Obama demands 0.0029% budget cut after running up spending

posted at 10:11 am on April 20, 2009 by Ed Morrissey

How can Barack Obama demonstrate his fiscal-responsibility creds after pushing through Porkulus, a pork-filled omnibus spending plan, and a $3.5 trillion budget that far outstrips even the last spending plan from the Democratic-controlled Congress?   Demand a big reduction in spending through budget cuts at federal agencies.  Obama has done just that — with cuts that amount to a whopping 0.0029% of the budget Obama just pushed Congress to provide him:

President Obama plans to convene his Cabinet for the first time today, where he will order members to identify a combined $100 million in budget cuts over the next 90 days, according to a senior administration official.

The budget cuts, while they would account to a minuscule portion of federal spending, are intended to signal the president’s determination to cut spending and reform government, the official said.

Obama’s order comes as he is under increasing pressure to show momentum toward his goal of eventually reducing the federal deficit, even as he goes about increasing spending in the short run to prop up the economy and support his priorities.

Earlier this month, both chambers of Congress passed Obama’s $3.5 trillion budget outline for 2010, which includes unprecedented new investments in health care, education and energy. But the huge budget, which contemplates a $1.2 trillion deficit, has drawn the ire of small-government conservatives who say that the deficits jeopardize the nation’s economic future.

Obama apparently wants to answer the Tea Parties by showing that he’s capable of limiting the growth of government, but $100 million barely registers in Washington these days — and certainly does nothing to slow down the Obama spending juggernaut.  Compare this pittance to some of the other numbers that Obama has produced:

  • $100 million from a $3.5 trillion budget for FY2010: 0.0029%
  • $100 million from the $1.2 trillion White House deficit projection for their FY2010 budget: 0.008%
  • $100 million from the $700 billion Porkulus stimulus bill Obama demanded: 0.013%
  • $100 million from the $634 billion “down payment” on nationalized health care: 0.016%
  • $100 million from the $555 billion omnibus spending plan completing the 2009 budget: 0.018%
  • $100 million from the $13 billion in pork from the omnibus spending plan: 0.77%

The cuts that Obama proposes don’t even amount to 1% of the pork Obama signed into law last month in the omnibus spending bill.  It’s the equivalent of having Mr. Creosote from Monty Python’s Meaning of Life ask for a Diet Coke instead of the wafer-thin mint at the end of his meal (definitely Not Safe for Work):

This is an insult to the intelligence of fiscal conservatives.  If Obama wanted to demonstrate some fiscal responsibility, he could enforce the George Bush executive order instructing federal agencies to ignore pork line items in their budgets.  Better yet, he could have honored his campaign promise by vetoing the pork-filled omnibus spending bill, let alone refrained from leaping into the discredited statist spending policies that have been the hallmark of his administration thus far.

Update: Greg Mankiw has an even better perspective on the ludicrous nature of this effort, via AllahPundit’s Twitter feed.  Pass me the soy-milk latté and I’ll forget about the Cadillac-sized budget hole …

Update II: Francis Cianfrocca (via Ben Domenech) answers the really pressing question: How much is this in A-Rods?

Didn’t Obama declare that ALL spending is stimulus?

By demanding that agencies reduce their budgets is Obama declaring:

1) He was incorrect when he declared that all spending is stimuls.
2) His stimulus bill has over stimulated the economy, so he has to tone it back a bit.
3) He believes that conservatives are idiots, and these trivial cuts will actually satisfy them.
4) He’s giving ammunition to his myrmidons so that in the future when conservatives complain about spending, they can counter with, “The great master did demand spending cuts, aren’t you conservatives ever satisfied?”.

I believe that’s just an adjustment in the withholding tables. You still have to pay whatever taxes you did before at the end of the year.

Reminder for those of you who forget that the same pathetic clowns who run Chicago and Cook County are running this administration.

The Cook County Board President, the retarded, lisping, legacy nitwit of the race-based Illinois Democrat political machine Todd Stroger has taken the exact same tactic as Obama, running up taxes and spending to the highest level in the country (until retarded, lisping NY Governor Paterson one-upped him) and then proposing a .25% “tax cut”.

Voters seem to have figured out that you can’t steal five, give back one, and call it a gift. He is also firing his cousin, whom he appointed as county CFO – I am not making this up – because he’s figured out that he’ll never win re-election with his 24 cousins, sisters, and drug-dealer/drinking buddies on the county payroll.

Heck, the State of Georgia is going to cut more than $100 million:

Tax breaks approved by lawmakers during the 2009 session will cut state revenue $168 million during the upcoming fiscal year, and $1.3 billion in a few years, according to a report being released today.

BTW, If anyone needs to visualize the difference between a million, a billion, and a trillion, this is an excellent place to start.

Has it dawned on anyone that if the Republicans don’t produce an answer to this, that it’s a decisive indictment of the “party of no” charge? Obama can say, “I gave them the opportunity, and they said no.”

So what if it’s a piddling sum? A: It’s something. B: It’s a chance to prove Republicans can, in fact, be fiscally responsible, a virtue GWB utterly destroyed. C: It’s a chance to have a conversatrion about something more meaningful than who Obama bowed to or shook hands with or curtsied to or whatever. D: It’s a chance to avoid a great big, glaring, painfully obvious political bear trap. If Jindal or Palin came out with 100 million in budget cuts, with a “and there’s a whole lot more where that came from, Mr. President”, it would be political gold. And it wouldn’t even be hard! This administration just simply thinks the majority of the population is not bright enough to realize instinctively that his $100 million budget cut is nothing in relation to the big picture. President Obama hopes the public will just go gaga over the figure because it sounds impressive.

That’s why marketing uses the ploy of pricing an item at $9.99 vice $10.00 sells faster, because the mind tricks the individual there is a greater savings than there really is.

Especially if you buy these products in different states with different tax rates the price will different and in some the $10.00 price would be a savings in a state with a 2% tax rate vice a state with a 4% tax rate.

Then why does President Obama not get it that he won the electroial collage, but the spread in the popular vote was much closer. In fact 57 million voters did not vote for President Obama and there is a large percentage of the population that did not vote, who if they did would not have voted for President Obama.

President Obama won the key states, but not the minds of the population he leads. Does this explain the speed you are trying to solidify control of the banking system and directing those agencies within his cabinet to change their rules to control the majority he knows is starting to form in opposition to his political ambitions.
