Pakistan melting down in Swat

The Pakistani Army has finally begun to act against the Taliban and its allies in Swat and Buner, but the effort may be too little, too late. The government in Islamabad told Swat residents to flee, and more than 500,000 refugees may descend on the capital as the Army prepares to dislodge the extremists after an ill-advised truce allowed them to seize control and initiative. But will the Army actually act on behalf of the tottering civilian government?
Pakistani authorities advised the people of Swat valley, in the north west, to evacuate the district’s main town Mingora Tuesday, as Taliban extremists took effective control of the place.
A humanitarian crisis now looks likely as the provincial government said that 500,000 people are expected to flee Swat.
Locals reported that Taliban fighters in charge of the streets of Mingora, having fought gun-battles with the local army base through the night.
The Zardari government has tried mightily to maintain the fantasy of a peace accord with the Taliban, even as they seized more territory and came closer to the capital. Now he wants to get the Army out to oppose the Taliban, but that won’t be easy. Pakistani troops didn’t enlist to fight fellow Pakistanis, and more than a few of them sympathize with the Islamist cause:
Yet even as the Taliban continued its rampage and rejected the government’s latest concession to its demands — the appointment of Islamic-law judges in Swat — Pakistan’s military leaders clung to hopes for a nonviolent solution, saying that security forces were “still exercising restraint to honor the peace agreement.”
Behind this strained hope for a peaceful solution lie an array of factors — competing military priorities, reluctance to fight fellow Muslims, lack of strong executive leadership and some internal sympathy for the insurgents — that analysts say have long prevented the Pakistani army from making a full-fledged assault on violent Islamist groups.
Over the past two days, extremists in the northwest have attacked a military convoy, beheaded two soldiers, imposed a curfew and blown up a boys’ high school and a police station. Troop reinforcements were sent into Buner on Monday after heavy fighting, and there were reports that the army would imminently launch an attack on Swat, an action that could coincide with a crucial aid-seeking visit to Washington this week by President Asif Ali Zardari, whose government has been criticized by U.S. officials for capitulating to the insurgents.
In the past five years, the army has made periodic moves against various militant strongholds but has frequently pulled back, often amid public anger over bombing raids. Insurgent leaders hold news conferences and spew religious hatred on FM radio stations with no interference.
Pakistanis are terrified at the speed at which this government has appeared to collapse:
This and other coordinated attacks — along with threats to women, shops selling CDs and barbers — suggest that the Taliban are bleeding out of their traditional havens in the Northwest Frontier Province into Pakistan’s Punjab heartland, home to more than half of the country’s 180 million people.
A growing terror nexus threatens to engulf this nuclear-armed country, with Pakistan’s previously fragmented militant fringe joining forces against the weak civilian government of President Asif Ali Zardari.
Although the country does not appear to be at imminent risk of falling under militant control, many government sympathizers are alarmed at the speed with which the insurgency has spread in recent months — as well as the patchy response from the country’s stretched police and army.
The Taliban already have de facto rule of the northwest’s Swat Valley and are advancing elsewhere with increasingly bold attacks, emboldened by a government peace deal that has been criticized by the United States — and is now close to collapse.
It seems odd to be nostalgic for the Musharraf regime, doesn’t it? Pervez Musharraf made foolish truces with the extremists, but he eventually fought back, and at least to some degree of effectiveness. Pakistan’s civilian government appears paralyzed, and unless something changes quickly, it won’t long survive. An influx of 500,000 refugees from Swat will overwhelm already-drowning state resources and could lead to anarchy and revolution in a very short period.
Barack Obama assured reporters that we have a contingency plan to seize Pakistan’s nukes in the event of collapse. We’d better be practicing that plan now.

I only hope that there are some rational generals in the Pakistani army who are willing to assist outside sources in removing their nukes to safer locations before they come under terrorist control. There have to be a few of them who are concerned about such possibilities.

Just got this in an email:
Three men – an Australian farmer, Osama bin Laden and a Texan are all walking together one day.
They come across a lantern and a Genie pops out of it. ‘I will give each of you one wish, which is three wishes in total’, says the Genie.
The Australian says, ‘I am a farmer and my son will also farm. I want the land to be forever fertile in Australia
POOF! With the blink of the Genie’s eye, the land in Australia was forever fertile for farming.
Osama was amazed, so he said, ‘I want a wall around Afghanistan , Palestine , Iraq and Iran so that no infidels, Americans or Australians can come into our precious land.’
POOF! Again, with the blink of the Genie’s eye, there was a huge wall around those countries.
The Texan says, ‘I am very curious. Please tell me more about this wall.’
The Genie explains, ‘Well, it’s about 5,000 feet high, 500 feet thick and completely surrounds the country. Nothing can get in or out; it’s virtually impenetrable.’
The Texan sits down on his Harley, cracks a beer, lights a cigar, smiles and says, ‘Fill it with water.’

A real President would be telling Pakistani President Zardari (who is in Washington right now):
“Go ahead…root out and destroy the Islamists, and we will back you up. We will keep India fully informed. If there are targets you cannot get to, let us know where they are…we’ll take care of them.”
But, instead, our president is probably telling Zardari:
“Let’s talk to the Taliban, see what their grievances are and we can fashion some sort of joint commission to rule Pakistan. It’s for the children, you know.”
coldwarrior on May 5, 2009 at 1:15 PM
same song, different verse. They are only doing this because this is their main industry in Pakistan. Why can’t SAUDI ARABIA give them ‘aid’? Why must it be USA?
Seriously, why do we still believe them that they are actually doing something because they want to fight against them instead of wanting more money from America?
The only reason they ever fought. . . even under Musharraf was when they thought they would get money for it. They aren’t fighting to win. They are fighting to get more money. When they get the money, you’ll see ‘peace treaty’ again.
Have them go to Saudi Arabia if they want money.

