How much of Porkulus has the Obama administration spent?
posted at 3:20 pm on May 13, 2009 by Ed Morrissey
When Barack Obama and Nancy Pelosi jammed the stimulus bill down the throat of the GOP in February, they insisted that the country didn’t have time for a more careful and open debate over the merits of their approach. They needed to kick-start the economy now, and the time had passed for deliberation to determine the most effective methods of stimulating the economy. Now, two months later, the New York Times reports that they have spent 5% of the package, and that states will start laying off thousands:
Nearly three months after President Obama approved a $787 billion economic stimulus package, intended to create or save jobs, the federal government has paid out less than 6 percent of the money, largely in the form of social service payments to states.
Although administration officials say the program is right on schedule, they have actually spent relatively little so far. …
The intent of the stimulus program was to pump money into the economy quickly, and many members of Congress said at the time of its passage that speed was of the essence. But the huge program has been a challenge to administer for both a new administration and for states and local governments grappling with their own fiscal problems.
Some states and cities are beginning to complain that the money has yet to reach them.
Spend in haste, go broke at leisure. That seems to be the motto of Democrats these days.
Republicans warned that the package passed by Congress was too unwieldy to be effective. The real stimulus items only amounted to a small percentage of Porkulus. It mainly consisted of long-term Democratic Party agenda items, none of which could roll out quickly and none of which would stimulate the economy in the short run. The GOP wanted to slow down the process to split the real stimulus into a fast-track bill of around $180 billion and leave the rest for debate, which would have allowed the government to handle the stimulus with more efficiency.
Once again, the Republicans have been vindicated by the results. The economy has not been stimulated; retail sales continue to decline, housing foreclosures continue to skyrocket, and unemployment keeps moving up. The latter will get even worse if the states don’t get the stimulus money they need to keep bureaucratic jobs open.
But what does the administration say about this? They claim everything’s hunky-dory, while Joe Biden is happy to play with his toy choo-choos:
Obama administration officials, however, say the pace of the stimulus program is on schedule, and even if the federal checks are not yet in the mail the effects of the stimulus are beginning to reverberate: the promise of the federal money has been enough to get states to start construction work and to retain some jobs that were in jeopardy.
Vice President Joseph R. Biden Jr., who writes in a report on the stimulus bill to be released this week that it remains “ahead of schedule in most programs,” said in a telephone interview Tuesday that the bill was helping people grapple with the recession, getting money to the states and into the economy, and laying a foundation for long-term aspirations like high-speed rail.
High-speed rail will wind up being the poster project for this administration; it will be much like John Murtha’s subsidized airport that almost no one uses. We’ll spend billions of dollars to make trains arrive a few minutes earlier than they do now, with the same inadequate number of riders, requiring even more government subsidies in the future.

Obama WANTS the economy to fail, so he can ‘re-structure’ it–in the image of Marx, Ayers, Soros, and the various Luddite groups who pay his freight

Do any of the proposed high-speed rail projects get you to MUrtha’s airport?
The Dems need to push this mem since if a recovery occurs, and it may (albeit short IMHO), to take credit for it and convince people spending can promote economic recovery.

You know, it would actually be worse if they did it faster.
Given that government spending is anti-stimulus.

I think I would rather have the president able to not spend money congress makes available to him.
Though maybe I would regret that, given how likely P.BO would be to de-fund the military.

Sadly, that would likely happen anyway. Lest we forget, stimulus is almost certain to provide no long term benefit, and as passed, may well provide no short term benefit. But for states in real peril like California, and perhaps NJ, better to have a wasteful, misdirected stimulus than nothing at all.

capejasmine on May 13, 2009 at 3:39 PM
Because they know that 2 years ago, they would’ve been the ones spending money like there’s no tomorrow. Don’t worry, though. Their desire to regain power will overcome what little sense of shame they have at their own cowardice on the issue of limiting government spending.

