Obama flops on European participation in Afghanistan

Expect to see a whole vanguard of stories about Barack Obama’s charm offensive in the G-20 summit and how he rescued American standing in Europe.  The media will need to focus on that, because Obama’s Grand Tour resulted in no improvement from his NATO partners on its most critical mission.  Despite the grins and the thumbs-up poses, Europe will not contribute anything more to the war in Afghanistan:

But behind the display of revived transatlantic friendship, European leaders have proved reluctant to follow Obama in his first major foreign policy initiative, which in effect seeks to make Afghanistan NATO’s main mission of the moment. With a few exceptions, European analysts said, the leaders are ready to heed the U.S. call for more military help in Afghanistan only to the extent necessary to stay friendly with the new administration.

“The Europeans want to come back from the summit and say, ‘Look, we’re still tight with the Americans,’ ” said Daniel Korski, an Afghanistan specialist at the European Council on Foreign Relations. “The Americans want to come back from the summit and say, ‘Look, the Europeans are going to help with the new strategy in Afghanistan.’ ”

European officials said Obama is likely to come away from the summit Saturday with a broad endorsement of his idea that stabilizing Afghanistan is a strategic goal for NATO and support for his decision to devote more civilian as well as military resources to eliminating al-Qaeda havens there and in Pakistan. But they also said that summit pleasantries are unlikely to mask Europe’s refusal to commit to major new troop deployments.

Europe’s main new contribution for now, French officials said, will be a 300-member corps of paramilitary gendarmes to mentor Afghan policemen in the provinces. France, Italy, Spain and Portugal have expressed interest in participating, the officials said, but the project is still under discussion and, in any case, the force would be deployed only in areas considered pacified enough for NATO soldiers to turn the area over to Afghan authorities.

We’re sending 17,000 troops to Afghanistan.  The combined forces of Europe are sending … 300.  Of course, the Spartans held off the Persians at Thermopylae with King Leonidas and his 300 men, but Leonidas didn’t insist on deploying only to a position where he wouldn’t have to see a single Persian, either.  And those 300 come only from France, a remarkable gesture, and one that clearly shows the uselessness of the rest of the alliance on this issue.

Remember when Obama insisted that the problem of European detachment originated with George Bush?  Well, Bush is gone, and our NATO allies are mostly no-shows on the front lines.  Other than Canada, the UK, Australia, the Dutch, and Poland, we’re mostly getting REMFs (look it up) when we get anything at all.

Jake Tapper is covering Obama’s trip in Europe and reports that NATO may be a fading concept:

But in reality, how much have NATO member states been willing to contribute troops to the military mission in Afghanistan, as if they have all been attacked?

Not much, NATO critics say.

Other than the U.S., Great Britain, France, Canada, Albania, and the Netherlands, most NATO countries have been reluctant to send troops into the country that has felled so many empires before. President Bush pleaded with NATO allies to send troops, to little avail.

Thus, though President Obama comes to the NATO summit today with plans for Afghanistan and Pakistan that he will describe to leaders of the now-28 member states, beyond the push for help in what the Obama administration is calling a “civilian surge” in Afghanistan – aides to help with reconstruction, training Afghan police, and combating corruption and drug trafficking – an existential question lurks beneath the surface of this summit: why does NATO exist?

Why does NATO exist?  It exists to provide security for European nations that won’t commit the necessary funds to defend themselves, thanks to the Americans they love to deride.  It exists to pull us into European squabbles such as the civil war in what was Yugoslavia, but not to supporting American security issues like the fight against al-Qaeda.  We’re Europe’s bouncer, only we pay Europe for the privilege.  And Obama might eventually realize that, even though most of us figured it out years ago, when most of Europe refused to fight on the front lines in Afghanistan.

Note: If someone sends me a clever photoshop or video satire of 300 along these lines, I’d gladly post it in an update, with appropriate linkage.

Poland, the Czech Republic, really most of the Eastern European states, have stuck with us through thick and thin–you couldn’t ask for better allies, so naturally Bambi’s going to sell them to the wolves. I don’t know… do I miss a Germany who actually has balls? What happened to the Norwegians–I thought they had a clue, what with being on the border of the Soviets and all. UK troops are good, but hamstrung by their politicians. There aren’t that many Aussies. Or Canadians, for that matter. Polish, Czech, and those troops–they probably need to stay home to face East.

