Not an April Fools Day joke: Obama tax hike hits today

posted at 3:05 pm on April 1, 2009 by Ed Morrissey
Share on Facebook | printer-friendly

And the AP notices that it didn’t target the top 5% of earners, either.  The cigarette tax increase that pays for S-CHIP takes effect today, and it will hit working class families the hardest.  In fact, AP reporter Calvin Woodward sounds downright offended (via Jim Geraghty):

One of President Barack Obama’s campaign pledges on taxes went up in puffs of smoke Wednesday.

The largest increase in tobacco taxes took effect despite Obama’s promise not to raise taxes of any kind on families earning under $250,000 or individuals under $200,000.

This is one tax that disproportionately affects the poor, who are more likely to smoke than the rich.

To be sure, Obama’s tax promises in last year’s campaign were most often made in the context of income taxes. Not always.

“I can make a firm pledge,” he said in Dover, N.H., on Sept. 12. “Under my plan, no family making less than $250,000 a year will see any form of tax increase. Not your income tax, not your payroll tax, not your capital gains taxes, not any of your taxes.”

Some of the people in the populist class took notice, too.  Smoking cessation hotlines are having a banner week in traffic:

Calling your state stop-smoking hot line for help kicking the habit? Expect a wait: Smokers are flooding the lines in a panic over an increase in the tobacco tax.

Denver-based National Jewish Health received triple the usual number of calls Monday for a March day to quit lines it runs in six states: Colorado, Idaho, Iowa, Montana, New Mexico and Ohio.

The calls — 2,317 on Monday — had steadily increased all month as smokers began dealing with a big price hit in a sour economy. Not only does the per-pack federal tax climb from 39 cents to $1.01 on Wednesday, but the major cigarette makers raised prices several weeks ago in anticipation.

If Woodward is offended now, just wait until Barack Obama gets his cap-and-trade system passed in Congress, although he may have to wait until 2011 to get it.  The increase in “fees” charged to energy producers will hit the lowest income earners the hardest as energy costs will skyrocket.  It will eat up the disposable income of working-class families, some of whom may have to choose between heat and food in winter, thanks to the decrease in production and the rise in prices as producers pass along costs to the consumer.

Tomorrow, I’ll be talking with former Rep. Dick Armey about the cigarette taxes and their regressive impact on Americans.  Is this the Hope and Change Obama promised?  Tune in and find out!

And, yet, they’ll still vote for Obama in 2012. Caged pigs, ya know.

lorien1973 on April 1, 2009 at 3:15 PM

It sure would be funny if Obama legalized pot and everybody left tobacco for marijuana and the government could no longer sustain their way of life due to the loss in tax revenue.

Cigarettes are bad for you, everyone knows that and has known that since the 20’s. It is common sense. Anyone who has ever been near a campfire will tell youinhaling smoke is hard on your lungs. Smokers are already addicted, so why try to punish them more for smoking?

jeffn21 on April 1, 2009 at 3:15 PM

…and what happens when people quit somoking en masse? Tax revenues will plunge for the expanded S-CHIP program. Then, as a result, taxes will have to be either imposed somewhere else, or the expande S-CHIP program will need to be pruned. Any guesses as to where the next tax will be? Trans-fat tax? Soda tax?

Raise taxes on cigs to pay for “things”. Tax so much that people quit, actually lowering cig tax income. Now where do you make up the difference. Aha you raise taxes on alcohol and soda and snacks. Look out people its coming. You may not smoke and dont care about the tax but they will come for you (and your unhealthy habits) next.

Liberty or Death on April 1, 2009 at 3:26 PM

There is a simple reason for this tax:

1. Raise taxes on cigarettes to pay for expansion in SCHIP eligibility.

2. People stop smoking because of the increased cost, reducing revenue to pay for SCHIP.

3. Raise taxes on everybody to keep paying for SCHIP and if you don’t vote for it, you’re mean because you want to cut off healthcare to kids.

