Smart Power III: Let’s keep pirates from buying boats

How can we tell that the American policy on piracy is in disarray? Even the AP reports that Hillary Clinton’s announcement of measures against Somali pirates is stopgap and intended to mollify people while the new administration gets up to speed (via QandO):
Secretary of State Hillary Rodham Clinton said Wednesday the Obama administration will take the unusual step of trying to seize pirate financial assets and property, as it works with shippers to thwart hijackers off the coast of Somalia.
The measures outlined by Clinton, part of a new U.S. diplomatic initiative to thwart sea piracy, are largely stopgap and symbolic moves while officials weigh more comprehensive diplomatic and military action.
Mostly, though, we can tell from the notion that the US can seize assets so that the pirates won’t have money to buy new boats:
“These pirates are criminals, they are armed gangs on the sea. And those plotting attacks must be stopped,” she said. “We may be dealing with a 17th-century crime, but we need to bring 21st-century solutions to bear.”
Clinton acknowledged difficulties ahead in Treasury efforts to locate pirate assets. But she wants the U.S. and others to “explore ways to track and freeze” pirate ransom money and other funds used in purchases of new boats, weapons and communications equipment.
Purchase equipment? Uh, sure. Pirates are well known for getting invoices and receipts for tax purposes, too. As others pointed out to Matthew Lee, pirates don’t use formal banking systems or marketplaces for their financial transactions. Mostly they just steal what they need, and buy the rest through black-market channels.
I’d give the new administration more time to get their footing, except that both the President and Vice President served on committees in the Senate that had oversight on this very problem. In this particular realm of foreign policy, they should be experienced. Unfortunately, neither of them attended the meetings on Somalia and piracy at the Subcommittee on African Affairs over the last three years. And it shows.
The solution to piracy is the same in the 21st century as it was in the 19th century. Sink their ships without warning, destroy their bases of operation, and never negotiate except to accept their unconditional surrender as opposed to killing them the way the SEALs did this weekend. Everything has a cost-benefit threshold; when pirates don’t make money and start dying in large numbers, fewer people will want to become pirates.
I’d offer one more solution as a parallel, suggested by a Hot Air reader earlier this week. The US Navy should buy or lease some smaller container ships as decoys and sail them through the Gulf of Aden, only with fully-armed commandos on board. When pirates start discovering that some American-flagged ships are fakes bristling with death, they’ll think twice about approaching any other American-flagged ship again.

Decoy ships is not a bad idea. Letters of marque aren’t as crazy as they sound. I still think we need to put a carrier battle group in the area and burn down some mother ships and some bases of operation.

We need to park a carrier group in each affected sea. With rapid air response capacilities, fast frigates, destroyers, helicopters, littoral combat vessels, long range missiles, etc., most pirate problems could be handled quickly and decisively with deadly force.

I read this a while ago and it still really embarrasses me that I ever defended that program. In the back of my mind, I knew it was awful, but I rationalized that the government would only use it to listen to terrorists, which I suspect a lot of us did.
Wrong. And now we have a government that views political opponents as the terrorists the system is designed to monitor. Woops.

I’m surprised Obama isn’t offering the pirates the chance to come to the U.S. (at taxpayer expense, of course) and become U.S. citizens with U.S. taxpayer-subsidized homes and incomes and food stamps and all the rest. After all, they’re uneducated poor folks who have resorted to crime because they have few other options, and that must be our fault, right? Surely, like the rest of the world’s poor and criminal classes, the pirates have an inherent right to set up residence here and be supported for life by U.S. taxpayers, just like Obama’s Auntie Z and all the millions of other illegal aliens living here. And it’s not like the pirates wouldn’t already have a large community of other Somalians here who have set up (with the assistance of the gov’t of Minnesota) mosques and Islamic schools and shari’a-compliant banking systems and such. Since we’re all just “citizens of the world” now, and no longer citizens of a sovereign nation founded on Judeo-Christian principles, why don’t we just bow to the inevitable and welcome our fellow (Somali-pirate) citizens home?