This kind of reminds me of South Vietnam in ‘75. Thousands of refugees fleeing from the Communists, followed by a total collapse of the South.
And, why? Because, like in Vietnam, this has been a matter of limited war, if even that.
You cannot seek agreement with those who do not desire same. When your enemy is working towards your total collapse and his total control … you better fight for your life.
Otherwise, it is a slow-bleed to defeat.

I don’t think we can judge the situation with any real certainty at this point. There is a difference between what the public perception is on what is going on with a particular world affair and what is *really* going on behind the scenes. The truth is we don’t know how the Obama administration is really handling this situation. Like it or not, we have to assume the Administration is trying to do the right thing here. It does us no good to be so cynical.

While I admire your calm, the problem is we don’t have a clue what Obama and the admin is doing, at all – sans rhetoric and photo ops with Hillary and Q&A from Obama himself like “we have a plan…” “all is well” and “don’t worry , be happy”
Sorry, that doesn’t cut it when lives are on the line and a nuclear stockpile 60 miles away from barbarians.
IF what you are saying is true – then Obama is conducting a secret black ops type of campaign that the American people generally dont like and our allies tend to rail against. I have yet to hear or see anything resembling a tangible plan or even trust in this admin to state otherwise.

sonofdy on May 5, 2009 at 1:41 PM
The question is simple..has the Obama administration been in power long enough to make the military inept…ie; has the pentagon been neutered? If so this will be a major disaster. I expect the administration to try a nuke grab if things really go south, and then lie about what they got, pretending they secured all the existing weapons.
Then it is just a matter of time before the savages blow up a western city, or India goes in to try to seize the things we sort of forgot themselves.
JIMV on May 5, 2009 at 1:42 PM
We’re hearing that the CIA (once again) doesn’t know where all of Pakistan’s nukes are. If that’s the case what are we going to do? Redeploy the troops from Iraq to go find them? Obama better have a different plan in mind because I can’t imagine any sovereign nation allowing a foreign aggressor to invade and ’secure’ their weapons of mass destruction. Wouldn’t The One be shocked if both the army AND the taliban stood together to eject US troops? Why can’t we have grownups in charge of foreign policy?

I agree that we shouldn’t necessarily accept the public side of the Administration’s position on Pakistan (or anything else for that matter). All I was trying to say was there are two sides to any world situation, the perceived (public) view and what’s really going on. At this point, perhaps there are black ops in country or whatever, I have no idea, but from my perspective it’s best to view the situation as there are good people in high levels of government who are trying to do the right thing, whether it be Obama or someone else.
For the record, I agree with steveegg’s summary: “Hope for the best, prepare for the worst.”

When will governments (the US included) finally learn you cannot negotiate with these animals! They have proven over and over they cannot be trusted and they use the time they gain from these “truces” to re-arm and plan their next move!
As I have said many times governments need to apply the “Terminator Analogy” to AQ/fascist Islam/Taliban et al, and the analogy (substituting Terminator for fascist Islam) is this:
“Listen and understand. That terminator is out there. It can’t be bargained with, it can’t be reasoned with. It doesn’t feel pity, or remorse, or fear, and it absolutely will not stop. Ever. Until you are dead.”
The world needs to wake up, get a clue and stop negotiating with these animals and start kicking some azz before it’s too late!
Liberty or Death on May 5, 2009 at 1:49 PM
I will agree with you – but emphasize that “doing the right thing” for higher ups pales in comparison to the political world view on how to get it done.
We are consumed with international law impeding American and military law for various reasons, we are consumed with positioning “morals” and are consumed with “mean vs nice” around every corner.
Now if Obama truly has the world on his side, then he may be able to conduct some pretty straight forward solutions, bringing death and all – but again – the past 50+ years in the world has led to Isreal/Palestinian problems, with no solutions, radical Muslims vs western world – with no solutions, genocide throughout Africa with no solution, etc, etc.

If the reports are right, the weapon components are stored separately. A few wrench turns would make them complete, a couple more would mate them to both free-fall bombs and missiles that could reach much of India and Afghanistan, and parts of Iraq.
As for Taliban/Al Qaeda uses, I would expect first detonation of a smuggled weapon in NYC, DC or Tel Aviv, followed almost immediately by launches of nuclear missiles at India and Afghanistan.

Someone brought up an interesting question. Where would the first AQ/Jihadi nuke go?
I don’t remember who, but someone mentioned that it might actually be used against rival factions or other heretics. At the top of the list is the Saudi ruling family.
Also, what “state” are Pakistan’s nukes in? Without the necessary tools and expertise, I’d imagine it’ll be really difficult to transport it.

I’d wager the civil war coming in PK is going to be real interesting. I’m not certain, but I don’t believe th emajority of Punjabis in central PK are followers of Wahabbism, unlike the majority of the Pashtun Taleban.
Tribe is a big deal for much of the area, so that could be a factor as well. Either way, I think it will be very bloody.
