White House: We’ll cut off criticism of Porkulus

posted at 9:55 am on May 30, 2009 by Ed Morrissey

Mark Tapscott notices an interesting blog post by Norman Eisen, who works for Barack Obama as Special Counsel to the President on Ethics and Government Reform.  Anticipating a deluge of criticism over the thus-far ineffectual spending plan, Eisen has a straightforward plan to deal with criticism.  He’ll simply use the power of the federal government to silence it.  Problem solved!

“First, we will expand the restriction on oral communications to cover all persons, not just federally registered lobbyists. For the first time, we will reach contacts not only by registered lobbyists but also by unregistered ones, as well as anyone else exerting influence on the process. We concluded this was necessary under the unique circumstances of the stimulus program. [emphasis mine -- Ed]

“Second, we will focus the restriction on oral communications to target the scenario where concerns about merit-based decision-making are greatest –after competitive grant applications are submitted and before awards are made. Once such applications are on file, the competition should be strictly on the merits. To that end, comments (unless initiated by an agency official) must be in writing and will be posted on the Internet for every American to see.

“Third, we will continue to require immediate internet disclosure of all other communications with registered lobbyists. If registered lobbyists have conversations or meetings before an application is filed, a form must be completed and posted to each agency’s website documenting the contact.”

Silencing dissent and criticism is “necessary under the unique circumstances of the stimulus program”?  Gee, what “unique circumstances” might those be?  Perhaps the fact that it costs more than the Moon shot, and has yet to halt the economic skid.  Maybe it’s the fact that most of the stimulus package doesn’t actually stimulate anything except doctrinaire liberal dreams and the pens that check off the items from the Democratic wish list.

Remember when the Left took to the streets to declare dissent “patriotic” during wartime?  I didn’t have a problem with dissent then, but apparently the Left has a curious definition of “patriotism”.  Now, suddenly, the federal government can silence their critics at will, not to protect critical national-security programs or keep from undermining a war effort, but to protect a Democratic president intent on seizing control of private industry across a wide swath of the nation.  Suddenly, that kind of dissent threatens America.

Can the Obama administration get away with this?  I doubt it; I’m sure this is just a misunderstanding.  After all, if that were true, then I’ d be one of the first peo

The left railed against Bush for supposedly breaking laws and repressing our rights. EVEN IF you take their side and agree with their crazy assertions, what Obama is doing is exponentially worse, more restrictive, more invase and more dangerous than ANYTHING that the Bush administration was accused of.

Daggett on May 30, 2009 at 10:16 AM

I’ve been lying to pollsters for years… and I’m far from alone.

Even ignoring people like me, pollsters admit getting a true sample is getting harder. Two practical examples:

They can’t call cell phones and a not-insignificant percentage of people are giving up their land lines and going cell-only. This removes a (usually) younger pool of people from polls.

I also screen my calls – if I don’t feel like messing with a sales call or a pollster, I just don’t answer. Caller ID has gotten downright ubiquitous – it’s a feature on most phones sold in the last 10-15 years – and I know I’m not the only one doing this. Takes a larger percentage of a broad pool out of the polling data.

Finally, consider the famous Chicago Tribune “Dewey Defeats Truman” headline. Know why the Trib ran it? They did a telephone poll… at a time when phones weren’t ubiquitous. The poll skewed toward middle-upper income brackets, and missed that Truman had solid support among lower-income families who didn’t have phones.

I’m not sure.

I think most young people are inherently conservative.

I think they are jaded though.

We want a lot of the same things, me and my peers. We want everyone to have healthcare, education, well being and wealth.

But we differ on procedure. I believe in the talents and goodness of man. They are jaded and believe he is incapable of getting it himself

It’s pessimism vs optimism.

Sounds like a passage from that award winning liberal play book called “How To Lose Friends and Alienate People”.

As for the MSM I think they are beginning to realise that all of their fawning support of Obama is getting them no where fast, especially now that the administration seems to be actively engaging in efforts to cut them out of the loop. I think that the only reason why they haven’t turned on him yet is because if they did they would completely loose whats left of their credibility with their few remaining viewers and readers after essentially going out of their way to get the guy elected in the first place.

Get a copy of “Take Back Your Government” by Heinlein and apply it. It’ll take some time, but the tactics work.

Stop buying newspapers, magazines, and watching TV news. INCLUDING FOX. They do not tell the truth, not one of ‘em. Write letters to the advertisers (skip FOX for this one…) and let ‘em know you’ve stopped watching. If something important happens, someone will tell you. The news media lives on advertising revenue – if that dries up and appears to be drying up, they’ll starve on the vine.

