to have a pension that ends up paying me more when I retire then when I worked. Now the state is insolvent – coincidence?
The reason California is in the trouble they are in is because the libs have yet to find a cause they are not willing to give government money to. But not every issue, however valid, should be funded by the government; there are charities, churches that make great contributions.
The conservative view is to by default fund nothing until it is proven essential, while the liberals fund everything. Then you start creating rights: like right to a home, right to healthcare and you can never have enough money. It sucks the money out of the economy by making it better to not work or work for the government than run a business and be taxed to death.
Good riddance California and good riddance Arnold.

The problem with the Governor’s analogy is that under federal law, California would likely not be able to deny an illegal alien in a motorcycle accident medical care. Assuming the accident is serious, as the Governor implies, it would likely be considered an “emergency medical condition” because it places his health in serious jeopardy. Federal law prohibits a state from restricting such services.
I assume the $5 billion in benefits to which he is referring involve, in-state tuition, welfare, unemployment, etc. for illegal aliens, in addition to emergency services. Those services can be denied to illegal aliens. That being said, I’m sure the state citizens would rather the Governor cut those services from illegal aliens rather than cut public safety, education, etc. from the US citizens in the state. Additionally, if you cut the benefits from illegal aliens, less will be present in California to get into motorcycle accidents necessitating emergency services.
Caveat: I have not seen the projections for what he is citing for illegal alien benefits. I’m simply basing this on what I can gather from the article.

In the real world, the CC companies cut up card and take you to court for repayment after you default. In Lib la-la land, you just keep spending because no one is going to take you to court and your credit card is essentially your majority in congress.
Yet they are too stupid to see it. If you have to cut non-essential things, it’s just the way it is. You just have to do it. Maybe later, when things are balanced again and there is a budget surplus, you can start spending on non-essential things but until then, bite the bullet.

What an utter load of crap this is. The County of Los Angeles alone has been over ONE BILLION a year on illegals for several years now (per the country supervisor, Mike Antonivich). And that figure does not include the cost of educating their children or incarcerating their criminals.
Fine, Arnie. Treat them for accidents, just prior to putting them on the bus back home. But, let’s stop paying for their prenatal costs, their delivery costs, their unconscionably high costs of everyday maladies because they go to the ER for everything, knowing that they can’t legally be turned away, multiple organ transplants (yes, that really happens!). And, as long as the illegals are receiving the best car, we won’t worry about the closure of a large percentage of California’s emergency rooms and trauma centers, which has already happened, so the actual tax payers don’t have the proper care available to them when they need it.

A man tells his wife that they have to pay off their debt and tighten up their finances, so they will have to go on a strict budget, no extra expenses, etc. That was in the morning. In the evenining he comes home with a 100K car saying ” but I need this car, so it wasn’t included in our pay as you go plan…” Would any spouse let him get away with it?

In December 2008 these clowns tried to pass unconstitutional “tax” hikes by replacing every “tax” with a “fee”. You wouldn’t pay a tax on income, you’d pay a “fee”–an indexed “fee” that was slightly higher than the old “tax”. State constitution requires 2/3 majority approve a “tax” hike, any majority can raise “fees”.
I expect to see a tax on imports from out of state–they did that for about 20 years until the US Supreme Court slapped them down…and later, eminent domain takings paid with IOUs. That’ll be good for a few months.

There is no reserve. If there were, California would not be out of funds to pay bills beginning on July 1. The reserve is anticipated, not real. In a state of fires, earthquakes and other hazards wouldn’t such a reserve be better retained for future surprises. This whole thing is madness (and maddening). Shame on them all.

Yikes! The state owes me about 10k. It takes about 6 weeks to get paid after you submit a bill. I better get it done quick. I don’t mind getting paid late so much as not getting paid at all. Last year they issued IOUs for a while. This time, I’m not so sure that the state will make good on any IOUs they issue.

Yeah, I really don’t understand why our government is so willing to shoot us in the foot and pay billions if not trillions to turd world countries for these phony climate schemes.
The economy is seriously hurting and they make it worse.

Yeah, both have significant experience in running fun parks for men, although perhaps with subtle differences.

I had such high hopes for Arnold but I always knew that the danger of the Kennedy’s lurked behind the scenes.
His response concerning illegals and motorcycle accidents was perfect.
Now everyone can see how screwed we are here in California.
