Your tax dollars at work: Teaching Chinese hookers to drink responsibly

In a time of deep recession, the American taxpayer might assume that our government has taken care to spend its money responsibly.  (All right, stop laughing, you know I’m setting a stage here.)  Even when we hear about monumentally stupid outlays like the snowmaking machine in Duluth in the Porkulus wish list, we assume that the monumentally stupid spending will remain in the US.  Not so, as CNS points out about a curious grant awarded to Wayne State University:

The National Institute of Alcohol Abuse and Alcoholism (NIAA), a part of the National Institutes of Health (NIH), will pay $2.6 million in U.S. tax dollars to train Chinese prostitutes to drink responsibly on the job.

Dr. Xiaoming Li, the researcher conducting the program, is director of the Prevention Research Center at Wayne State University School of Medicine in Detroit.

The grant, made last November, refers to prostitutes as “female sex workers”–or FSW–and their handlers as “gatekeepers.”

“Previous studies in Asia and Africa and our own data from FSWs [female sex workers] in China suggest that the social norms and institutional policy within commercial sex venues as well as agents overseeing the FSWs (i.e., the ‘gatekeepers’, defined as persons who manage the establishments and/or sex workers) are potentially of great importance in influencing alcohol use and sexual behavior among establishment-based FSWs,” says the NIH grant abstract submitted by Dr. Li.

“Therefore, in this application, we propose to develop, implement, and evaluate a venue-based alcohol use and HIV risk reduction intervention focusing on both environmental and individual factors among venue-based FSWs in China,” says the abstract.

Almost three million dollars to teach Chinese hookers how to hold their liquor?  In the middle of a recession?  This can’t be real; it’s a “too good to check” item, right?  Wrong, although CNS discounts the high-minded motive behind the study:

A $2.6 million grant will help a Wayne State University School of Medicine researcher establish and evaluate whether an alcohol and HIV intervention center can assist in reducing the spread of HIV/AIDS among sex workers in China. …

“The global literature indicates an important role of alcohol use, especially problem drinking (abuse), in facilitating HIV/AIDS transmission in commercial sex venues where elevated alcohol use/abuse and sexual risk behaviors frequently co-occur,” Dr. Li said. “We expect that the intervention will improve protective normative beliefs and institutional support regarding alcohol use and HIV protection.”

It’s still a multimillion-dollar study that essentially teaches Chinese hookers to sober up when plying their trade, the better to prevent the spread of disease.  That may be a good idea for a project for the Chinese government to fund — and cynics can point out that the Chinese are funding our budget deficits, so it may all be moot anyway — but the NIH might want to study those effects here in the US instead.  After all, if the American taxpayer is funding the study, how about preventing disease amplification here rather than in Guangxi?

Im beginning to think thats what id like to do with my poli sci degree whenever the hell i get it. Federal research grants. I promise to keep an ear to the ground round these parts and only to fund the most ambitious, positive, meaningful research. :-)

When I think who’d be best equipped to peer-review scientific studies, I think Ed Morrissey who doesn’t even know grade school geography.

Yes, the study looks weird to me. Still it’s a study. It’s not like they are saying let’s solve American problems by teaching Chinese hookers not to drink.

If you honestly think the peer-review process at NIH is broken then by all means bring up your arguments. Don’t forget to square those with claims routinely made in threads on universal health care that American health system is basically 100% perfect. NIH is a HUGE part of American health care system since it funds an immense amount of basic research.

Just like we rightly demand that decisions with respect to the nation’s energy needs be made by competent people, and not political hacks, the least we can ask is that people first learn geography and then participate in reviewing NIH funded research.

Giving tainted liquor to the FSW may teach them far more than “education” ever would.
Don’t kill them, just get them very sick. That may also limit the supply and reduce crime as well.

This reminds me of an episode of The West Wing, wherein the President is criticized for funding a study of prostitutes in Puerto Rico. It turns out that study also involves STDs, a point the writers bring home by one of the characters revealing that a close relative died of cervical cancer. These studies sound silly on the surface; however, they aren’t about cruising whorehouses but about saving lives. Should the federal government fund the study? Maybe, maybe not. Is the study without merit? Absolutely not. You’re not really helping quash the whole “conservatives hate science” meme by singling this out.

As for why it was done in China – why is anything done in China these days? It’s likely cheaper and the conditions might be better for doing it. Don’t confuse the subjects of the study with its intended beneficiaries.

As a grad student with an interest in doing research abroad, it’s good news that I can get $3 million to fund even the most absurd research topic, but as a taxpayer, I’d like to remind you of the extreme low cost of living in China and ask, what on earth do they need $3 million for? The plane ticket over and back, and maybe $1000 a month for room, board, and office supplies, should be your entire budget.

This grant came before then, and, in any event, medical research shouldn’t be the first thing we cut when times get tough. We mock Obama for cutting $100 million here and $17 billion there, but this is only $2.6 million, yet conservatives single it out because it sounds shocking and dumb on the surface. This is the type of hypocrisy and salaciousness I’d expect from Perez Hilton, not of Ed and the readers of this site.

I think the boat sailed on strict originalism in the 19th century, sometime between the Louisiana Purchase and the Sherman Antitrust Act. If you have a problem with this on originalist grounds, you should have (literally) over a million times greater problem with Medicare, Social Security, etc. Don’t nitpick over the millions where there’s trillions to worry about.

I hate to tell you this, but we’ve been funding research for the world for decades, much of it through our health care system being free-market while countries with public health care know that they can avoid paying their fair share because the technology will come from the States anyway. (I’m not saying the solution is for us to socialize health care, just stating what happens when others do and we don’t.) People from around the world use our vaccines, visit our Mayo Clinic, pop our pills, and undergo surgeries developed here. The objections to this are ludicrous when you consider that this grant is (a) small (b) from the Bush administration (c) useful. No, you just like it because it sounds salacious and Obama happens to be President now.
