Congress passes $3.5 trillion budget in the dark

Congress approved Barack Obama’s sweeping new budget late last night, approving a level of spending over 10% more than the final year of the Bush administration despite the economic crisis. The $3.5 trillion budget grew over 2009’s $3.1 trillion spending plan, and left almost all of Obama’s wish lists intact despite the supposed intervention of Senate Democrat Kent Conrad:

Congressional Democrats overwhelmingly embraced President Obama’s ambitious and expensive agenda for the nation yesterday, endorsing a $3.5 trillion spending plan that sets the stage for the president to pursue his most far-reaching priorities.

Voting along party lines, the House and Senate approved budget blueprints that would trim Obama’s spending proposals for the fiscal year that begins in October and curtail his plans to cut taxes. The blueprints, however, would permit work to begin on the central goals of Obama’s presidency: an expansion of health-care coverage for the uninsured, more money for college loans and a cap-and-trade system to reduce gases that contribute to global warming.

The measures now move to a conference committee where negotiators must resolve differences between the two chambers, a prelude to the more difficult choices that will be required to implement Obama’s initiatives. While Democrats back the president’s vision for transforming huge sectors of the economy, they remain fiercely divided over the details.

There is no agreement, for example, on how to pay for an overhaul of the health-care system expected to add more than $1 trillion to the budget over the next decade, nor is there consensus on how to spend the hundreds of billions of dollars the government stands to collect by setting limits on greenhouse gas emissions and forcing industry to buy permits to pollute. Those issues will be decided in committees where lawmakers have begun the torturous work on the specifics of Obama’s broad plans.

President Obama has lost some Congressional support since Porkulus.  The Washington Post doesn’t mention this in its report, but Democratic defectors grew from seven in the House to 20 defectors last night.  In the Senate, where Democrats won three key Republican votes for Porkulus, they didn’t get a single GOP vote.  In fact, they lost two Democrats: Ben Nelson (D-NE) and Evan Bayh (D-IN).  Bayh had tried to lead a centrist bloc to gain more concessions from Reid, Pelosi, and Obama, but in the end his Gang of 15 seems to have been a duet.

This budget does at least one thing right.  Instead of getting separate “emergency” authorizations for war appropriations, the funding for Iraq and Afghanistan are built into the budget.  That accounts for $130 billion of the increase over FY2009, and it ends the ridiculous practice of pretending that no one could plan for war resources.  The Bush administration should have made that move after the 2003 invasion instead of continuing to use emergency supplementals that became a poltical lightning rod every time it went to Congress for the funding.

Other than that, though, Judd Gregg has this budget analyzed correctly:

“The practical implications of this budget are that we will put in place spending and borrowing which will absolutely put this country on an unsustainable path and WILL create massive problems for us in the out years if it’s followed,” said ranking Senate Budget Committee member Judd Gregg (R-N.H.).

Even the White House’s rosy projections show this to be a disaster.  It grows the deficits in every year over the next 12 even under the best of circumstances.  In an era where Americans have to tighten their belts and reduce their borrowing in order to shore up their own financial situations, Congress and Obama have shown no such sense of shared sacrifice.  Instead, they’re busy borrowing like maniacs to pay for their own pet projects.  It’s a disgrace, and even some Democrats have discovered this.

OBAMA’S BAY OF PIGS:

BUSH DEFICIT VS. OBAMA DEFICIT IN PICTURES.

http://gatewaypundit.blogspot.com/2009/03/10-tax-spend-facts-for-tax-day-tea.html#links

According to Heritage, Obama will quadruple the deficit this year.

But when a Republican is President, running up deficits is “unpatriotic”:

Obama’s trillions dwarf Bush’s ‘dangerous’ spending
By Byron York

Chief political correspondent 2/24/09
http://www.dcexaminer.com/politics/Obamas-trillions-dwarf-Bushs-dangerous-spending.html

Pelosi and Reid called Bush’s budgets “dangerous” and “unpatriotic,” but with Obama, they’ve changed their tune
Back in 2006, when Democrats were hoping to win control of the House and Senate, party leaders worked themselves into a righteous outrage over the issue of out-of-control federal spending. Rep. Nancy Pelosi, D-Calif., called the Republican budget “irresponsible” and “unpatriotic” because it increased the amount of U.S. debt held by foreign countries. Sen. Harry Reid, D-Nev., accused Republicans of going on “an unprecedented and dangerous borrowing spree” and declared GOP leadership “the most fiscally irresponsible in the history of our country … no other president or Congress even comes close.”

Good thing we had those super smart democrats to tell everybody how terrible and dangerous deficits are for America and the burden it will put on our future generations.

OHH…..wait…..deficits.
Hey no problem baby, deficits are “beneficial” now:

White House Budget Director Orszag: “Elevated Deficits Are Beneficial”

“During an economic downturn like we’re experiencing the deficit gets elevated which is not only natural, it’s beneficial because it helps bring the economy back up to the potential output level. In other words, the key problem we face right now is the gap between how much the economy could produce and how much it is producing. The whole point of the Recovery Act is to fill in that gap and part of that means a temporary elevated deficit.”
Peter Orszag
White House Budget Director
February 26, 2009

Yea baby!!!
democrats go from deficits being “unpatriotic and dangerous” to “beneficial and necessary”.

But no,wait.
It’s all Bush’s fault.480 billion deficit combined with the 700 billion Tarp (that democrats said we had to have) is the
real problem:

Reporter’s question to Orszag:

a related question, you know, when you all unveiled this budget you talked a lot about fiscal responsibility, and the end result is spiraling debt, basically. And I’m wondering if you see this task force as a means to begin to address that.

