Smart power: White House freaks out New York with low altitude fly-by; Video: Panicked NYers run in the streets; Update: Obama “furious”

posted at 5:00 pm on April 27, 2009 by Allahpundit

I didn’t hear it this morning but I used to work in lower Manhattan and can assure you that workers these days are highly attuned to unusual air traffic in the area. Not a day has passed in seven-plus years, I think, that an airplane has flown low enough overhead that I could hear it, even just barely, and I didn’t look up. Just watching the video, I could feel the blood drain from my face.

Good work, Pentagon.

An Air Force One lookalike and two F-16s buzzed the Statue of Liberty in New York harbor this morning, halting work on nearby construction sites, causing resident and office workers to flee their high-rises and giving thousands of people in downtown Manhattan and New Jersey a major fright. At least two people were treated for minor injuries at Jersey City Medical Center after falling during the rush to exit their high-rises.

“Everybody panicked,” said Daisy Cooper, a Merrill Lynch worker in Jersey City, who lost a nephew on 9/11. “Everybody was screaming and we all ran downstairs. I’m devastated…Everybody was running, we didn’t know why we were running. We just knew it was a plane, there we go, 9/11 again.”…

A Pentagon official confirmed that while the Presidential Airlift Group, which is based out of Andrews Air Force Base, did inform the FAA and New York City officials about this morning’s aerial photo op. But they also told both agencies not to inform the public about it. The NYPD confirmed this.

Not sure how or why The One would be responsible for this, but since the left’s being extra-jerky with its fingerpointing today, feel free to put forth your theory in the comments of What This Tells Us About How Obama Views the World. Evidence of his pre-9/11 mentality? Proof of a narcissism so profound as to blind him to American fears? Suggestive of a military that’s out of control under his weak command? Go crazy!

Update: Looks like this did come from the White House after all.

White House Military Office director Louis Caldera issued a brief statement.

“Last week, I approved a mission over New York. I take responsibility for that decision,” he said. “While federal authorities took the proper steps to notify state and local authorities in New York and New Jersey, its clear that the mission created confusion and disruption. I apologize and take responsibility for any distress that flight caused.”…

An administration official said the Federal Aviation Administration was informed this would be taking places, and notified Mr. Bloomberg’s office on April 22.

The problem was the FAA was told the information was classified and did not alert the press to warn the public.

Follow the link for obligatory outrage from Bloomberg and Schumer, who’s blaming the FAA in order to cover Obama’s ass.

Update: Here’s the best clip yet of how horrifying this looked and sounded from the ground. Unbelievable.

Update: Changed the headline to emphasize that it was Team Barry, not the Pentagon, that blew this. He’s not happy about it, either:

When President Obama was told about the incident, he was “furious,” a White House official says.

Caldera was called into a meeting with White House chief of staff Rahm Emanuel and deputy chief of staff Jim Messina.

“It didn’t sound like a fun meeting,” the White House official says.

Not tell the public? The One was not on board so it is unlikely the lower Manhattan Jihadi cells would have been on their roofs with Stinger missiles. Yet no one thought of the potential consequences of a large jet tailed by fighters flying in zones that are not normal. That is not confidence instilling for the adults now in charge.

It is one way for the White House to determine whether or not people have forgotten 9/11. And since NYC is as reliable a Democratic vote as Ted Kennedy’s own, there’s little real risk in trying it.

It wasn’t the Pentagon that ordered this, they had no knowledge of the fly by. This stunt came direct from the White House’ military section for some sort of advertising campaign.

Good one. Damn right we haven’t. But some of us are unafraid. Some of us would rather die, than be afraid of flight to be real frank with you. I put my faith in the US Constitution, backed up by the US Armed Forces for G*d has blessed America again and again. I also live under the flight pathway to a major international airport, and I have full faith the Royal Canadian Air Force is up to snuff if need be as well.

That said: A PA announcement and a few cheers for our fighter pilots would have been nice though. Plus an understanding that when a fighter escorts an airliner – ABSOLUTELY NO WORRIES, that jet has a 20mm gun to down airliners into nonpopulated areas like rivers.

HotAirJosef on April 27, 2009 at 5:54 PM

Maybe he’s just trying to gather stock footage of all the major cities so if/when something bad happens he can just pull the appropriate visual showing how he really cares about the city without actually inconveniencing himself to make a trip?

Problem is, can they down it before its momentum carries it into its target?

I wonder if the Air Force is now training its pilots on ripping up one wing, with its aileron, so that the plane attacked will spiral towards that side? It would be interesting to study if it can be done with any reliability.

I’m glad your hindsight is 20/20. It all very clear from the comfort of your chair after the official press releases are covered by the major news outlets, isn’t it?

Unfortunately, things might not be as clear when you’re looking at a low-flying 747 being followed by F16s and not staring at the paint job of said plane. The White House now seems to understand that, as do politicians on both sides of the aisle. Such a shame they don’t have your clear, armchair general head there.

sonofdy on April 27, 2009 at 5:51 PM

So, the determinant for a real terrorist commandeering of an aircraft is that fighter jets have to be firing at it before the public can react instinctively?

