The Kennedy and Johnson administrations both used Gen Maxwell Taylor for their back channel in Vietnam and it reaulted in both State and the Joint Chiefs being cut out of the loop. Taylor&#039;s cables would take precedence over those of people who had much more experience in the area.

The last President we had that knew how to use the organization was Eisenhower. But because he did it so well he was accused of doing nothing. It was just that he knew how to use his staff. 

I think they should be termed &quot;Führers&quot; instead of &quot;Czars&quot; because that would make the power and danger of the position more understandable to the general public.
