Shocker: California overestimated tax revenues again

The budget compromise reached in California, for which Governor Arnold Schwarzengger heavily lobbied, made a series of optimistic forecasts about tax revenues that flew in the face of the recession and the effect of California’s tax hikes. How badly did they miscalculate? The Golden State has fallen more than $2 billion behind in income tax collections alone, including a $1.8 billion bath in April, which should have been the state’s best month. And sales taxes are next:
The state may get more bad fiscal news this week when the state controller makes his final tally of April sales taxes. …
April, the state’s largest tax-collection month, has fallen short of expected revenue by more than $1.8 billion in personal and corporate income taxes. The state was $750 million behind projected tax collection on April 1.
There’s good reason to believe April’s sales tax receipts may disappoint, too. New car sales the first three months of this year fell by 43 percent compared with the same period last year, according a report last week by the California New Car Dealers Association.
Auto-related sales tax (car sales, parts, etc.) make up about 20 percent of the state’s sales tax receipts, said Paul Warren, a revenue and taxation analyst for the Legislative Analyst’s Office.
The state has a series of referendums on the ballot to get Californians to increase taxes to make up for these shortfalls. So far, they’re all looking to fail by wide margins. Voters have finally reached their limit of tax hikes and spending sprees from a legislature dominated by Democrats for more than four decades.
Schwarzenegger had his opportunity to lead California into a semblance of fiscal sanity. Instead, he pressured the GOP to cave on tax hikes in a budget compromise that did little to roll back spending, but instead put an even higher tax burden on a state reeling from the recession. To no one’s surprise except the terminally clueless political class in Sacramento, the tax hikes helped deepen the recession by cutting back on discretionary spending, especially on big-ticket items like cars.
Just a few months after supposedly plugging their budget hole, Schwarzenegger and his fellow Democrats* will have to deal with another gaping hole in the budget. Will they learn anything from the last round and start redlining the budget to get spending under control? Not if the last few decades give any indication. The Governator had little problem beating up Republicans to get a tax hike passed the last time, and I’d be shocked if he didn’t try it again.

FALSE. Illegal immigrants DO get food stamps (including the WIC program monies), as well as Medicaid and public schooling. I see it here in Pennsylvania too, as well as having seen it for the 18 years that I lived in California.

Wrong! LA County Supervisor Mike Antonovich has released reports stating that they cost LA County alone over one billion dollars a year in these “entitlement” programs (to which, of course, they are in no way “entitled”).

Yesterday the CA GOP called me and I told them I was no longer going to donate to them or to the National… all my donations will go to SarahPac.
I told them that we Californians know that the Republicans colluded with the Democrats to have 3 Repubs defect and pass the budget so that the other Repubs would get cover.
If you look at Ca Politicians it’s a game of musical chairs . You have the same politicians rotating jobs as term limits force them to move.
Illegal immigration is killing us but now the Latino Democratic Politicians have moved up and have a lot of control so there is no way something is going to be done about it.
We have a medical program for all kids so now parents don’t buy insurnace for their kids, they make the tax payer pay for it.
The State Board of Equalization has no effective means of collecting the sales tax businesses collect for them and so the tax reps are forced to beg a lot of businesses to remit it, they think it’s their money, it’s a complete joke.
This has been a state run by Democrats and yet the populace is sooo ignorant that they will continue to elect Democrats… My husband and I can’t wait to leave…

Reread the SCHIP expansion that passed. It included a provision that allowed states to enroll illegal aliens – so they got “free” medical care until they are 25 or something.
Since states get a benefit (in terms of federal funds) for enrolling people into SCHIP. Yes, they go get full medical coverage for free.
Illegals don’t get welfare or food stamps. Nope. Nothing to see here.

He is so misinformed…however, even if he was correct, the cost to educate is so much more for illegals. You have bi-lingual programs, they are deficient in almost all areas of learning so you have added teachers and tutoring. More health problems, more problems with unattended children, higher crime rate, medical is almost exclusively “emergency”, which consumes the most expensive care.
In just about every area, illegals are an added burden. This Eric guy should go to an emergency room, say in Anaheim, around 9 pm. Try to find an English speaking person waiting to be attended. So the hospital has to be staffed with bi-lingual. The area will be packed, because they cannot be “refused” medical care from an emergency room.
Listen, to all you Californian’s. Take whatever money you can, and get the heck out.