The how the F did these imbeciles run a deficit in APRIL when thats always the biggest monthly surplus of the year??????
Chuck Schick on May 13, 2009 at 4:00 PM
So it’s taken them three months to spend 6% of $787 billion, which comes out to $47 billion, or less than $16 billion a month. This is roughly $500 million a day, or about a dollar for every job Nancy Pelosi says America loses.
At this rate, the stimulus will be spent in 50 months, just in time for President Palin to stimulate the economy by shale-oil exploration in Colorado.

While that may sell with the base it was Specter, Snowe and Collins that shoved it down Repub throats. The bill was defeated until these three passed it. Not once but twice did they vote for it with no penalty from the Repub House and Senate leadership.
With Specter gone the same Repub leadership wants to replace Specter with his younger version–Crist who of course supports the pork bill along with Cap and Trade.
Too pathetic.

JAM on May 13, 2009 at 4:53 PM
Hmmmmm…. so… lets take a look at how this works…
The Congress appropraites the money, and so goes to the Fed Bank and says “Put this on our tab”.
So, the Treasury “borrows/creates” the money… and it is now sitting in a non interest bearing account with the Fed Res. Bank.
But we only spend a small part of the money… thus there is a large amount of capital sitting in the Fed, in our “account”…
Which the Fed, uses Fractional Loaning to create more capital, off the books, to loan to other banks…
So, the only thing this stimulus is doing is stimulating the Fed Reserve Bank… which IS a Private institution.
Nice.

This whole situation begs two ridiculously simple questions:
1) Where did the money come from? and
2) Where is it now?
The Fed is not a giant checking account. When you’re talking about this much money, there is no such thing as a “non-interest-bearing account.” In fact, I’m not even sure these funds can be referred to as “real money” (if that term even means anything now.)
And the money didn’t really come from anywhere. There were no new taxes collected since February, and only a handful of the federal bond offerings were purchased – and all of them were short term.
Essentially this “appropriation” (again, in The Land Of Liberals, words don’t really mean very much) isn’t really money; it’s just leverage.
The bursting of the Fanny/Freddie bubble revealed that a large portion of America’s financial market was illusory. In other words, a lot of value in the housing market turned out to not exist. So, instead of simply letting the market correct itself, the federal government has now replaced that imaginary private sector money with a whole lot MORE imaginary government money.
As as if that didn’t sound bad enough, the real problem – the imminent problem – is that the curtain has already been dropped. The Fanny/Freddie fraud lasted a whole lot longer than it had any right to, but the jig is up now. The government-imposed shield on the value of those loans isn’t fooling ANYONE anymore.
It’s like a giant game of Three-Card-Monte after the hand is tipped. At this point, Obama, Congress and the Fed are just playing with themselves. But nobody’s buying it anymore; all the “suckers” are now just standing around and watching in sort of a morbid silence waiting for the other shoe to drop.
This whole thing is going to come crashing down very hard and very quickly.

I can tell you from personal experience, apart from tagging the grants, at HUD at least the tracking of these moneys is an afterthought. They’re not even FFATA-compliant yet, and that legislation is 2 1/2 years old.

People will ride the trains, because government imposed, artificial scarcity, carbon taxation, and traditional fuel taxation will jack the price of gas so high that people won’t be able to afford it. The left is engaged in a war against our sprawling, American way of life. It does not fit into their vision of Utopia.

So frackin what, and what makes you think that you know what the actual total is?!?! Honesty from Washington is the last thing you can count on.
The facts at the end of the day are that you will be uninformed, you will not have a clue, billions will be pissed away, Americans voted for this, and that ACORN will recieve 20+ BILLIONS before this debacle that the Obamanation has saddled us with is done.
In a nutshell, stupid and lazy Americans are to be blamed for this. Get out your checkbook, pay this bill, tell your offspring that you really screwedled them, stop your pissy whining, and then perhaps you will get off of your assetts to fix this lousy mess. Then again … Isn’t it just so nice and easy to be a couch potatoe American!
Don’t be such abunch of elitists. I write this to make you lazy people think in the hopes that you might possibly make a real difference. At least I give you that meger credit. Now go earn it. IF you can.
