UN Security Council issues strongly worded memo, Kim responds

posted at 8:46 am on May 26, 2009 by Ed Morrissey

The UN Security Council acted with unusual alacrity and unanimity to condemn North Korea’s underground nuclear test this weekend, threatening new sanctions … but not actually imposing any.  Kim Jong-Il took the measure of the UNSC and of global leadership, and responded with a barrage of short-range missile launches, testing his weaponry and rattling his saber:

North Korea, defiant in the face of international condemnation of its latest nuclear test, fired two more short-range missiles off its east coast on Tuesday and accused the United States of plotting against its government.

In a move certain to compound tensions in the region, South Korea said it would join a U.S.-led initiative to intercept ships suspected of carrying weapons of mass destruction, something Pyongyang has warned it would consider a declaration of war.

South Korea’s Yonhap news agency quoted a government source in Seoul as saying the North had test-fired one surface-to-air and one surface-to-ship missile off its east coast. The missiles had a range of about 130 km (80 miles).

North Korea could also launch by Wednesday more short-range missiles, perhaps toward a disputed sea border with the South, South Korean media quoted government sources as saying.

Michelle referred to the UN resolution as “the comfy chair,” but it sounds more like a warning that they might fetch the comfy chair:

The U.N. Security Council swiftly condemned North Korea’s nuclear test on Monday as “a clear violation” of a 2006 resolution and said it will start work immediately on another one that could result in new sanctions against the reclusive nation. …

After a brief emergency meeting held at Japan’s request, the council demanded that North Korea abide by two previous resolutions, which among other things called for Pyongyang to abandon all nuclear weapons and return to six-party talks aimed at eliminating its nuclear program.

It also called on all other U.N. member states to abide by sanctions imposed on the North, including embargoes on arms and material that could be used in its nuclear and ballistic missile programs and ship searches for banned weapons.

If he already violated UNSC resolutions, shouldn’t they have had sanctions at the ready?  Why do they need to go back to decide whether to impose sanctions?

Kim apparently wasn’t terribly impressed with the UNSC warning about maybe, possibly, applying more sanctions to North Korea.  After watching China and Russia over the last few years on both his own situation and on Iran, why should he be?  And as long as the US continues to pursue the issue through the UN, then Kim knows he has no real concerns that any consequences of import will accrue from his actions.  He could do everything short of an attack on Seoul and get nothing more than a strongly worded memo.

Of course, Kim couldn’t have been terribly impressed with the response from the US, either.  Barack Obama issued a moderately tough statement after Pyongynag’s first successful nuclear test … and then went golfing for four hours.  If Obama signaled that such an event was so unimportant that it didn’t need to interrupt his golf game, what message did he think that would send to Kim?  Or, for that matter, to the rest of the tinpot dictators with nuclear ambitions, including the mullahs of Iran?

I see no reason why some countries are allowed to have nuclear weapons and others aren’t–case in point, Israel and the U.S. Discriminating against one nation in favor of others implies a value judgment which is contrary to today’s international norms. The problem, if there is one, is the norms, not N. Korea.

Israel must reveal and dismantle its nuclear weaponry. It’s the only way we will be fair and just. No judgments ever. That is how to make the world safe.

Dude, get real. The crazy midget’s major symptom is breathing. We need to put a stop to that. If this is for real and not sarcasm, you really need to be quiet and let the big kids deal with this. Patronizing and “talking” to dicatators has NEVER done anything more than get a lot of people killed. Sooner or later, the South Korean and Japanese militaries are going to have to get off their appeasement asses and act (with our support) to deal with the idiot to the north. I know Japan has but a small defense-oriented military but either way, they must do something. The U.N is an oxymoron. It is nothing but a sinkhole for our money, loaded with the worst of America-haters, on our own soil to boot. The nutjobs in Tehran are no better and need to be dealt with militarily. Israel will have to throw that punch soon and will require our support. If you think that pressuring Israel to slash its military is appropriate and “fair”, you have absolutely no understanding of history or geography, or demographics for that matter. So, I say again – let the big kids handle this one.

There are two schools of thought with respect to North Korea. One school teaches studied indifference, and the other teaches massive confrontation with the erstwhile Hermit Kingdom.

Obama’s masterful display of studied indifference will be much studied in schools of diplomacy in the years to come.

To show studied indifference (in the case of the resolution) without appearing to, and, in the other case (golfing), while giving every appearance), as Barack has done, is masterful on so many levels that none of us mere mortals are capable of comprehension.

When the North Koreans finally come to their senses, overcoming the pain of cleaning milk and cookie gunk from the fronts of their Mao suits as a result of comedic overstimulation of their collective noses by our President, they will then have to deal with clearing the crap from their Mao pants as a result of the abiding fear engendered by the President’s artful diplomacy…

Right?

I wonder which it is?

He didn’t seem to sure of that happening or what would be the actual outcome, but he said that was the only “stick” option at this time.

Pyongyang media say Kim enjoys golf, having shot multiple holes-in-one during his first try at the game. He reportedly aced five holes and finished 38 under par on the golf course. The “Dear Leader” routinely shoots three or four holes-in-one per round, the government-controlled media reported.

