Are you ready for a federal sales tax?

Controlling how much tax I pay based on how much I choose to consume? Sounds like a plan — as an alternative to income tax, not as a supplement to it. Is that what the left has in mind? Somehow I doubt it.

No worries, though. If they didn’t have the stones to close Gitmo, they assuredly don’t have the stones to pass a tax that would hit the poor where they live.

A White House official said a VAT is “unlikely to be in the mix” as a means to pay for health-care reform. “While we do not want to rule any credible idea in or out as we discuss the way forward with Congress, the VAT tax, in particular, is popular with academics but highly controversial with policymakers,” said Kenneth Baer, a spokesman for White House Budget Director Peter Orszag…

The VAT has advantages: Because producers, wholesalers and retailers are each required to record their transactions and pay a portion of the VAT, the tax is hard to dodge. It punishes spending rather than savings, which the administration hopes to encourage. And the threat of a VAT could pull the country out of recession, some economists argue, by hurrying consumers to the mall before the tax hits.

What would it cost? Emanuel argues in his book that a 10 percent VAT would pay for every American not entitled to Medicare or Medicaid to enroll in a health plan with no deductibles and minimal copayments. In his 2008 book, “100 Million Unnecessary Returns,” Yale law professor Michael J. Graetz estimates that a VAT of 10 to 14 percent would raise enough money to exempt families earning less than $100,000 — about 90 percent of households — from the income tax and would lower rates for everyone else.

And in a paper published last month in the Virginia Tax Review, Burman suggests that a 25 percent VAT could do it all: Pay for health-care reform, balance the federal budget and exempt millions of families from the income tax while slashing the top rate to 25 percent. A gallon of milk would jump from $3.69 to $4.61, and a $5,000 bathroom renovation would suddenly cost $6,250, but the nation’s debt would stabilize and everybody could see a doctor.

Ace reminds us that to pass this now would be an egregious breach of Obama’s promise that no one making less than $250K will pay any new taxes, and while that breach is ultimately inevitable, it’ll surely be delayed until his second term. Exit question: Given that there’s no question you’ll eventually be taxed more to pay for The One’s dream of a Great/Impoverished Society, how would you rather do it? With a sales tax or a higher marginal income tax rate?

Enact the FAIR tax and abolish income tax and the IRS. That’s the only conditions under which I’d be in favor of a national sales tax.

As an alternative to income tax, not as a supplement to it; I would be for it; and nothing should be exempted.

However, it will probably be on top of the income tax; so I’m against it.

Of course it’s on top of the income tax…geez, at 25% it still won’t be enough to pay our way out of this mess…it will absolutely kill the economy dead in it’s tracks. When that happens, nothing will is left to tackle the monstrous, growing deficit. Add to that the fact that in many cities sales tax is already at 9% or higher…as more cities fall into financial default, those sales taxes will go up as well…This is what it feels like to circle the bowl after the flush.

None of this would happen – it relies on static analysis (if people’s behavior was the same with the tax as without it.)

The reality is that people will take great pains to avoid confiscatory taxes. The size of the black and gray markets will balloon.

Yes,I really want to be paying more tax, in order to receive rationed crummy healthcare in order for the bums down the street and the illegal aliens (and don’t believe them when they say they will be excluded – they’ll just go to court and get it mandated like they did for education of illegal alien kids) to receive healthcare, too.

Earlier, I figured out that with a 15% federal sales tax, and a 9.25% Calif sales tax, and care reg. tax, it would cost be $6400 tax to buy a $25,000 car. And remember, with Obonehead’s cafe standard plan for new cars, the price of cars is going to go up. Add to that, the price of car insurance because those cars are less safe. So, that will be thousands of dollars more. Then getting a loan will be more difficult and at a higher interest rate.

Let’s just stick it to the middle class. This is ridiculous.

Families making less than 100K may not have to pay income tax, but they will be hurt most by this tax because a) it is regressive, and b) will likely lead to lower consumer spending which will lead to job losses that will affect them more than the more well-to-do families.

Even if there was an element of truth to this argument, it would still stand as the stupidest rationale for a public policy in the history of public policy, even stupider than other rationales for the Obama program as is – which qualify as so inconceivably stupid they are almost impossible to express without doing permanent damage to your mind.

I blogged about this topic this morning and I’m with everyone else on this issue. If they want to abolish the IRS and the income tax completely I’m in (none of this “except for high earners” – which we all know means if you work you’ll pay). All of this is just a scheme to find another revenue stream from the taxpayers to pay for their socialized healthcare program. Spend, spend, spend, tax, tax, tax.

