Video: Congress, Geithner knew about bonuses on March 3rd

posted at 11:30 am on March 20, 2009 by Ed Morrissey

Tim Geithner and Congress claim that they got blindsided by the AIG bonuses late last week, before anyone had a chance to stop AIG from paying them. However, C-SPAN’s video library tells a very different story. Watch the clip from a March 3rd hearing of the House Ways and Means Committee in which Rep. Joseph Crowley (D-NY) specifically mentions the upcoming payouts of over $162 million in bonuses to AIG execs, the very same number that inflamed Washington DC this week:

After accusing the previous administration of a lack of oversight, Crowley says this, emphasis mine:

Thank you, Mr. Chairman. Welcome to the committee, Mr. Geithner, and thank you for your responses so far. It never ceases to amaze me the level of apparent amnesia some of my colleagues on the other side of the aisle have had about how we got to this problem in the first place, and I thank you for answering Mr. Heller’s question in particular. By the line of questioning, you’re almost led to believe that because of a last month and a few days of a presidency we had the problem we have today, and thank you for setting the record straight. This didn’t happen overnight. This took eight years in the making of stagnant, at best, growth.

But yesterday, Mr. Secretary, the Treasury and the Federal Reserve announced a new fourth plan to rescue troubled financial services giant AIG. I do agree that AIG’s sustainability is the lynchpin for some of our recovery efforts, and it’s important for the federal government to work to keep it afloat. However, I must demand that AIG increase the accountability and transparency, something that was not done during the previous administration.

For example, just last month, AIG paid 343 employees of AIG FP — their Financial Products division that created the financial hole that AIG is in, and in turn a multibillion-dollar bill for American taxpayers — $56 million in bonuses and are slated to pay an additional $162 million in bonuses to 393 participants in the coming weeks. And there’s more. Further bonus payments totaling approximately 230 million (dollars) are due to 407 participants at AIG’s Financial Products division in March 2010. This makes no sense to my constituency.

In other words, everyone knew about these bonuses. Congress even knew enough about it to question Geithner on it, with remarkable accuracy on the total amount due to be paid out, on March 3rd — nine days before Geithner initially claimed to know about it.

This whole episode has been a farce perpetrated by Congress and the administration to stoke artificial outrage over contractual compensation obligations. It’s a freak show put on by Democrats. They’re giving us populist circuses in order to build a mob mentality — but for what purpose?

Update: The NY Times’ DealBlog has more, as does the Boss.

The whole “where did these bonuses come from?” outrage was staged from the beginning. It was reported in December.

The question is, why did it become a big story when it did? What prompted the Sunday shows to start talking about it this week?

I am not surpirsed by this. I knew it would be a matter of time for Ed to find the truth.

milwife88 on March 20, 2009 at 11:35 AM

Wait, its coming…

Geithner was in charge of the negotiations on the first AIG bailout when he was at the Fed Res Bank.

The deal, which is available, and only 6 pages long, specificly talks about bonuses…

And this was back in NOVEMBER.

So, either Geith didn’t bother to read his own deal with AIG, or he knew about this all along.

Incompetant, or bald faced Liar, take your pick.

Unfortunately, we’re probably stuck with them until their terms run out, but all of these jokers need to be thrown out. They can go live in a tent city for all I care. I’m amused that Crowley blames it all on Bush and not on his own party. After all, Bush tried several times to rein in Raines and was stiffed by Barney and Waters. Obama was on the team of attorneys who sued Citigroup to get them to do toxic/NINJA loans.

Crowley also wanted ex post facto laws to take back bonuses already paid.

Geithner defends the use of retention bonuses, and I think that, while the size of the bonuses in this economy are not justified, their use is indeed justified.

Major Garrett said yesterday the White House is blaming Repubs for this mess because they were the ones that opposed exec compensation caps so they made them do it or something. Also, by that same logic, couldn’t you say the bill was a Dem idea to begin with, so its really their fault?

“It has to be,” a man called out.

Obama let everyone know he hadn’t bowled since Jimmy Carter was president.

On his first warm-up ball, [Bob] Casey rolled a gutter ball. Obama’s first ball flew well off his hand but also ended up in the gutter. On his second try, he knocked down four pins.

Obama did improve, nearly getting a strike in one frame, and in the seventh, picking up a spare, giving him a score of 37.