Find a way to talk to kids about how government really works – explain the difference between a republic and a democracy, explain the “laboratories of democracy” model, and (most important) be prepared to teach remedial history. The current crop of kids don’t know what the big deal is….

This is going to get worse before it gets better but, of this I’m sure, we don’t need to resort to violence.

Wait a sec–this memo has nothing to do with criticism of the stimulus; it is about preventing undue influence from lobbyists during the evaluation period of stimulus contract proposals:

I am writing with an update on the President’s March 20, 2009 Memorandum on Ensuring Responsible Spending of Recovery Act Funds. Section 3 of the Memorandum required all oral communications between federally registered lobbyists and government officials concerning Recovery Act policy to be disclosed on the Internet; barred registered lobbyists from having oral communications with government officials about specific Recovery Act projects or applications and instead required those communications to be in writing; and also required those written communications to be posted on the Internet. That Memorandum instructed the Office of Management and Budget (OMB) to review the initial 60 days of implementation of the stimulus lobbying restrictions, to evaluate the data, and to recommend modifications.

Following OMB’s review, the Administration has decided to make a number of changes to the rules that we think make them even tougher on special interests and more focused on merits-based decision making.

In order to limit influence peddling and become more transparent, people lobbying for government contracts won’t be allowed to have any oral communication with government officials during the time that the contract proposal is being evaluated. They may contact government officials in writing, but the communication will be posted online for everyone to see.

This is a good ethical reform to promote transparency and accountability. Given the dearth of ethics reforms in the Most Transparent Administration Evah(TM), I think this is something to applaud.

Unless a public school student has gone above and beyond in their pursuit of knowledge, many are not prepared for college and require remediation. BB,Are you aware of why you and your friends want health care reform? I believe it’s because 1) you’ve been told for as long as you can remember how bad our health care system is. 2) that you have a “right” to goverment provided health care.
Both of these are wrong. Please actually check and see if you can find any country with better over all health care than the US. Then please find for me where in our constitution it says we have a right to health care or any other government provided assistance. Our rights under the constitution are enumerated. Beyond these, we have a right to pursue what ever comfort level we desire. Our standard of living is up to us. Not the goverment. Up until recent events, which if not stopped will change, we have had the best standard of living in the entire world. This standard had been reached by the governed’s efforts. It wasn’t given to us by a benevolent goverment.

Remember this; On the bottom line the goverment has zero wealth. For the dollar to have any value, the people of the country must provide it. When the goverment gives you anything they first have to take it away from somebody else.

Okay, I don’t get it. I read it as saying that all lobbying for stimulus graft bailout funds has to be in writing so it can be shared. That’s like in court when all communication from the lawyers to the judge in a lawsuit has to be in writing so the other party gets notice.

Where am I going wrong here?

B-B-But, Cap’n Ed…

I thought that Dissent! was the highest form of patriotism, and that one should always Question Authority!

Did that change somehow, in the age of Obamus..?

I haven’t seen any “I hope he fails” bumper stickers yet, but I did see my first 1/20/13 bumper sticker.

Of course, the car was surrounded by unmarked Suburbans with tinted windows and the driver was underneath a pig pile of agents…

There is no more self government, only a ruling elite.
The MSM have helped us choose an oligarchy with them as part of the ruling class.

No questions, no comments, no dissent.

Even Tapper’s puny critiques are designed to lull us to sleep.

clnurnberg on May 30, 2009 at 11:16 AM

I wish some of our elected officials cared enough to stand up for we the people. I don’t see anybody out there representing us. Writing and calling just doesn’t seem to help. It’s just depressing.

It’s the first sentence about restricting communications. The part Ed put in bold script was to emphasis the expansion of the people they are no longer going to “communicate” with.

In this case, the other party will be ACORN.

I think I am responsible for giving it to myself

blatantblue on May 30, 2009 at 11:11 AM

The govt is responsible for taking for themselves and doling out hush money to a dependant voting class.

While we are stripped of our rights and liberties a bunch of childlike people will be shouting “Yes we can”.

We are all Venezuelans now

clnurnberg on May 30, 2009 at 11:20 AM

Read somewhere the porkulus is only designed to go into effect in 2010 and 2012.

It’s an Obama re-election insurance package.

Allow me to ReWrite™ that (while I still can)…

We are all Venezuelans Cubans now

After all, we’re going to have to hold together our pickups, sports cars, SUVs and minivans with bailing wire.

I’m not saying the government has to provide it. I’ve made that clear.

We want people to have healthcare. I just differ with my peers with procedure. They think the governmentshould provide it.

I think the free market should provide the environment in which individuls attain it themselves.