Another fine European model. Nearly 20% VAT for everything from keychain souvenier to a meal at a restaurant.

It adds up. Consider a $45 meal. In our state, we have 8.5% sales tax. Add $9 for a 20% VAT. Then 20% for tip. The once “affordable” night out now is $70.

Goodbye restaurants. More unemployment.

These bandits will impose a sales tax or VAT tax on top of the income tax. The income tax will have to be retained “temporarily” much like the temporary excise taxes imposed during WWII.

In addition, those who do not pay taxes now will have to be given an additional “tax refund” in order to make it more fair.

I read that list and thought I would miss state parks, and then I realized that this is a shining example of how inept the gov’t really is. They have 100′s of thousands of acres of the best real estate in the world and they can’t make a profit off of it! Lease it to a private company and let them manage it.

Do not call this a “sales tax”:

Yes, that means that EVERYONE has to keep records on what they bought and what they sold, and send in returns to the IRS, along with their existing income tax returns. The tax-compliance recordkeeping for most businesses would pretty much double as a result.

That isn’t a “sales tax” (like the FairTax), which is collected only at the point of sale, so that producers and wholesalers who only sell to resellers, and employees who don’t sell goods or services to end consumers, don’t have to do any paperwork.

Letting them call it a “sales tax” only confuses people about the great benefit we’d have if we would replace the existing system of income taxes with a true sales tax.

This whole sorry episode just helps to strengthen my resolve that we can’t implement such a tax unless and until the 16th Amendment is repealed. It would be too easy for politicians to try to keep the old tax and add the new one.

Just an example of how this new tax could get support from the uncommitted Obamites… Screw it to the top first, then filter it down… It could also start as an across the board tax of middle men (all socialist hate middle men for making a buck). Easy sell, then ratchet up the middle class later.

I’ve been to a lot of third world countries and the VAT is almost standard everywhere. Why, because most people in these countries don’t pay any tax and the government doesn’t know how to do any kind of income tax system…this is the way we are going. Since most of Obamas constituents are on the dole this is the natural progression of what’s happening in our country…the slide to a banana republic with the top banana be Obanana.

We’re both in military families, so I just wanted to let you know that some military families qualify for the EITC. I know we did until a couple years ago. We also qualified for WIC (which we used for a year, and then voluntarily left the program when we could afford to). But it’s all good, what do I know, being a piece of human debris and all.

As I said in the headline thread – I stood this weekend in the spot where Patrick Henry railed against the Stamp Act, and thought of how much more we’re up against today. I’m ready to aggressively fight this crap – I’m tired of it.

Here in Virginia (at least, in Hampton Roads, the Eastern Shore, and the Williamsburg/Richmond area), we get taxed 10.5% to any restaurant meal, carry in or dine out. It’s crazy expensive, and leads many that I know to tip less. Sad thing is, we had a candidate for mayor than ran on a “repeal the food tax” campaign, and still lost soundly. Maybe the VAT will push people over the edge… at least, one can hope.

They really can’t keep people out of the parks. As to leasing, the NPS has tried doing something like this, but because of all the environmental laws and regulations, the nuts can stop and delay any project. Also, on projects I’ve looked at, the NPS is entering decades long leases for well below the market rates — and this was before the financial crash. So, I doubt they can ever make a real profit.

Exactly. The income tax system won’t work, in countries where most people work “under the table.” Unfortunately, in those same countries, the VAT is only slightly better, since very few people actually buy goods from a store. Their best hope is to better control tariffs, royalties and surcharges, and keep government expenses to a minimum (sort of like we did for our first 140 years or so.) And work real hard on stemming corruption.

This has worked, over the short term, in several African countries, and is still fairly successful in Botswana and (to a lesser extent) Mozambique, but it’s just hard to fight corruption and keep spending down (don’t we know that!)

Not to come across as a mean, uncaring conservative I say screw the poor. I’m sick and tired of paying higher and higher taxes to support more and more programs for the so-called poor. They want to tax my health benefits, my energy use, and now my every day purchases. And what will the poor get? Bigger rebate checks. What BS. If the poor can’t pay taxes than dammit, they shouldn’t be allowed to vote. My vote is clearly more valuable than theirs.

The Cap & Trade tax IS a VAT tax. Everything requires energy and that added cost will be included in every step of the production and distribution of goods and services.
