Obama demotes “drug czar”, despite prior Biden criticism

Jake Tapper notes that Barack Obama has apparently decided to “mess with Joe” on the access that the so-called “drug czar” has in the administration. Obama has demoted the job to a sub-Cabinet level, breaking with the previous administration’s policy of making it a Cabinet-level appointment. Tapper also notes that the last President to do this got criticized for it — by Joe Biden:
When Vice President Biden later today formally announces the nomination of Seattle Police Chief Gil Kerlikowske as the new Director of the Office of National Drug Control Policy, he will also be in a way formally downgrading the office from Cabinet-level status to non-Cabinet level status.
Interestingly, Biden himself criticized a similar move by then-President George HW Bush in 1989. …
Biden, then the chairman of the Senate Judiciary Committee, criticized the elder Bush’s position, telling the Washington Post in 1989 that it would lower the profile of the drug war.
“The priority of drugs in the executive branch will actually decrease,” Biden said at the time.
I guess we can say that the priority of drugs in the executive branch will actually decrease now too — right, Joe? Or does the sauce change for the gander?
The choice of drug czar has apparently come under some heat for his family’s experiences in drug problems, although for the life of me I don’t understand why:
President Obama will name Gil Kerlikowske as the nation’s drug czar today, ending a long search that slowed as details of drug arrests involving Kerlikowske’s stepson came to light earlier this year. …
Kerlikowske, who is currently the chief of police in Seattle, Washington, has long been speculated to be the frontrunner to serve as the drug czar. But, revelations concerning the arrests of his stepson, Jeffrey, on drug-related charges complicated the process and led some to draw unfavorable comparisons to the film “Traffic” in which the daughter of the man entrusted with overseeing the nation’s drug policy spirals into dependency.
In remarks today accepting the nomination, Kerlikowske will reference his own family struggles with the specter of drug abuse. “Our nation’s drug problem is one of human suffering,” Kerlikowske is expected to say, according to prepared remarks. “As a police officer, but also in my own family, I have experienced first-hand the devastating effects that drugs can have on our youth, our families and our communities.”
As irony goes, this is pretty weak. Most families have had to confront drug use, directly or indirectly, when children become teenagers. Traffic’s storyline has the character surrender to a sense of futility after his daughter’s extreme experiences in addiction, but for most it would motivate them to fight the problem. One can debate whether drug czars are effective and whether we should fight a “war on drugs” at all and to what extent, but the drug problems of Kerlikoske’s son should hardly prove a disqualification for this job. Perhaps Kerlikowske has other problems (as a number of Obama appointees have had), but that’s a non-issue to me.

The appointment makes sense to me. Obama appoints tax xheats to handle money/tax problems so why not someone with drug problems to oversee drugs? In Obamaland that is experience.

Having had the same problem as the Chief Kerlikowske had with a step son, I do not understand how anyone could use that specific family problem as a determiner of his ability to perform the job. It never impacted my security clearances, or much less my promotions; it was never shown to be a reflection of my character. If they worried about his ability to separate his family problem from his drug enforcement responsibilities, then he didn’t have the character for the job in the first place. But being a tax cheat is apparently OK for a treasury secretary. Give me a break!

I remember seeing Kerlikowske wandering around not doing much of anything during the N30 protests on the first anniversary of the WTO riots.
I had almost forgotten about the Mardi Gras riots in Seattle. Kerlikowske is probably the perfect drug czar for Obama.

Whatever the case, I wish Obama would consider some novel approaches to the drug war. I don’t favor legalization. Instead, I think we need to demonize and penalize casual use and deal with addiction as, say, a mental health issue. For possession, create a progressive structure of significant financial penalties. Go beyond imposing mere fines to confiscating a significant percentage of net worth. Possession would have to be supported by evidence of use through positive blood test results. Parents would be responsible for their minor children, but the penalities would be, say, half of what they’d be for an adult. Create a nice scheme of whistleblower rewards. For addicts with no net worth, subject them to involuntary confinement until they’re deemed fit to rejoin society.
Leave the current criminal scheme in place for dealing.
Crackpot? Fine. But look at what’s going on in Mexico. We have to get serious about drying up demand in this country. If were were to start seeing headlines about people having to forfeit, say, 10% of their net worth for possession and use, I think we might eliminate a lot of demand.
Why progressively tax the income of achievers in this country and yet be reluctant to “tax” the net worth of losers who engage in unproductive conduct that creates such carnage all throughout the chain of distribution?

Sadly you are right. Conservatives can only be ridiculed because they usually stand for something. If you have morals and values you set yourself up for failure. I know I fail almost everyday in some way because the person I want to be most like is not humanly possible. Why doesn’t Kerlikowske become drug czar of his own family first? This reminds me of Eliot Spitzer cracking down on prostitution, and we know where THAT led…
It’s easy to see the motivation for demoting the drug czar to a sub-Cabinet-level position. It keeps the Senate from looking for skeletons in his closet.

I don’t fault a parent or guardian for failing to keep their kids off drugs. For anyone who is a parent you realize that kids will do what they want. But that does not make the exercise futile. Even though it feels like a no win war, if we where to just throw our hands in the air and give up we could easily slip into a Mexico like situation.

What’s the use? The cabinet room is crowded enough with all of the special advisors and overseers. Unless we’re willing to vest in the drug czar the power to either hang all drug users a la Singapore (which, incidently has no drug problem), or to legalize all of it and let the chips fall where they may… then there is no reason to have a cabinet level position for a joker in charge of keeping a no win war going.