Like two pigs in a blanket:

A Missile Shot for Iran
North Korea’s rocket launch has repercussions far beyond its borders.

http://online.wsj.com/article/SB123896263698690485.html#mod=loomia?loomia_si=t0:a16:g2:r1:c0.101243:b23678386

How are the two regimes connected? On March 29, Sankei Shimbun, the conservative-leaning Tokyo paper, reported that 15 Iranians were in North Korea to provide assistance for the then-impending launch. Ten Iranians were in North Korea for the Taepodong-2 test in July 2006 according to the Los Angeles Times, and the State Department’s Christopher Hill, then Washington’s point man on Korea, confirmed their presence (he later retracted his confirmation).

There are also reports that Iranians witnessed North Korea’s 1998 Taepodong test. In February, North Korean scientists were spotted in Iran for the launch of an Iranian missile.
Moreover, American intelligence sources indicate Iran tested a North Korean missile for Pyongyang. The North Koreans possibly provided missile flight-test data to Iran. Iran has been financing the North Korean program either by purchasing the North’s missiles or by sharing development costs and receiving missiles in return. Iranian support explains how a destitute North Korea has the funds to carry on a sophisticated weapons program.

In view of all these links, it is no surprise that Iran’s Shahab-3 is essentially a North Korean Nodong missile and more advanced Iranian missiles, the Shahab-5 and Shahab-6, appear based on the long-range Taepodong models. Ominously, North Korea and Iran could be using Chinese technology as they develop the Taepodong-2.

The world is facing some of the most serious threats from regimes armed with the most lethal weapons known to man and the most powerful country in the world is headed by a failed community organizer who takes his advice from code pink and Andrew Sullivan.

What could possibly go wrong?

already saddled with wars in Iraq and Afghanistan and a nuclear problem with Iran. He said Monday the U.S. and its allies must “stand up” to the North Koreans, but it’s far from clear what diplomatic or other action the world community will take.

So far, nothing they’ve done has worked

canditaylor68 on May 26, 2009 at 11:15 AM

Apparently it does not occur to the press that all of these threats are materializing because our enemies see blood in the water with a US leader that goes around the world apologizing and yearning for photo ops instead of showing strength and leadership.

Memo to Obama:
Your memo is TP.

Nazi’s what?

And don’t forget the thumbs in the ears and wage the fingers taunt also.

csdeven on May 26, 2009 at 10:06 AM

Now you are crossing the line into that gray area of “enhanced intimidation” and torture.

right2bright on May 26, 2009 at 12:20 PM

Just wait till the next test…that’s when the U.N. moves from the “strongly worded” to the “harshly worded” memo…N. Korea won’t be able to stand up to that…

right2bright on May 26, 2009 at 12:23 PM

The UN sent a “strongly worded” memo to North Korea today to announce that they had placed the tiny nation on Double Secret Probation following their recent Nuclear Test. No response has yet been received…

sabbott on May 26, 2009 at 12:32 PM

Hans Blix was immediately dispatched to North Korea. He has disappeared and word is leaking out that the last time he was seen The Dear Leader was heard screaming “Screw You Hans Brix” which was followed by sounds of splashing, screams and then silence…

sabbott on May 26, 2009 at 12:37 PM

I don’t the the UN speaks crazy midget. They may want to consult Barbara Boxer on what language would be effective.

Stickeehands on May 26, 2009 at 8:56 AM

Nah, we can send a few members of the Film Actors’ Guild to help the UN in Pyongyang directly, as interpreters.

Blacksmith on May 26, 2009 at 12:46 PM

Heh.

15 resolutions later…the US will unilaterally say, “This is the last stern pre-warning we’re going to give you!”

This seems all oddly familiar.

You know, if my mother had said, ‘Wait until your father comes home young man!’ and when Dad got home he said, ‘Finish your dinner, son.’ I really wouldn’t be too worried about my Mom’s warnings. However, in reality, my Dad would get home and beat the sass out of me, which meant Mom could get me to pick up my sister’s room and mop the floors with my tongue if she wanted. Without anything to back up their 55 years of complete uselessness, NK knows that the UN is the princess that leads the paper tiger around by the neck.

Hans Brix indeed.

“OOOOOOOOOOO… I’m quivering with fear……”

CynicalOptimist on May 26, 2009 at 2:25 PM

“And if he ignores this warning, we’ll issue an even more strongly worded warning.”

Yes, but the next strongly worded memo will us Bold Font, Italics, and even Underlining. There’s no way Kim can ever withstand that.

Trafalgar on May 26, 2009 at 3:04 PM

Well I screwed that one up with my clever use of the buttons! Try this:

Yes, but the next strongly worded memo will include Bold Font, Italics, and even Underlining.

It is just an extortnion game.
-
Getting consessions from the East and West while playing up their potential as a supplier of weapons to the middle east.
-
If he dropped one on Japan, they would wipe him off the map.
-
Even though they appear not to have the bomb, that deosn’t mean they could not react.
