Video: EPA memo says greenhouse effect not proven?

It appears that initial reports about the EPA memo this morning missed a key passage.  The internal memo, marked “Attorney Client Privilege”, did warn about the negative impact EPA regulation of CO2 would have on the economy.  But The Hill reports that it also challenged the notion that the EPA or anyone else had proven CO2 or other greenhouse gases to be harmful to humans:

An EPA finding last month that greenhouse gases are a danger to public health rests on dubious assumptions and could have negative economic impacts, a memo from the Office of Management and Budget (OMB) warned.

The memo has no listed author but is marked “Deliberative–Attorney Client Privilege.” A spokesman for OMB told Dow Jones Newswires that the brief is a “conglomeration of counsel we’ve received from various agencies” about the EPA finding, the conclusions of which would trigger regulation of greenhouse gases under the Clean Air Act.

The author(s) of the memo suggest the EPA did not thoroughly examine the relationship between greenhouse gases and human health.

“In the absence of a strong statement of the standards being applied in this decision, there is concern that EPA is making a finding based on…’harm’ from substances that have no demonstrated direct health effects,” the memo says, adding that the “scientific data that purports to conclusively establish” that link was from outside EPA.

The memo then borders on secular heresy by suggesting that if warming was indeed the result of man’s activity, it may have beneficial effects rather than being a net negative:

Finally, in language sure to anger climate change activists, the memo questions whether climate change might bring benefits that would mitigate the costs.

“To the extent that climate change alters out environment, it will create incentives for innovation and adaption that mitigate the damages,” the memo reads. “The [EPA finding] should note this possibility[.] … It might be reasonable to conclude that Alaska will benefit from warmer winters for both health and economic reasons,” the authors note.

Senator John Barasso calls the memo a “smoking gun”, and notes the memo insists that the EPA has shown no deleterious effects from the gases Lisa Jackson wants regulated:

Will this kneecap the Obama administration’s efforts to get Congress to impose a cap-and-trade system? WASHINGTON, D.C. — Senator John Barrasso (R-Wyo.) today exposed a “smoking gun” White House memo to the Environmental Protection Agency (EPA). The memo warns that regulation of small CO2 emitters will have “serious economic consequences” for businesses and the overall economy.

Barrasso produced the memo while questioning EPA Administrator Lisa Jackson during the Senate Environment and Public Works Committee budget hearing.

“I received a memo this morning, that’s marked ‘Deliberative: Attorney-Client Privilege’. In this memo Counsel for the White House repeatedly, repeatedly suggests a lack of scientific support for this proposed finding. This is a smoking gun, saying that your findings were political and not scientific”, Barrasso said.

The EPA has failed to release the memo and has ignored the advice.

The nine-page White House memo undermines the EPA’s reasoning for a proposed finding that greenhouse gases are a danger to public health.

This misuse of the Clean Air Act will be a trigger for overwhelming regulation and lawsuits based on gases emitted from cars, schools, hospitals and small business. This will affect any number of other sources, including lawn mowers, snowmobiles and farms. This will be a disaster for the small businesses that drive America,” Barrasso said.

Quoting from the memo to the EPA, Barrasso said that, “making the decision to regulate carbon dioxide under the Clean Air Act for the first time is likely to have serious economic consequences for regulated entities throughout the US economy, including small businesses and small communities.”

The memo is an amalgamation of findings from government agencies’ sent from the Office of Management and Budget to the EPA.

“This smoking gun memo is in stark contrast to the official position presented by the Administration and the EPA Administrator,” Barrasso said.

Despite the findings in the memo, the White House has given the EPA the green light to move ahead with regulation under the Clean Air Act.

According to government records, the document was submitted by the OMB as comment on the EPA’s April proposed finding that greenhouse gases are a danger to public health and welfare.

The memo – marked as “Deliberative-Attorney Client Privilege” – doesn’t have a date or a named author. But an OMB spokesman confirmed to news agencies that it was prepared by Obama administration staff.

BACKGROUND

The White House brief questions the link between the EPA’s scientific technical endangerment proposal and the EPA’s political summary. Administrator Jackson said in the endangerment summary that “scientific findings in totality point to compelling evidence of human-induced climate change, and that serious risks and potential impacts to public health and welfare have been clearly identified…”

The White House memo notes, the EPA endangerment technical document points out there are several areas where essential behaviors of greenhouse gases are “not well determined” and “not well understood.”

It warns about the adequacy of the EPA finding that the gases are a harm to the public when there is “no demonstrated direct health effects,” and the scientific data on which the agency relies are “almost exclusively from non-EPA sources.”

The memo contends that the endangerment finding, if finalized by the administration, could make agencies vulnerable to litigation alleging inadequate environmental permitting reviews, adding that the proposal could unintentionally trigger a cascade of regulations.

Don’t worry, Ms. Jackson said she can regulate anything and everything anyway. As she said in her testimony, the EPA is very sensitive to how they employ their regulatory power.

So the good government types are in control. There’ll be some just like her talking about healthcare regulation/rationing in about 5 years.

Somebody in the Government needs to surf the co2science.com website, and check out the hundreds of scientific articles on experiments showing that plants grow faster and have higher crop yields in an atmosphere artificially enriched in carbon dioxide.

As the CO2 content of the atmosphere continues to rise, we could all benefit from a greener, more fertile Earth, not only Alaska. Besides, a growing population might need the extra food.

Barrasso definitely has a point–this IS a smoking gun! He needs to get this out before as many media as possible, and blow the lid off the “cap-and-trade” fiasco once and for all!

Many of us have been pointing out the strange relationship between the Democrat Party and the UN. The UN is as anti-American as any recognized organization has ever been in my lifetime. But yet, we consistently see Democrats making back room deals with this organization, while protecting them at every turn. We also see our media providing cover and protection for the UN at every turn.

The memo in question came from OMB, not EPA. OMB has review authority over all agency regulations. Its mandate is to review the cost of regulations, their adherence to the law, and the likelihood of a legal challenge.

Possible, but I doubt it. Probably was leaked by a sympathetic staff person at OMB. OMB’s regulatory office is staffed by economists, lawyers, and policy analysts, many of whom have a jaundiced eye toward regulation. They see themselves as being the last guardians against regulatory excess by agencies which are often captured by special interests. Having lobbied OMB once myself on an important regulation, I can tell you they are really tough and they really try to be objective and see all sides of a debate.

Global warming never had a shot in this country.

Global warming required a “right” and a “wrong” set of behaviors. The proponents of global warming are in effect trying to reestablish a set doctrine of “sin” and “righteousness” based on nature, which runs counter to secular humanism’s evolution-embracing moral relativism.

If given a choice between the animalistic hedonism allowed by evolution, or the rigid guilt and sacrifices demanded by AGW, it’s not hard to see which choice will be more popular.

Greenhouse gases do exist… however…

You may want to do a bit of basic science research on the absorption characteristics of CO2.

It only absorbs energy in very specific wavelengths. Once that energy, in those wavelengths are totatly absorbed, you can add as much CO2 to the mix as you want, and there will be no more heat trapped… because there is no energy left to be absorbed by the excess CO2.

You must also factor in how much of those specific wavelengths are absorbed by other “Greenhouse” gases, where the absorption spectrum overlaps other gases…

And you must factor in how much of that energy would otherwise be absorbed, vice reflected, by the surface of the earth itself.

Boils down to CO2 does NOT drive temperature past a very specific level….

If you look at the chart on the above link, you will see that even in 1959, ALL of the Energy in the wavelengths for CO2 was already being abosorbed… so, in essence, there is no energy left to absorb… thus adding more CO2 does not do a dang thing…