I like this idea, to lure pirates into a trap.
But we could also up the ante. Send an aircraft carrier off the Horn of Africa, loaded with half fighter jets and half helicopter gunships with commando teams. If a pirate boat is spotted in the open sea, send a fighter jet to quickly blow it out of the water. If the pirates have already boarded a merchant ship, use the commandoes in helicopter gunships to rescue the crew and liberate the ship.

But instead we’ll get more FBI agents with arrest warrants. Maybe the UN or ICC could get involved and charge our guys with crimes for shooting pirates. After all, it’s easy to serve ordinary soldiers with process. Not like pirates all off the grid and stuff.

I support the program, as much as I know about it. I thought they were only tracing international calls to known terrorist phone numbers. If it’s beyond that, I never liked it, but if its limited to that, then I’m cool with it.

I guess this is what you get when you have all of those Washington educated elite at Harvard, Yale and all of those fancy high falootin’ universities. None have any common sense. I guess they all think that boats come from a store so we just have to keep them from buying them. I am sure those pirates(terrorists) will learn very fast if they don’t already know how to build their own boats. In two days they would have one built and be out on the high seas doing what they do best.
Too bad we won’t clean out those pirate nests. I’ll bet our military could even do a half way politically correct cleansing in no time.

By eliminating the access to assault boats the pirates will not be able to catch transport ships. The assault boat ban would not regulate sail or manually propelled boats thereby guarding the fishing rights and transportation needs of the pirates.

The concept is known as “Q ships”, and dates back to WWI. It wasn’t very successful against submarines, but ought to work nicely against pirates.

The British Navy was experiencing great difficulty in bringing Blackbeard to justice, so in what was to become a standard practice in tracking criminal activity the Royal treasury began financial forensic analysis of booty expenditures in the Caribbean. This led directly to the big “X” in what is now North Carolina.
This is a brilliant strategy. I would expect great news about the pirate problem in no less than 4 years.

What, do you think there is a bank in Somalia that stands a chance of staying in business for even an hour without its employees being robbed and/or killed? Pirates don’t have bank accounts. They don’t buy stocks and bonds. Besides, do we even have any staff in treasury to take on a “find the pirates’ assets project like that? Good grief. They should be listening to scholarly advice on how to get at the root of the problem. Oh yea, we’re talking about people who don’t even go to committee meetings on the subject.

Hillary is not totally stupid. She just has no values or principles she believes in. During the campaign she would denounce this type of reaction to foreign policy matters. Just as she denounced the talks with Iran without preconditions. However, to prove just how little she believes in, she was willing to give up these beliefs to get the big/high profile job of Sec. of State. Shows once again just how little we can believe from any of them. These people actually stand for nothing and will say/do anything to have more power.

It will wind up with the pirates getting tribute money that is called aid. It’s new, modern and what all nations are calling their Islamic tribute money these days. You have been paying it in one form or another for decades already. You should call it tribute money for Muslims so they don’t hurt you openly instead of calling it aid or assistance or whatever. That way you can openly complain to Islam when they keep hurting you by breaking the treaty with even more regularity than is to be expected.

The decoy cars used in Phoenix are pretty funny really. They analysed the most likely car to be stolen and duplicated the circumstances. Then when the thief gets in the car and closes the door the car won’t move and the door won’t open. Trapped. There is a camera too. Pretty funny to watch…
So lure the teen-aged pirates on board the decoy boat… and presto… problem solved. Maybe we could give them some education while on board so they could get a better occupation…

Pirates, sure lets give them another name so it does not offend the rest of the world. Why not really call them terrorists. They have fleeced 50 million in randsom in the past year I understand, what are they doing with the money? Most likely funding terror organizations. They should all be told there is a half mile radius around all ships and if they cross the line, they will be blown out of the water, period. Let them be fish food a few times and see where that goes. We lack any strength. Perhaps we should put a few congressmen on board for a ride along and see if that changes anything.

I think they are right on target. I just went down to Home Depot and you can get a mother ship with rubber rafts in one stop shopping. On the way out you can get a crew to man your own pirate navy. All you need are a few AK’s and a couple of RPG’s and you are in business.