As for readily identify the aircraft as a Special Air Mission aircraft…as a few have stated…even on the video, the normal haze over NYC is apparent. From the ground or from within buildings, on floors that are at the same height as the aircraft?

The people saw a 747, at low altitude, and saw it being escorted by fighters…and this should not have upset anyone in NYC who had any memories of 9/11?

I still get a bit of a flashback on a hot hot humid summer day when a simple Huey flies over the house…

As for blaming New Yorkers for feeling a little panicky, well that is just wrong. Even if they thought it looked like an American plane, what difference would that make? After you have seen civilian air liners slam into the World Trade Center I doubt that it matters much what kind of plane you are looking at.

Terrye on April 27, 2009 at 6:13 PM

Yes.
sonofdy on April 27, 2009 at 5:59 PM

Disagree.

Look at the last clip. Target angle of the plane – location of the bldg. and google map path. Shoot-down by Sidewinders best bet, and would involve hitting more than 1 engine. 747s are tough to knock out of the sky as quick as you think.
AIM-120 are too much missile in a crowded airspace. 20mm cannon would be too slow, and every miss is a cannon shell into NYC. The plane hitting the Hudson is not a sure bet at all.

More likely, impact on a building. All die.

This morning, my manager and I were busy working at our respective tasks, and suddenly we hear, “Code Red, Code Red” over the hospital intercom.

Usually we hear the fire bells and they’re announced as tests, but this was no test.

Then I looked on Facebook where a friend of mine (who just missed being at his job in the towers on 9/11) posted links to these flights, and other friends got on to say that they planes passed even lower than the usual air traffic from Newark Airport.

What a stupid, stupid, stupid stunt to pull on people who still twitch with the horror of 9/11.

So, you would be able to tell this was Air Force One, with it flying DIRECTLY AT YOU?

And usualy, when an aircraft has fighter planes in attendance, that means SOMTHING IS WRONG!

Romeo13 on April 27, 2009 at 6:21 PM

That was stupid.

What next, park a Uhaul truck in front of the Oklahoma Federal Building and have the driver jump out and run like hell?

Bishop on April 27, 2009 at 6:21 PM

can they down it before its momentum carries it into its target?

I wonder if the Air Force is now training its pilots on ripping up one wing, with its aileron, so that the plane attacked will spiral towards that side? It would be interesting to study if it can be done with any reliability.

njcommuter on April 27, 2009 at 5:58 PM

I’m sure much of that is classified and the skill of our US Air Force is beyond match. 11 September happened because we didn’t take air soverignity nor border security responsibly.

HotAirJosef on April 27, 2009 at 6:22 PM

An Air Force One lookalike

No, it’s one of the several Air Force jets that become Air Force One whenever POTUS is aboard, just as there are several USMC helicopters that are similarly designated Marine One. I don’t know if there are any records to indicate whether this particular jet has yet held that designation, but it is intended to do so at some point in its life.

This is one of President Obama’s personal aircraft. You damn right he’s angry that it was used in such an oafish manner. I guess there’s no point looking further for an Obamateurism of the day, is there?

The Monster on April 27, 2009 at 6:22 PM

As for blaming New Yorkers for feeling a little panicky, well that is just wrong. Even if they thought it looked like an American plane, what difference would that make? After you have seen civilian air liners slam into the World Trade Center I doubt that it matters much what kind of plane you are looking at.

More than that, you wouldn’t even have to be a New Yorker to be afraid of this.

Imagine yourself downtown in your own city, and all of a sudden these planes start flying low, with fighters behind them.

I guess the calm, above-it-all people in this thread would have just sat their filing their nails, chuckling and telling everyone to calm down.

Despite the fact that such a thing had never happened before, and had no apparent reason TO be happening.

Read some of the first-hand accounts of this. People were sitting at their desks when the plane came right AT their windows, before banking steeply in another direction.

You don’t have to be from New York to panic over this. You just have to have some semblance of self-preservation.

I suppose he wanted to know how it feels like to be in that plane dashing so close, in the shoes of those poor oppressed people trying to take on the imperialist superpower. I suppose he identifies with them but wants to know how it feels like to be them, like the stalkers of movie stars who don their outfits.

My heart started pounding watching the last video.

Suddenly “Mission Accomplished” doesn’t so look stupid anymore.

Breaking! WH states footage will not be used and will instead consist of a Box Van parking in front of an FBI Building.

Don’t worry America, Prof. Obama is real mad and heads will roll over this one.

MatthiasReynolds on April 27, 2009 at 6:27 PM

Caldera was called into a meeting with White House chief of staff Rahm Emanuel and deputy chief of staff Jim Messina.

And water-boarded.

Wade on April 27, 2009 at 6:27 PM

It’s going to be hard to throw Calderas under the bus if The Fearless Reader is serious about the Hispanic vote.

Y-not on April 27, 2009 at 6:06 PM

Particularly if he doesn’t have full authorization to activate the plan. It would be nice to see who signed off on the final order.

I just think it is funny to see New Yorkers running from air force one.
