Cap-and-trade traded away?

George Stephanopolous reported yesterday that Senate Democrats forced Barack Obama to choose between two break-the-bank policies for this year. The White House apparently surrendered on cap-and-trade in order to get started on a massive overhaul of the nation’s health-care delivery system. Stephanopolous refers to the dilemma as a classic “scorpion in the bottle” problem:
When the White House released its budget, I said the president’s effort to reform health care and cap carbon emissions were “scorpions in a bottle” — only one could make it through Congress this year.
This week, the White House and House Democrats made their choice: health care is the survivor.
As the Wall Street Journal and Washington Post have reported, House Democrats (backed by the White House) plan to write a budget resolution that allows health care to be passed by a simple majority (through the so-called “reconciliation” process) if a bipartisan compromise isn’t reached by September.
Cap and trade will not get the same budget protection, and there are nowhere near 60 votes for it. Keeping it out of the reconciliation process recognizes reality: Congress can’t pass it in the middle of a recession.
Stephanopolous notes that Democrats in the House made this choice, but it’s really all about the Senate. Obama thinks he can get a few moderate Republicans to go along on health care reform, probably more than just the Porkulus 3, if he steers a centrist course. Cap-and-trade has problems even among Democrats, especially in the Rust Belt and in coal-producing areas, and its impact on the economy makes it a non-starter in this session of Congress.
Even the health-care effort will get curtailed, likely as a result of the massive government spending already undertaken by Democrats this year. Instead of moving forward with a comprehensive plan to socialize the health sector, Obama wants to work around the edges this year. Obama has apparently learned that lesson from Hillary Clinton’s abortive attempt to nationalize the health sector in 1993-4.
That may put off the rest of his reforms until 2011, though. Obama will not want to impose a nationalized system in an election year, especially if he’s performing as badly then as he has in the last two months. Republicans are already licking their chops for the midterms, and a major socialist initiatitve will be exactly what they need to compete for control of the House. That probably pushes cap-and-trade to 2011, too.

All I ever wanted was the same access to insurance as those large companies do with group discounts. Money I can get but with 70% of it going for producing clerical bureaucracy jobs, is it any wonder why it’s so damn expensive.

Larvcom, in a free market system your comment makes no financial sense. That would be like saying you want the same price for buying a bale of pine straw as the landscaper pays for buying $500. It doesn’t work that way for insurance “Services” just as if it were a product you could touch.
Kelley, I don’t know if I have the answer to your question, but I believe just last week, I heard Neal Boortz and/or Clark Howard (local radio personalities here in Georgia) stating that many primary care/general practitioners were forgoing membership in the AMA because it wasn’t being vocal enough in its opposition to socialized medicine.

The fragile state of the economy will not allow cap & trade at this time. Cap & trade would assure a total crash of the economy as well as a total change out of the Democrat Majority in Congress and guarantee a new resident at 1600 Pennsylvania Avenue in 2012.
Universal Health Care is easier for the Socialists before 2010 but the resulting Tax Revolt will flush the Socialists out in 2012 as the cost of this foolishness will be felt by then.
The Obama crew can only work one task at a time and the economy has them chasing their tails now. They are winging it and the Public is coming to that realization now. The bailout fiasco and the deficit spending going on now will
hit home by the end of Q2 09. America is getting a hard lesson. Obama is still campaigning but not governing. Appearances on the Leno show are cute but America will only tolerate so much when unemployment rates are rising and investments & retirement funds are going up in smoke.

The Dems are already feeling the effects of a weak president and a greedy Congress. They shot their wad with the so-called stimulus. Their stupid agenda is slowly unraveling.
Also, just because he’s pushing Cap-and-Trade to the out years doesn’t mean we can’t keep talking about it. People need to know that Blowbama is after Whitey’s wallet. This one-termer is in for quite a shock in 2010.