From what I’ve read, they pretty much stay in their barracks, drink beer, and that’s about it. Totally useless–they might as well be back in Germany for all the good they’re doing. The Norwegians, the Danes, the Dutch, definitely the Brits and the Canadians, have been out there putting it on the line–I have no complaints about them at all.

Continental Europe, thanks to decades of nanny-state debt and nanny-state dependency, has neither the money nor the inclination to do anything more than talk.

Perhaps some power-hungry oligarchy can coerce nanny-state zombies into action (Putin/Medvedev). But even Russia’s posturing conceals a core weakness. The nations that spawned empires lack people with any motivation to help themselves or anyone else.

Give them a few more decades, though, and a religiously-motivated Europe may once again be on the march. At the head of Muslim armies.

Ive been all over Europe for the past 10 years and saw no hate. What is this hate of America that you speak of? I did see quite a bit of American couture there,it was very popular. I also noticed American music and movie stars are quite popular. They may not care for our politics in Europe,but they dont hate Americans. I hate Chinese politics but I dont hate Chinese people. Bush almost hit single digits with the Europeans. Doesn’t it feel good now to take a vacation in Europe and not get hated on just because you are American?

Let’s tell Russia we will disband the NATO (and the UN & IMF) and then put in the missle shield in Poland and other neighboring countries. We give up nearly nothing in NATO, and the Russia’s can quit bellyaching about NATO encroachment.

My parents and I were stopped in Bruges in 2006 by a Dutch guy who accosted us over Bush’s policy.

It was a bit uncomfortable, but then, sometimes leadership and responsibility have that result.

Being liked is easy when you tell people what they want to hear. Taking a principled stand, on the other hand, isn’t.

Yes.The Netherlands have their own issues. Some of that may have been motivated by their acceptance and defence of Islamic immigration and culture. Though that tide is beginning to turn there also.

A little dated, from 2007, but Gen Barry McCaffrey’s assessment of NATO in Afghanistan:

NATO presence in Afghanistan and their current responsibility for all of the national AOR is a political and security triumph. (37 nations and 36,000 troops—15,000 US) The brave Canadians have done well in very stiff combat in Khandahar Province. (We need to get their battalions to the NTC or JRTC for pre-deployment training). The Brit’s are as usual superb and well equipped fighters. The Dutch have left the security of Kabul and are operating in Oruzgan Province. Some other Coalition elements have done excellent service—e.g. the French Special Forces Company, Portuguese Infantry Company, etc. The US should be enormously grateful that NATO legitimacy backs our national strategy.

As a general statement, however, the NATO forces are too weak on the ground, lack essential supporting elements (helicopters, engineers, logistics, intelligence), have severely restrictive rules-of-engagement, and may lack the national political will to fight when required. It is possible that the Taliban will try to knock one or more of these NATO nations out of the war. A major blow to the Italians, the Canadians, the Dutch, the Spanish, or the Germans might shatter their weak domestic political support.

The greatest value of NATO is their Command and Control presence— the ISAF Headquarters. In my view, it is essential that the US retain the Commander position. The US will continue to provide the bulk of the useful ground combat power, air power, economic reconstruction, and trainers for the ANA and ANP. There is long NATO tradition of allowing the US to retain command where we provide essential resources.

That said, most of the NATO forces, with a few exceptions like Canadians, UK, Dutch, Norwegians, have restricted their forces to self-defense only. And Australians have been great.

Taking a look at the caveats and holding the Allies feet tot he fire is what Obama should be doing – in addition to finding out what the nations require in terms of capabilities.

The counter-narcotics caveats are the most inane, in my opinion.

Why does NATO exist?

To stop the Soviet Union from spreading world Communism.

It exists to pull us into European squabbles such as the civil war in what was Yugoslavia

Excuse me? Did Bill Kristol say America ought to “crush Serb skulls” because some European whispered it in his ear? Ed you know as much about the civil war in Yugoslavia as I know about good farming and nothing more.