Now that you mentioned it that would be a great start. But as I said he didn’t. He looked for compromise. Compromise that led to the fiscal collapse of the state as George Will, your favorite moron, stated in his recent piece.
Arnie is a classic example of what is wrong with the current/previous Repub party these last 10 years. Always worried about the politics instead of the principles.
You veto every single piece of legislation that increases the size and spending by government. It’s not complicated. Fiscal restraint and small government bias are the two planks that anchor the Repub party. Everything else springs from these first principles. Force the Dems to overide every veto. If nothing else it gives the electorate more time to think about it. That is what Specter, Collins and Snowe prevented by launching Obama’s spending spree. For this alone they should be thrown out of the party.
On these there can be no compromise. As to other inane comments that the electorate doesn’t care about this as proven by their voting for Obama, I said it a long time ago, once the voters realize Repubs are looting the treasury they would prefer Dems to be the looters. Why? Because Dems are honest about it and they generally pretend it goes straight to the voter—next up “free” health care.

The 2003 fox opinion piece is not totally accurate - first there is no treaty that gives illegal aliens SSI benefits paid in Mexico, It gives only legal benefits to those who worked and paid in or those who were there under the color of law called Procul
We also have the same treaty with many other countries as well so its not an exclusive treaty nor an unusual one – also people working in Mexico pay into their social security program and get (these checks are extremely small) paid when they retire wherever they live – so does France, Brazil, Germany and many many others.
Its best that you get information directly from government websites and government legal documents and not opinion pieces

Many, Many California residents quit spending after the tax hikes. The purpose is to try to force these “leaders” to come to grips with the overspending. Since I make a few trips out of state each year, we can stock up our on our taxables in neighboring states, not primarily to save money, even though the tax rates in a couple of the out-of-state counties is up to 2% less, but to try to make a point in some small way. Or tires. Just in taxes and fees, the same tire for my truck is $15 dollars higher here than other areas.
But these morons that run the place are so clueless, they can’t equate a sharp drop off in retail sales and tax revenue with the tax hikes. And contrary to the news media, it’s just not the white conservatives feeling this way. It’s anyone who works for a living and pays taxes, regardless of race, religion, political party … As witnessed by the local tea partys, this is the one issue that seems to be bringing people from all backgrounds together ….

No one is doing any such thing. What I and many are saying is Arnie rolled over in the face of this after having won the recall election by promising to stand against this majority. In California taxes cannot pass without a 2/3 majority vote. The Dems do not have that. Arnie has sought to undermine this on any number of ocassions.
If a veto is all you have then use it early and often. He did not. He is a failure.

Yes illegals can get social security and disability. They pretend to pay into it through their illegal employment so when some were denied it a few years back they took the case to court. They won. They paid in, they get to take out.
They also took the money to Mexico, so SSA now sends checks to mexico.

I see a lot of comments about illegals and government benefits. Since I work for a large CA county welfare deparment, I’ll put in my two cents.
To get cash welfare (TANF), an applicant has to prove legal immigration status or citizen status. We DO ask for birth certificates or passports. There are some 25 other documents that are acceptable under federal law, such as Naturalization, Citizen Birth Abroad, and various tribal records. Military records are used in some cases if they provide the information we need.
Applicants for Food Stamps must be citizens or legal permanent residents. CA has a state-funded food stamps program (CFAP) for legal immigrants who have not been in the country long enough to be eligible for federal Food Stamps.
Medicaid, called Medi-Cal in CA, also requires proof of citizenship or legal status. An illegal alien mom who has US citizen kids gets only “emergency Medi-Cal” which is very restricted; i.e. prenatal, emergency, and terminal care.
I don’t know what other states do, but this is what we do here. This county has some 500 cases of US citizen kids and parents who are illegal. No, we don’t contact immigration. We’re not allowed to.
This year’s budget battle in CA will be one for the records. When all these propositions fail, the Democrats will have to come up with $14 or so in cuts. The Republicans will not vote for taxes this time. Three of them did it last time and we got the mess we have now.
This year should be the awsome train wreck we have all been predicting for years.
For a political junkie like me, the prospect of a California budget disaster and a Supreme Court nomination battle means an awsome summer.