It seems to me that Obama has been playing more and more defense as of late. I would be willing to bet that he is in a situation much like Germany was during WWI. By signing a treaty with the Russians(Cap and Trade), he can focus more on the Western front(healthcare). Of course that has just as much potential to bungle this as well. Something I think is very possible given the way he has handled himself. People are getting sick of the way Government has been handling things with the bailouts and such and selling healthcare will be harder and harder given its cost/intrusion/etc…

FWIW I called my Senators’ offices yesterday (Lincoln and Pryor of AR) and voiced my support for health care reform that protected my “right to choose”. I have an HSA with a high deductible and low low premium ($25/month) and discussed with them how much I loved it and thought it was a great model for a national plan if we subsidized private accounts for those that needed it. They actually listened and paid attention and I was able to speak for about 5 minutes with them. It’s almost as if they hadn’t heard of HSA’s before.
Fortunately both Pryor and Lincoln realize they are D’s in a state that voted 60% for McCain.

Sorry to sound like a jingoist, but why doesn’t Obama worry about fixing the financial system, our two wars, and securing our borders–all of which are national problems that individual states cannot address.
At most, for health care, Obama can introduce national medical malpractice reform–if he had a backbone–and consider McCain’s idea of removing the exclusion for employer-provided health insurance and providing an individual tax credit. Let the free market take it from there.
Leave education to the state and local governments where it belongs.

I am curious to get some other thoughts on this. How does Obama figure he can reconcile State soverenity laws limiting abortions without parental permission with his plan to digitize medical records. This is assuming that parents of underage patients will have access to their children’s medical records. Another question is according to recent reports,many births in the last 3 years have been born to teenage unwed mothers, does anyone feel that this could be a sign of better charitable help and family acceptance, and also a sign that citizens in the United States MAY be moving into a more pro-life stance? Thanks for any thoughts you can offer.

I went the Post Office a couple days ago to pick up my mail. Four people in line when I got there and I waited almost a half hour before I got to the counter and another 10 minutes till they found my mail.
The government can’t run the post office, how the hell can they run health care? In my paragraph above insert emergency room in place of “post office” and I went in with chest pains.

How do you expect IMPEACHMENT? If the financial institutions are nationalized, banks will be controlled and so we may have no money in the bank. Government will have us in the back pockets and eventually trade our votes for some money. So we may face more of the worst of the ‘same old same old’.

There has been a group running radio ads for the past two or three weeks againt this socialized medicine. The ads are effective because they scare the crap out of you: menacing voice over saying things like national healthcare… european style waiting lines… medicine rationing… not having a choice who your docotor is…
So, we really need work to educate the prople around us, especially the people who currently have good, private insurance, just how bad it is going to be and that no matter what Obama says to sell it, private insurance will be gone

Getalife needs to get real. 647 billion in carbon taxes (the CBO says its much more) will kill jobs not create them. Our energy intensive businesses will move abroad. Protectionist measures to tax carbon footprint of imports (Chu’s proposal) will just lead to job killing trade wars and mean our domestic manufacturers must pay a higher cost for inputs and thus raise prices of goods reducing our standard of living.
The lefts favored alternative sources of energy, wind and solar, need enourmous subsidies because they cost too much to be competitive. Carbon sequestration technology is unproven. All the subsidized enterprizes will fail when government runs out of money to subsidize them. Nuclear power works and is cost effective but Harry Reid and the left-wing enviro’s that control the Democratic Party won’t allow it.
We can create jobs and wealth without spending taxpayers dollars by allowing oil and gas drilling where the oil and gas is rather than where it is not as Pelosi wants the industry to do on old leases and by building nuclear power plants and reprocessing facilities for the waste.

How bout creating nuclear energy, pebble bed reactors have little waste and other new modular technology have fewer waste issues.
We get much more energy without raping the land. The environmental footprint of windmills and solar across the landscape is heavy.
Nukes are the solution.

Here’s a thought: Back in 2003 in Eutope there was a heatwave. Got up into the upper 90′s. Killed over 35,000 people. Europe isn’t prepared for heat like that. Not a lot of AC see? No vast deserts either. Thousands dead.
Now imagine Cap and Trade raising energy rates in this country. Fixed incomes + Prohibitively expensive energy = untold thousands dead in this country. Places like Arizona, Nevada and SoCal deserts. The economy is a good enough reason alone to dight Cap and Teade, but hey it’s more ammo for the fight.

There is no one solution but the only thing holding nukes back is the waste.
