Economy booster: California looking to ban plasma TVs

posted at 2:49 pm on March 23, 2009 by Ed Morrissey

California has a rapidly-expanding budget shortfall, unemployment going above 10% for the first time since the early 1980s, and perhaps the worst business climate in the nation, excepting Michigan.  How does the state plan to boost the economy, create jobs, and build consumer confidence?  They want to ban plasma TVs because they’re not green enough:

In their continuing quest to reduce greenhouse gas emissions, state regulators have uncovered a new villain in the war on global warming : your big screen TV

Couch potatoes, beware.

The California Energy Commission is considering a proposal that would ban California retailers from selling all but the most energy-efficient televisions. Critics say the news standards could take 25 percent of televisions off the market — most of them 40 inches or larger.

“The larger the television, the more at risk it is of being banned unnecessarily in California,” said Douglas Johnson, senior director of technology police for the Consumer Electronics Association.

Association officials say the standards are not only unnecessary –  because the federal government already regulates energy efficiency through the voluntary Energy Star program — but also ill-timed. The last thing our economy needs now is products taken off the market, they say.

The state energy commission denies it wants to ban any kind of television sets.  They claim that they just want to limit the market only to those models that provide better energy efficiency in order to save costs and cut down on emissions.  The Orange County Register notes that the annual savings in energy costs between comparable plasma and LCD models amounts to a grand total of $30 per year.

Buried farther in their FAQ on this action, though, readers can find out what their intent really is, emphasis mine:

Who is supporting these proposals?

The Natural Resources Defense Council (NRDC), the LCD Manufacturers Association, television component manufacturers such as 3M and Agoura; television manufacturer Vizio, and all three major California electric utility companies (Pacific Gas & Electric, San Diego Gas & Electric, and Southern California Edison) endorse the proposed regulations. Many well-known retailers including Wal*Mart, Sears, Costco, Sam’s Club, and Frys have all agreed to emphasize selling energy efficient TVs. Additionally, a recent survey showed California households overwhelmingly (89%) want their next television to be more energy efficient.

In other words, it’s a protection racket for LCD manufacturers.  They want the state to intervene in the market, as plasma currently undercuts the price for LCDs.  Eventually, LCDs will win this format war anyway, as plasmas have more propensity for burn-in and don’t last as long as LCDs.  However, consumers should make that decision, not the state.

OC Register reporter Brian Joseph notes that the commission denies that they’re trying to limit the size of televisions in general, but …

Gottlieb insisted that the regulations wouldn’t eliminate big screens from California stores. But the commission’s own draft report says TV energy use is “proportional to the screen size.” And there’s no doubt the regulations will limit energy use.

So if you’re in the market for big screen TV, now might be the time to buy. The regulations are expected to be approved this summer.

And what will happen when the regulations go into effect?  California consumers will buy their TVs from on-line retailers out of state, which will force electronics retailers to close, jobs to disappear, and tax revenues to drop.  The economy will continue to decline, budgets will continue to show shortfalls, and the California legislature will continue to press for more tax increases.  In other words, it will be business as usual for the increasingly anti-business Golden State.

This is a classic example of what Milton Friedman wrote about when he described business interests aligning with gov’t forces to the detriment of the consumer. Also, the article rightly points out that LCDs will eventually win anyway if the market is left alone. I have a 50″ plasma and the burn effect is really annoying.

Why shouldn’t they continue a winning strategy? Taxpayers in all the other states make up the difference through fed bailouts. Rewarding bad behavior,..well, you know how the rest of it goes.

a capella on March 23, 2009 at 2:56 PM

meh. plasma is dated technology. if we had a perfectly free market, and consumers had all information (and the capability to understand it), nobody would buy them. buying a plasma is putting a definite end date to your investment, while an LCD screen can last much, much longer.

Yeah…known to the State of California but nobody else.

I would ne more likely to think this is an LCD manufacturer cabal if Plasma’s weren’t already on their way out. Not that the LCD industry doesn’t want to give them a slight push. The BEST plasma on the planet the Pioneer Kuro is being discontinued. There is not enough difference in picture quality to get buyers to prefer the Kuro. You have to have the extra cash and be an AV-phile to want one. No biggie.

Plasma lovers take note Kuro will be selling like hotcakes to get them cleared out. The Kuro elite is not yet on sale but the entry models were on sale in last Sunday’s Best Buy circular.

I share a one room apartment with a roommate. Neither of us has a car. To save money, we rarely turn the lights on unless it’s actually dark. We unplug our microwave, computer and t.v. when not in use.

In the land of California, my carbon footprint is the stuff of legend.

Our one “splurge” is a nice big screen t.v. because we happen to like playing video games on a giant screen in hi-def.

So, the government has decided that, for the sake of energy efficiency, my t.v. options should be limited even though I’m far more energy efficient than anyone in Sacramento, because they love one-size screws over everyone policies….