I’m not questioning the information you posted, but I do believe what Mike Antonovich has been telling us for years. I assume it’s due to illegals cranking out babies as fast as they can, in order to use them as the basis for their benefits claims?

During the run-up to this compromise a Republican legislator, Chuck DeVore, made some interesting observations. He noted that in the space of 10 years that the California budget had doubled going from roughly $70B to $140B. If this budget during this time had only gone up adjusted for inflation and population it would have increased to about $105B and there would be no serious deficit issue. He also noted that in about 2005 Arnie ordered a performance audit to “blow up the boxes of government” and a telephone book thick document of changes was produced. To date, only a handful of those recommendation have been acted on per DeVore. The CA politicians have made no effort to reduce the size of the government beyond window dressing.

The problem is that different counties process requests in different ways, with some counties processing without any paperwork at all.
LA has a nice 3 billion deficit from their liberal give it all away approach.

The person who stated that Arnold could have vetoed, and forced the dems to overturn his veto is correct.
If you are right, and know you are right then that is the path you take. Arnold thought the dems were right and he took that path.
If he vetoed, and was overturned, he would have a great argument to get rid of the dems. But he just makes it seem like there is no difference between the two parties..

califcon: Yes, the only way an illegal alien parent can get aid in my county is through a US-born child. As long as the anchor babies are born citizens, we have to aid them. We don’t aid the illegal parents, but they are the payee on the case.
I know about that story out of LA. Again, it’s the anchor babies that are the “eligiblity linkage”. That’s federal law.
Some posters have mentioned that other jurisdictions are not as strict as my county. That may well be, but if that’s the case they are violating federal and state laws and regulations. It’s my job in this county to interpret those regs.
The whole system is a mess. The anchor babies are the key; change the law so that illegals can’t give birth to citizens and states would save billions. Ain’t gonna happen with this Congress, though.

Good info. But many illegal immigrants use false identity information in order to apply for jobs and benefits. See here, or here, or here and here. As for emergency Medi-Cal, what’s emergency? If they go to the emergency room, do moms, or other illegals, get turned away? Do kids who show up at school get sent home unless their papers are correct?

The idiots in Sacramento (including Arnold) are clueless. Doubling registration fees (which is one reason the last governor was recalled) can only hurt NEW CAR SALES. Especially during a recession! Duh! Just like raising taxes on smokes didn’t meet tax revenues because more people quit smoking than they calculated. I was planning on buying a new truck this year to replace an older one. More a treat than a need but NOT NOW. I already voted NO on PROP 1A via absentee ballot. Can’t wait for the T-Party election festivities!

No kidding!! I also think this is a large part of the reason that illegals mostly don’t get legally married when they start their families — the single mother qualifies with the kids and the dad can earn his money without it being taken into consideration.

The answer is that illegal immigrants use the emergency rooms as their doctors and hospitals.
Go to most any hospital emergency room at 9 in the evening and see how many “Americans” there are in the waiting room.

And, at least in California, so many hospitals and trauma centers have closed because of this financial burden that it’s a very dangerous place to have a medical emergency.

Californians have collected MORE than enough signatures on petitions to recall, Schwartzenkennedy, Boxer, Feinstein and a large part of the State Legislature but Secretary of State, Debra Bowen, refused to validate those petitions and refuses to even state WHY she will not validate those petitions.

In terms of the suggestions that California be split into manageable parts, let us note that there are already fifty-seven state slots [He said so and He is always correct.] of which six are still open. One of the set has already been designated for the District of Columbia heartland, but the others may be useful in solving the problem. And a side benefit would be expanding the number of senators — clearly something this entire country needs…