4. Public is told conservatives are mean because they wanted to or did cut off funding for kids to have healthcare.

5. No discussion allowed on how we shouldn’t have expanded SCHIP to families making up to $100,000 a year to begin with.

There’s another bill (written by the Ugliest Man Alive®) that’s supposed to pass the House tonight which will not only reduce nicotine levels (causing people to smoke more, and pay more taxes!) but threatens cigarette alternatives as well.

This has nothing to do with health, and everything to do with grabbing more money, for both Congress and their corporate partner in crime Phillip Morris.

These lunatics have got to go.

Rae on April 1, 2009 at 3:28 PM

I am a smoker and the prices went up before April 1 and paying the price hurt…guess I won’t pay my credit card bill now. I should not be forced to quit smoking just to pay higher taxes that covers for some freaking kids that do not even belong to me as well as illegals. This is that bitch Nancy Pelosi’s doing. I read the bill before it went into effect. As soon as that wonderful $3.6 trillion dollar budget passes, then everyone will be hit with large energy bills for it will double. Then the nonsmoking nazis and drinkers can start screaming, too. No taxes my ass for the middle class! What a lying president we have! This is exactly why President Bush vetoed that bill every time it came around – he knew the majority of smokers were the poor and the lower middle class. They would be the most hurt financially from it. There is no doubt about it.

txstar on April 1, 2009 at 3:28 PM

ElRonaldo on April 1, 2009 at 3:35 PM

Great link, Rae. I followed every link and found this. Possibly the most racist legislation in 40 years:

Califano told The New York Times his eyes were opened by Louis Sullivan, secretary of health and human services under George H.W. Bush, who called him to complain that the bill bans all cigarette flavors except menthol. It’s not clear why Sullivan only recently got riled up about this provision, which anti-smoking activists have been murmuring about for years.

It may have had something to do with a May 13 New York Times story headlined “Cigarette Bill Treats Menthol With Leniency,” which reported that “some public health experts are questioning why menthol, the most widely used cigarette flavoring and the most popular cigarette choice of African-American smokers, is receiving special protection as Congress tries to regulate tobacco for the first time.”

So where does that leave us?

Is a marijuana joint now cheaper than a cigarette?

fogw on April 1, 2009 at 3:50 PM

I’ll try this question again:

This question is in regard to Obama’s plan to tax individual and joint (couples) making $250,000+ per year. Is this new tax law affecting gross $250,000 pay, or is this after deductions have been applied (i.e. taxable income)?

For example, a married couple jointly earns $252,000 annually. After applying their tax deductions for 401K, mortgage, and charitable contributions, the result is a taxable income of $239,000. Did they escape the higher income taxes introduced by Obama?

amerpundit on April 1, 2009 at 3:37 PM

I guess these folks are low lifes as well?

Guardian on April 1, 2009 at 3:43 PM

dummies. i smoke almost a pack of marlboro mediums a day, have been since i was 17. and i’m happy about the fact that the price is going up, because 1. i want to quit, 2. i want other people to quit, too.

sesquipedalian on April 1, 2009 at 3:54 PM

Let’s see…
First, they raise the taxes on smokers. Then people who cannot afford to pay the tax and pay for the S-Chip program quit. Then the S-Chip program runs out of funds. Then they raise the taxes on drinkers. Then the people who cannot afford to pay for it and the S-Chip program quit drinking. Then the S-Chip program runs out of funds. Then they raise energy taxes. Then the people who cannot afford to heat their homes and pay for S-Chip quit heating their homes. Then the S-Chip program runs out funds. Then they raise taxes on ….
But it’s OK. I’m not a smoker, so I did nothing.

Hey, lowlife, if you wanted to quit, you could have just done it already. But no, you want to be forced to quit.

Frankly I’m surprised there’s any retail business in Chicago…

I live in Frankfort and have been within city limits for non-work related activities ~3 times in the last two years. I avoid ALL shopping in Crook county.

Yep. Using federal power to shape peoples’ lives is totally what the constitution is all about.

I’m lovin’ this command economy!

So, taxes would have to go up in other areas to supplant the lost revenue of the previous tax increase.

That’s just awesome.

I believe so (I am not a tax person). The idea is to use deductions to lower your taxable income. That’s why people itemize – if their itemizations are more than the standard deduction.
