California heading towards collapse, auditor warns

On the eve of a series of referendums proposed to increase taxes on Californians, the Golden State’s legislative budget analyst warns that both the legislature and the governor have seriously underestimated the budget shortfall. The state has a $23 billion gap even after the legislative compromise earlier this year supposedly eliminated the red ink and could default by July:
California could run out of money as soon as July, the Legislature’s chief budget analyst warned Thursday, as a new poll showed voters poised to reject five budget-related measures on the May 19 ballot.
If the propositions do not pass, the state could find itself as much as $23 billion short of the money it needs to pay its bills over the next year, according to a new forecast by Legislative Analyst Mac Taylor. The poll, from the Public Policy Institute of California, found that even as voter interest in the ballot measures rises, all are trailing except the sixth one — Proposition 1F, which would bar pay hikes for lawmakers in deficit years. …
Adding to the fiscal woes, the Obama administration is threatening to pull $6.8 billion in stimulus funds from California in a dispute over an earlier state budget cut.
“The Legislature is going to need to act promptly,” said state Department of Finance spokesman H.D. Palmer. “We have a fairly short window to get a lot done.”
Predictably, the political class has exploited this by warning of criminals running free in the street:
On Thursday, the administration advised law enforcement officials that it was preparing plans to commute the sentences of 38,000 state prison inmates, including all illegal immigrants. It also is considering closing some prisons and sending inmates to county jails, according to a copy of the proposal obtained by The Times.
Under the plan, 19,000 illegal immigrants — 11% of state prisoners — would be turned over to the U.S. Immigration and Customs Enforcement Agency after having their sentences commuted. An additional 19,000 “relatively low-risk offenders” would have their sentences commuted as well.
Earlier in the week, the administration warned local officials that it may raid their budgets for $2 billion and close firehouses.
Ah, yes, because California doesn’t spend money on anything but police and fire departments. The Governator didn’t pledge six billion dollars for stem-cell research, for instance, or other non-essential nonsense. This is a typical, extortive, dog-in-the-manger ploy by Schwarzenegger and the Sacramento elite. Either give us your money, they warn, or we’ll sic the criminals on you.
Instead, California should concentrate on ridding themselves of the excess spending and regulation that the state has built over the last several decades, and concentrate on sustaining growth. The state could rake in billions in leases and taxes and create tens of thousands of jobs by allowing oil exploration and production off its coast, for instance. Arnold could lead a charge to lower business taxes in order to encourage investment, including the sky-high sales taxes that depress consumption. Most importantly, they could start getting serious about trimming non-essential spending from the state budget and start shedding bureaucrats instead of driving business out of state.
Instead, the state prefers to set criminals free to punish its citizens for telling Sacramento that they spend too much money. Maybe Escape from LA wasn’t so far-fetched after all.

Worth noting that Obama is threatening to withold all stimulus money from California. Why? If you guessed unions, you win!
CA cut its payouts to unionized healthcare workers by $74 million. Obama won’t give the state its share of the stimulus money unless those cuts are restored.
So it’s the trifecta: Obmama strongarming his opponents, favoritism to unions, and the trampling of the state’s right to govern itself.

When I lived in Calif, people would talk about the ‘north-south divide’ regarding water availability as well as cultural and other issues. There was occasional mention of “Doing a Dakota” and splitting the state into North and South California
Bad idea, but instead split it into Coastal and Inland California, with maybe a coastal enclave in the central part of the state for Inland California.
San Luis Obispo could be like Danzig…….

If I lived in a state neighboring California, I’d be worried. Their legislators are still in denial about the scope of their problem. Pensions and welfare programs are draining money faster than the state can raise it, and they can’t even borrow the massive amounts of funds needed to cover their shortages. Their credit rating is now so low that many people won’t lend to them.
And as the Treasury has trouble lending money, that will add additional pressure on state bond issues. Libs might think a Federal bailout for bankrupt states is the answer. But Obama is already proving the lie to that; by attaching strings to the stimulus money, he’s preventing CA from taking even small steps towards reconciling their budget. He’s “helping out” the unions, but when the whole state goes bankrupt, the unions will get screwed just like everybody else.
California’s model was not and is not sustainable. And the U.S. is adopting more and more elements of that unsustainable model.

As a resident of California, and one of the few conservatives, I would appreciate it if the hope for destruction of the State by some of you would cease. We are not all crazy here! That being said I do agree we are going to hell in a hand basket here. That fate is probably coming your way soon.We are always first here! All kidding aside, the ads for these new referendums are all a bunch of scare tactics to make us think we have to vote yes for them or we are all going to die! Screw that, I already voted no for these taxes absentee.Looks like most agree with me. We will see.

