If he wants to spend money locally, then he should run for city council. He has no business being a Senator.

For almost all program funds, Congress has written into law a process for prioritizing the selection and distribution of those funds.

By earmarking, Congress by-passes their own mandated procedures. Hence, by definition, an earmark is NOT a high priority project or it would have already been selected through a process mandated by Congress.

Durbin acts as though he has no role in how “the agency downtown” picks projects. HE DEFINES IT! If Durbin doesn’t like the way projects are prioritized he should change the process – not by-pass it.

The dems in the Senate are holding the line on porkulus II, although their colleagues in the House gave into the temptation. So it’s unfair to say all repubs are craven and have given into the pork culture.

Until Republican’s choose to “gamble” and totally reject this process as a “Contract with America” type campaign promise, there will be no change in this system.

This current crop of Repubs will never do that. This is the same group that threw away a historical mandate by out sludging even the Dems over 10 years. Even losing two elections did not stop them.

Snowe, Collins and Specter are still members in good standing despite having undermined 49% of the electorate and the entire elected Repub party on the stimulus vote further empowering Pelosi, Reid and Obama. It’s not a stretch to say Durbin is on the Senate floor getting away with this now because of the earlier success.

You can’t make this madness up.

I believe Richard Shelby was quoted on Fox this weekend saying basically the same thing…

There seems to be a “there’s good pork and there’s bad pork” justification going on – the only difference I can see is who it benefits… if it’s my pork it’s good.. others – it’s bad.

Until Republican’s choose to “gamble” and totally reject this process as a “Conrtact with America” type campaign promise, there will be no change in this system. Both party’s have relied on this process to retain their positions. Any representative that writes up a proposal to put an end to this system will have my support, but I won’t hold my breath.