MR. ORSZAG: Well, let me answer that second question first. Again, I don’t know what spiraling debt you’re referring to, but we’re inheriting a budget situation that is a mess, and that we’re working our way out of.

“WHAT SPIRALING DEBT ARE YOU TALKING ABOUT?!!!!”

Somehow quadrupling the debt is “beneficial” and not “spiraling debt”, but Bush’s less than 25% of this debt is “inheriting a budget that is a mess”.

This is why liberals are always having to announce how “intelligent” they are because it does not show.

This economy is 100% Obama’s and the democrats now.
Their spending and deficits dwarf anything from our previous Presidents combined.

Republicans on the hill need to burn this into the democrats like a scarlet letter so there is no doubt who is responsible for this disaster to our economy and capitalism as a whole.

This is where we start replacing house democrats that have spent this nation into ruin, starting with Pelosi.

It was an historic day yesterday. While our President made nice around the world trying to say there should be more participation from other nations in shouldering more of the financial burden, he makes no comment, (present again), about Nancy Pelosi grinning from ear to ear as she gaveled down the largest spending budget in this nation’s history, 3.55 trillion in pure debt. We can start by recalling the Speaker of the House, followed by a conservatives that will replace the balance of power by giving it back to the people.

So, they can vote to take away contractual bonuses, remove CEOs, vote to regulate pay of all individuals employed by companies receiving gubmint $$$, but we can’t be certain that welfare won’t be used to buy drugs? Oy.

1981 – Economic crisis – 8.5% unemployment. Reagan cuts taxes, fires striking air traffic controllers, deregulates oil and gas, stays in Washington to manage the economy until June.

2009 – Economic crisis – 8.5% unemployment. Obama borrows $3 trillion from the Chinese, nationalizes banks and auto companies, drives Dow down 2000 points, spends almost no time in Washington, goes on late night comedy show, takes 500 people for meaningless show in Europe.

JIMV on April 3, 2009 at 11:27 AM

At The Corner David Freddoso has more on failed amendments:

The Senate rejected a large number of amendments. To give a few examples:

* Drug testing for welfare recipients.
* Protection for doctors with conscientious objections to abortion.
* A “mini-bail-out” fund for small toy manufacturers who are about to go out of business because of a new consumer safety law Congress recently passed at the behest of their large competitors.
* An amendment that would have made it harder to pass any budget that doesn’t contain full funding for a border fence in the southwest.
* An amendment, by Sen. Jim DeMint (R, S.C.), to implement president Obama’s modest earmark reforms.
* An amendment to end all automotive bailouts.
* A national usury law.
* A long-term fix of the Alternative Minimum Tax. Really, this amendment simply called for an honest accounting on the AMT, which is rarely or never practiced by congressional majorities of either party.
* Drilling on the outer-continental shelf.
* A cut-off of any further TARP funds.

The R’s did get some good amendments passed limiting some of Obama’s horrible energy plans, but as David noted (what we all know too well) from remarks by GOP aides that the Dems can strip what they want in conference.

Y’all know I can’t stand the Huckster, but I do wish he would toss his hat in the ring and run against Blanche Lincoln here in 2010. He’s the only Republican with the name recognition to even stand a chance of unseating her. And while I have usually supported her, after her votes on this budget, TARP ad infinitum, and the Porkulus bill, I want her out. I hope someone can convince Huck to run. I wouldn’t actively campaign for him, but I’d sure campaign against Lincoln — and I’d vote against her too. She’s turned into a huge disappointment.

Senator Gregg posted this on The Hill’s Politcal Blog:

The 1789 Amendment (Sen. Judd Gregg)
April 2nd, 2009

During this week’s Senate debate of the fiscal year 2010 budget (the reported resolution), I offered the “1789 Amendment.” This amendment was designed to limit our debt, which grows at an alarming rate under the Democrats’ budget plan. The budget will double and ultimately triple the debt. In fact, it creates more debt than under every President from George Washington to George W. Bush combined. By the end of the five-year budget window, debt held by the public will be close to 67% of GDP. That is unsustainable for our economy, makes us more dependent on other countries to finance our debt and threatens the value of our currency. And it is simply wrong to pass that burden of debt and interest on to our children.

The 1789 Amendment would force the government to address the fact that our debt is spiraling out of control. It would create a budgetary point of order against make any budget that doubles, over a ten-year period, the debt already accumulated from 1789 until January 20, 2009. Such a budget would need 60 votes to waive the point of order, instead of allowing a simple majority of 51 senators to push through a plan that doubles or triples the debt. Unfortunately, the Democratic majority succeeded in defeating this important amendment and that is a loss for our future generations.

Is Sen. Reid giving us a sign? In the picture accompanying this article he looks like he would in repose. Please, close the lid.

Moving right along and not much of a battle on his budget.

Don’t scare it away. We’ll need getalife around to illustrate how it’s “non-partisan, open minded independence” helped lead it’s fellow citizens to the slaughter.

Just wait until cap-n-trade kicks in. That $13 a week Barry is giving you will dry up like an old nun’s ovaries as our energy bills and consumer prices go up 30% to 60% or more. Add to that the tax burden of this “free” health care, the economy will assuredly collapse. Just keep giving Barry enough rope and he’ll hang himself with it. I know…RACIST!

Umm, err, let me uh, be clear, ahh, due to the umm, high cost of ahh, energi, ah, the light, um, at the end of um, the tunnel, will be ah, turned off.

Better stock up on staples now, or reserve your spot in the soup line.

It’s anybodies guess, will we soon resemble depression era America, pre-war Germany, or current day Zimbabwe.