If the Obama administration has no problem using scare tactics on their opponents, why would it be a big surprise to see California’s pols do that to their voters, even after any failure of the tax proposals (New York’s rich liberals could tolerate all the crime of the 70s, 80s and early 90s in the city because they had security at their buildings and never used buses or subways. The same would be true of the West Coast versions, including their politicians — they can retire to their patrolled gated enclaves and let the rest of the proletariat rot, until in their minds they come to their senses and pass the tax measures the next time they come up).
Alternative No. 2 if the lose the election — and if they’re feeling “compassionate” — would be to find a liberal state court judge who’ll declare the vote unconstitutional and order the voters to pay more taxes. Alternative No. 3 is to get the money via Washington from taxpayers from the other 49 states. Actually cutting spending and pairing down the over-generous benefits to the state’s unionized employees comes in at about Alternative No. infinity on the list.

How are they defining “collapse”? ‘Cause by my definition, California’s economy collapsed awhile back when they stopped being able to pay their bills.
Besides, aren’t more than half of California’s taxpayers now living in Texas? That’s what is seems like. We’re heading toward having more Californians living here than Texans. It’s putting an ever-increasing strain on what was one of the best job markets in the nation. I can personally attest to that.

It’s never happened to a state before. It did happen to Orange County in the 1990′s. When ANY organization declares bankruptcy, existing contracts are examined, and money on hand is paid out according to the priority of the debts. Bondholders get paid first (unless Obama steps in, and upsets contract law, like he did with Chrysler). There’s some question as to whether a state can even file bankruptcy.
First losers – state employees. They’re already taking unpaid furlough days in California. Expect them to just stop getting checks.
Next – companies that sell things to the state. Suppliers of food, energy, asphalt. Builders. Contracted services. They can expect to stop getting paid.
Next losers will be pensions and “non-essential” welfare services. In a normal bankruptcy, these would probably be higher on the list.

I think CA was definitely the first in showing the rest of the country that the Republicans are really bad when it comes to marketing their ideas. Most common voters don’t care about ideologies, they care about issues that directly impact their daily lives. If the Republicans can offer a marketable solution to these problems (like the ones that CA is facing right now), they will come back to power.

Yes but he didn’t spend the money, the idiot voters of this state did and you actually hit on a topic ignored by the media here in CA about what voter approved bonds have done to the budget.
The politicians found a way around the 2/3 requirement for new spending by proposition ballot bonds that only required 1/2 approval. In the last 10 years we have approved over $60 Billion and this year we paid $7.2 Billion on them. The reason they are talking about how much higher the deficit will be is because we have only sold 1/2 the approved bonds, so this number jumps to about $14 Billion a year.
The voters of this state are just as much to blame as the politicians for voting for all these bonds and the media is guilty for promoting them without explaining what it was doing to the budget.
There is going to be no hope for this state unless they implement an immediate freeze on new bond spending and put a cap in on how much can be outstanding.

California went overwhelmingly for Obama. McCain and Palin would have pushed to open up lots of new drilling off the CA coast, and to build at least one new refinery out there. That effort alone would have employed many people and brought lots of revenue into the state.
Californians chose Obama. And they repeatedly choose Feinstein, whose latest act of stupid was to oppose putting solar panels in the Mojave desert, because it would “destroy the entire Mojave desert ecosystem” even though the proposed site is between a massive national park and national monument.
Californians tend to be the most passionate defenders of unfettered illegal immigration, also. They seem to think that they couldn’t survive without a sub-minimum wage nanny and another sub-minimum wage gardener. I don’t have much sympathy for Californians, frankly.

Now that I think of it, the Obama administration is probably jealous. They would love a crises of this magnitude.

how about Ahnuld’s TRILLIONS on Global Warming….let’s cut that….then the $20 BILLION a year spent on benifits for ILLEGAL ALIENS…..then the OUTRAGEOUS PENSIONS for the unions….How about the HIGHEST PAID Teachers in the Union with the second worst Test scores in the UNION…

I think what they need right now is to jack up the minimum wage and help clear a path to citizenship for more illegals.

It didn’t just hurt the budget. What did the extra $60 billion do to their credit rating? Those bond issues made it more expensive for CA to finance their debt. And when you’re using debt to pay for EVERYthing, the way they are, it’s a problem.
Pity the accountants for that state. Politicians believe that money is always available from somewhere. But they’ve ALREADY had to simply stop paying for some things. How long before businesses stop doing business with California, for the simple cause of not being paid?

That was basically Arnie’s Repub platform when he got elected. Like the national Repub party of the last ten years he failed miserably. In fact he made no attempt to succeed after he ran into Dem opposition. He folded like a cheap suit more concerned about his popularity and falling poll numbers instead of making the hard choices all the while claiming his hands were tied because the Dems controlled the state house and senate. He ended up being the “girly man” instead. He’s embarrassing. What’s more pathetic, he thinks he has a political career still ahead!
Meanwhile Repubs are having tours pretending they are listening when they already know the problem—no spines, no principles and no leadership.