I thought of this when I was seeing the speeches after the fact. But what if they already achieved their goal by gettting a TAX increase on bonuses. I began to wonder how congress can get a bill passed that would target such a specific target of AIG execs who received a bonus. Then it made me wonder if they intended to do this since they have known about it for so long. They even had voters behind it…No they had voters demanding it the tax increase. They say it only effects Corps. that received bailout $ but the net is so large now for bailout $ how do you know this won’t effect more people. I received a bonus this year and I am far from wealthy, but I don’t know if my corp has or will receive bailout $. Will my bonus be taxed at 90%?!

What’s really crazy is that the Administration (and Congress) thinks AIG’s viability is so central to our economy that they’re willing to send them tens of billions in new dollars, and at the same time, they’re willing to destroy any hope of AIGs effectiveness through public character assassination.

Seems we could have saved a few billion and just let AIG go down the toilet back when. I mean, we’re headed for the same result.

The media has missed the biggest unintended thing this bill does.

The very first line of the bill states this is an ADDITIONAL TAX…

This bonus, as it is still income, is also taxed as reagular income… it does NOT exempt these bonuses from the regular income tax, but ADDS A FURTHER TAX…

So, its much more than a 90% tax… it a 129% TAX at least.

Yep, they will owe MORE MONEY IN TAXES THAN THE BONUS WAS WORTH!

Read the bill, its clear.

While Congress ran around making huge fools of themselves in the past couple of days (dems and repubs included), while the American people are screaming “no fair”, while the Boy King plays patty cake with Jay Leno, the Fed printed up over a trilion bucks to soak up some of those toxic assets, AND EVERYONE IGNORED IT.

That should be the big story because if it doesn’t work, we collapse. And according to an expert on Glen Beck yesterday, this little infusion of cash made by the Fed has never, ever worked. And if it fails, our dollar will be rendered virtually worthless and we collapse.

This 90% tax for almost all bankers in the US is the Highest Tax Rate in the World

It’s complete and utter MADNESS is what it is. And most likely unconstitutional. But will they get away with it? Let me ask…what HAVEN’T they gotten away with. What a rump administration/congress. They’re driving us to ruin.

scalleywag on March 20, 2009 at 12:26 PM

They were meant to be used only in case of Nuclear War… but what triggers them is not really set in stone… its up to the President.

If he went all-out martial law on the citizens, this AIG thing will look like a Sunday school picnic.

They’re giving us populist circuses in order to build a mob mentality — but for what purpose?

I’m thinking this all backfired on them and they’re doing what comes naturally, blame somebody else and lie about it.

I think it’s time to put anyone and everyone involved in this under oath, and make them swear under penalty to tell the truth ………….

……………. including the teleprompter.

Bombshell!

My rep is having a local breakfast here tomorrow. I’m bringing the transcript to see what he says about it.

Rolling Stone article mentioned on Morning Joe this AM. Author when asked whether Geithner and Obama could have been caught by surprise by these bonuses, replied that it was nearly impossible to imagine they hadn’t known all along.

msmveritas on March 20, 2009 at 12:30 PM

Can he change the policy to have the military fire on its own citizens? Would they obey the order? Scary thoughts for scary times.

nolapol on March 20, 2009 at 12:25 PM

Uh, there is no policy against firing on civilians, especialy if the President declares it an insurection.

As to whether the troops would follow that order? Situatioanal (IMO)… Kent State did happen… Northern Troops did burn down the South in the Civil War… Even the Branch Dividian stuff was clearly questionable…

AIG Should Reveal Extent of Bonuses, Cummings Says

Liddy should testify under oath on why retention payments are going to thousands more people than first disclosed, according to a letter today from Representative Elijah Cummings of the House Committee on Oversight and Government Reform.

The retention payments for 130 people were approved two days after AIG’s Sept. 16 bailout, and were disclosed in a Sept. 26 federal filing. AIG said the biggest award was $3 million, without saying how large the rest might be. Liddy’s Dec. 5 letter to Cummings said the number of people getting payments was 168, and that the top payment will actually be $4 million.

True and scary.

Props to Ed for contributing to the ‘stack of stuff’

Ed, admit it, Kathleen Parker is feeding you these scoops. There’s no way a mere blogger can do the investigative journalism that only a true newspaper reporter can do.

PatMac on March 20, 2009 at 12:38 PM

Yup. Rush just mentioned this blog, Ed.

SCOOPTHIScarlos on March 20, 2009 at 12:38 PM

So, the retention payments were approved (by whom?) on 9/18/2008.