If they’re going to go the fascist route, they should issue energy credits to each household (based on number of people) and let the people decide how they want to spend their credits. This pseudo-fascism incrementalism isn’t fooling anyone.

HuskerNate on March 23, 2009 at 3:01 PM

Doesn’t the sale of these tv’s generate sales tax revenue for the state? Doesn’t the state get revenue from the energy bills paid by the consumers who have these sets?

Look if CA would allow the construction of new energy plants to start with they wouldn’t have to worry about energy problems. I would have thought after the Enron debacle that the government in CA would have wisened up.

All it takes to turn out the lights in CA is for a couple of their neighboring states to quit selling them energy.

And they say there are no long term ill effects from steroids or marijuana use.

It is not as much fun for the legislators if they do it the way you suggest. They much prefer to tell you what to do and when to do it.

I’d love to see improvements in our electrical grid, but our libtard overlords only want to curtail existing supplies, instead of creating more, and the infrastructure to support them.

So when we’d come back from IL, there were signs at gas stations and convenience stores at the state line, “Last chance to buy colored oleo!”)

i’D BET MY STIMULAS CHECK THAT >40″ PLASMA IS ALL THE TERMINALATEHER HAS IN HIS NOTSO GREEN MANSIONS.

lasertex on March 23, 2009 at 3:51 PM

LCDs will win the HDTV wars because cost is lower than high-quality plasmas of the same size like the Pioneer KURO. However, LCDs still have not won the video quality wars and burn-in problems for current-generation KURO plasmas is non-existent. Unless you are a hard-core big-screen 3D gamer where refresh rate is an all-important feature, the KURO is still king when it comes to color, contrast and black levels. So, consumers who intend to use their large, flat-screens primarily for watching movies would be well-advised to be on the look-out for bargain KURO plasmas, as they are phased out. I doubt that LCD specs will ever exceed what has been achieved in the KURO plasma line. If and when the KURO specs are beaten in the 50+ inch TV sizes, it will be done by newer technologies that are still limited to smaller screens right now. And, as far as length of life is concerned, the normal expected life-time of a KURO plasma TV screen is so long that it is more likely that it will be replaced because of obsolescence rather than failure. So, you LCD fanatics can rationalize the demise of plasma TVs all you want. Just be on notice that plasma technology is not losing because LCDs have equaled them in overall video quality. They are losing because they are more expensive to manufacture and they consume more power when they are actively displaying a picture.

I figured out how idiotic California was 22 years ago by moving to San Francisco for one year. The ironic thing about the people in that place is, that they think the rest of the country are a bunch of weirdos. We are all weird because we like to spend time with our families, (a lot of us anyway), like to go to church on Sundays, (again some of us), don’t protest in the streets over everything we disagree with, (some of us have jobs), and don’t think the most important person in the world is ourselves. It is a whole other world out there, and as far as I am concerned, the state could fall into the Pacific Ocean and the USA would be fine without it!

I live in CA and already have 3 50″ Plasmas.

I’m good.

Eh. LCD’s better, anyway.

(Yeah, I know that’s not the point.)

Actually, LCD looks better in the store under the florescent lights in torch mode with the contrast all cranked up. But back at home in your darkened home theater, the colors and black levels of plasma blows away LCD’s.

*sigh*

I live here.

Quit your bitchin, I live in Chicago where they don’t put these kind of sneaky taxes on everyone. We pay 10.2% sales tax and when they want more, they stick a gun to your ribs and take it.

I can’t wait for that new 50% income tax hike our new governor is giving us.

Plasma TV is a good LEO code word for illegal alien. I’d be down for that sort of ban.

MarcusBrody on March 23, 2009 at 4:05 PM

Awww shucks. I hope the entire state of Kawlyfornia cracks off and falls into the ocean. Less real estate… yes, but waterfront property for more conservative folks in Nevada!

I favor laws that require California to share the nice weather at the Pacific Coast with the rest of the country, while we’re at it.

I’m about to get a Panasonic 58″ plasma for my new media room. Thankfully they’re in no danger of being banned in Texas. Wasn’t the UK talking about banning them recently? What happened with that?

As for the LCD vs. Plasma debate, all the comparisons I’ve seen recently still give the edge to plasma sets. But in fairness, I’m not really a gamer. I’ll be using it primarily for TV shows, Blu-ray, and watching NBA games.

You were right the first time.

Yeah, I realized that all too late.

crazy_legs on March 23, 2009 at 4:17 PM

What is wrong with Arnold? He sounded so conservative a few years ago. I guess he’s just sipped too much of the California kool-aid.

t.ferg on March 23, 2009 at 4:17 PM

And what will happen when the regulations go into effect? California consumers will buy their TVs from on-line retailers out of state, which will force electronics retailers to close, jobs to disappear, and tax revenues to drop

Too late….

Oregon tried to ban disposable diapers once.

Wethal on March 23, 2009 at 3:05 PM

Oregon’s best strategy at this point is to ban Californians.
