Czar Watch: The Pay Czar

That line from Fiddler on the Roof applies more and more to the Obama administration. The White House has announced yet another czar to exert power without Congressional oversight, and this one should get everyone’s attention. Kenneth Feinberg will enforce administration policy on executive compensation for TARP recipients:
The Obama administration plans to appoint a “Special Master for Compensation” to ensure that companies receiving federal bailout funds are abiding by executive-pay guidelines, according to people familiar with the matter.
The administration is expected to name Kenneth Feinberg, who oversaw the federal government’s compensation fund for victims of the Sept. 11, 2001, terrorist attacks, to act as a pay czar for the Treasury Department, these people said.
Mr. Feinberg’s appointment could be announced as early as next week, when the administration is expected to release executive-compensation guidelines for firms receiving aid from the $700 billion Troubled Asset Relief Program. Those companies, which include banks, insurers and auto makers, are subject to a host of compensation restrictions imposed by the Bush and Obama administrations and by Congress.
Wall Street has been anxiously awaiting more details on how the rules will be applied. “The law is confusing and a bit ambiguous, and so we’re looking for certainty as to how to structure pay incentives,” said Scott Talbott, senior vice president of government affairs for the Financial Services Roundtable, a trade association.
And how will Feinberg’s power be defined? As broadly as possible:
Mr. Feinberg will report to Treasury Secretary Timothy Geithner, but he is expected to have wide discretion on how the rules should be interpreted. Firms likely won’t be able to appeal decisions that Mr. Feinberg makes to Mr. Geithner, according to people familiar with the matter.
No right to appeal? Pick any other area of law enforcement where defendants have no right to appeal, let alone get a fair hearing of their grievances. The IRS allows appeals, for instance. Hell, even the detainees at Guantanamo Bay have the right to appeal decisions by military tribunals to the federal appellate court. The appointment of czars means an unconstitutional application of power almost by definition, as the positions deliberately bypass Congressional oversight, and now apparently the judiciary as well.
This demonstrates why I’ve been warning about the czar culture at the White House. It puts power into the hands of one man, Barack Obama, and eliminates any accountability for his actions. In order for Congress to stop the actions of any czar, they would have to impeach Obama first, a highly unlikely scenario while Democrats control Congress, and hope that Joe Biden would get the message. Otherwise, the branch that represents the people have no control over the law-enforcement actions of their government, and the courts would have no clear entry point to check executive power.
We’re now getting a czar a day. How many days until Congress figures out that they’ve been stripped of their power?

I see the beleaguered Gordon Brown has now followed the Obama path and introduced to British government the concept of “czars” – or, as he spells it (presumably to avoid confusion at the first G7 czar summit) “tsars”. Mr Brown has made Alan Sugar Britain’s “Enterprise Tsar” – or, as Jonah would say, the head of the Tsar Ship Enterprise.

Ogabe also needs people to do his mental labor for him, he doesn’t have a clue how to do anything so he creates these czars to do the intellectual heavy lifting.

I personally think that best-selling authors have received an unearned windfall from their books, and should be strictly limited in their compensation. The same goes for people who get paid salaries over $300,000 a year from nonprofit organizations after their husbands are elected to the United States Senate.

I sold one of my best hunting rifles a little over a year ago, a 300 Win.Mag, stainless, composite stock etc..etc… because I hadn’t been Elk hunting in a few years, and didn’t see going any time soon.
My bride asked if I was planning on buying a new one any time soon.

What makes you think the liberal side of Congress (the majority) is not only fully aware of this, but that they condone it? Heck. Maybe it’s what they want. Maybe they don’t want their full plates to get any fuller, or they’ve got bigger fish to fry, and they’re just a-okay with this for that simple reason.
Maybe someone should ask Congress to explain it!

It’s pretty simple. The filthy liar in the White House is practicing the typical Chicago style politics which involves unelected thugs doing the dirty work, laundering the graft, and willing to take the fall if the corruption comes to light. Obama needs so many czars because his administration is so riddled with corruption that he needs to ensure there is a ready supply of “Webb Hubble” type people in the middle circle of his gang so that he will be in the politically awkward situation of not having a scapegoat at hand.

The Great Muslim Obama is simply transferring standard Taliban operating procedure to the U.S. and using it to his advantage. He’s simply given the title of “Cleric” a new name (Czar), but the job description and effectiveness is still the same.
Trust me. You’ll all be doing exactly what he wants in a few years. If not, you’ll be visited by some of his “youth volunteers.”

While the last several administrations have utilized czars to oversee and control various issues, there has never been quite as many czars appointed in such a brief time (try FOUR MONTHS.) Obama has 21 czars….21 unaccountable positions. This is the definition of a PARAGOVERNMENT. He has gone under the radar and is dismantling our system of governance and separation of powers without an outcry from anyone. What would you expect from STATE RUN MEDIA anyway? Which leads me to believe that Obama has finally worked out a plan to balance the budget, appoint enough czars to eliminate the need for a congress all together!
That, and a massive tax increase.

“Czars” are a two-fer for Hope-a-Dope:
1. They do a lot of the decision-making that he’d otherwise have to do, thereby freeing him to do what he wants to do most: Play.
2. They’re not accountable to anyone but him, so when he makes his move to become America’s Robert Mugabe, he’ll have the apparatus in place so that even the donks in Congress won’t have anything to say about it.
That, and a small talent for reading from a teleprompter, are what passes for “political genius” today.

Larry Summers has an official title but he is for all intents and purposes the Economy Czar. Samantha Power is some kind of czar as well.

3. They don’t have to be confirmed by the Senate or submit to any Congresional oversight hearings or even respond to official Congressional correspondence.
4. The White House can claim executive privelege over their memoranda and meetings and other communications.
5. Their policy decisions and resulting Executive Orders are not subject to the public notice and comment requirements under the Administratve Procedures Act.
There is a big ass lawsuit here ripe for the filing by Judicial Watch or somebody with some cojones.
