Hope and Change: The Operation Rushbo Distraction

posted at 12:30 pm on March 4, 2009 by Ed Morrissey

If the first six weeks of the Barack Obama administration can be summed up in one sentence, it would be this: Obama fiddled with Rush Limbaugh while Wall Street burnedPolitico reports that the demonization of Rush Limbaugh comes as a deliberate strategy by Obama and the Democrats, who hoodwinked people into believing that a Chicago Machine pol really wanted to change the partisan nature of politics.  Starting in October, Obama relied on an old hand in attack politics to devise this strategy — and rolled it out even in the middle of an economic meltdown:

Top Democrats believe they have struck political gold by depicting Rush Limbaugh as the new face of the Republican Party, a full-scale effort first hatched by some of the most familiar names in politics and now being guided in part from inside the White House.

The strategy took shape after Democratic strategists Stanley Greenberg and James Carville included Limbaugh’s name in an October poll and learned their longtime tormentor was deeply unpopular with many Americans, especially younger voters. Then the conservative talk-radio host emerged as an unapologetic critic of Barack Obama shortly before his inauguration, when even many Republicans were showering him with praise.

Soon it clicked: Democrats realized they could roll out a new GOP bogeyman for the post-Bush era by turning to an old one in Limbaugh, a polarizing figure since he rose to prominence in the 1990s.

Read all of Jonathan Martin’s report, which makes clear that Carville and Paul Begala coordinated this effort with Obama chief of staff Rahm Emanuel on their morning conference calls.  Clearly, Obama wants to use his media contacts to play rough with critics through coordinated personal-attack campaigns.  Martin neglects to mention, though, that Obama himself started off this attack by telling Republicans that they can’t listen to Limbaugh any longer if they want to have access to Democratic-controlled agendas on the Hill.

So far, Obama’s attack machine — and there’s no other term for it — has mostly succeeded.  While the markets have lost 18% of their value in the six weeks of his leadership, all Democrats can talk about is Rush.  Newspapers and media have followed suit, and so have the blogs.  Usually excellent sites like The Moderate Voice and Political Machine have turned themselves into almost nothing but anti-Limbaugh sites, where Jazz Shaw’s light satire of the trend gets completely subsumed in the overwhelming focus on someone who has no direct power on policy or enforcement.  Instead of focusing attention on the real policy leaders in Washington — all Democrats — whose every move has received a resounding vote of no confidence from investors, they have allowed themselves to get distracted by a deliberate strategy of misdirection originating in the highest levels of the White House.

It’s reminiscent of Nixon’s enemies list, and it comes from the supposed messiah of Hope and Change.

Rush Limbaugh provides commentary, criticism, analysis, and entertainment, not political leadership, as Rush himself would attest.  He has an audience of 20 million people, which makes attacks on him by people like Michael Steele and other Republicans rather stupid.  Instead of dividing the Right, they would do better to act as Bobby Jindal did and find ways to unite the Right.  But with Republicans out of power, this is mere sideshow.  It’s a circus provided by Democrats to cover up their economic incompetence and massively ineffective spending programs.  It’s also a harbinger of things to come as this administration fumbles one issue after another, as they will only need to expand the personal attacks against critics rather than respond to the criticism itself.

Operation Rushbo only succeeds if people swallow it.

Update (AP): Boehner called it a “distraction” today too but I think that misses the point. Economic ruin will be with us long after this dust-up with Rush has blown away, which is to say, in the long run this won’t distract anyone from anything. What the Democrats are really trying to do is rebrand the GOP. They’re keenly attuned to that sort of thing, as we were reminded again just yesterday. I also wouldn’t call what they’re doing to Rush an “attack.” It’s more like promotion, albeit promotion for their own ends. In fact, if there’s anyone who benefits unambiguously from all this, it’s Rush himself. The Democrats might miscalculate in overestimating his supposed unpopularity, and the GOP leadership will go on squirming at having to defend or reject the idea of wanting Obama to fail, but all Limbaugh has to worry about is an expanding audience. His show has never seemed so vital as it does right now, which is precisely why lefties like Peter Daou are starting to worry.

Update (Ed): We’re going to agree to disagree.  I think this article makes the case quite clear that this is an attack policy devised by experienced hands from the Clinton administration at attack politics.  Whether that “rebrands” the GOP is probably secondary; as Carville himself once famously noted, “Your opponent can’t hit back when you have your fist in his face.”  So much for changing the tone in Washington.

Beautifully written, sir. Rushbo just challenged Mr. President ot appear on the show for a debate, even offering to pick him up with EIB One, his private jet. Didn’t it start when the Obama campaign tried to poison Spanish speakers’ minds by doctoring Rush’s words in a McCain attack ad?

What is really shocking is watching how easily this meme has spread. The TODAY show covered the Rush story today at the top of the hour, as if it is news.

Actually Ed, I think it started even before then. Remember during the campaign he said that Americans in the Heartland were “basically decent,” but they “watched the wrong kind of TV” (ie: Fox) and “listened to the wrong kind of radio” (ie: Rush).

kingsjester on March 4, 2009 at 12:38 PM

WOW:

Criticizing Rush Limbaugh: Over the Line?

Sooner or later, most presidential administrations make some version of the Sun King’s mistake. “L’etat c’est moi,” Louis XIV of France is said to have declared – “I am the state.” To criticize the man becomes downright unpatriotic.

White House press secretary Robert Gibbs crept up to that line – even put his toe over – as he tried to capitalize on the anti-Obama declarations of talk-show behemoth Rush Limbaugh. In January, and again at a recent gathering of conservatives in Washington, Limbaugh pointedly declared that he hopes for the failure of Obama’s economic proposals.

Limbaugh is hardly the only American with doubts about Obama’s economics. A new poll by the Wall Street Journal and NBC News found that even in a country largely supportive of Obama, most voters remain skeptical that his stimulus plans will do much good.

I think this is going to backfire big time. So now Rush is challenging The One to a debate. It’s not going to happen. Just like he’s not going to drink a beer with Sean Hannity. He’s going to dodgeing and ducking on this topic when it comes up.

Brat4life on March 4, 2009 at 12:40 PM

they have allowed themselves to get distracted by a deliberate strategy of misdirection

Ed, I don’t think this is the right choice of words. They have engaged in a deliberate strategy of distraction because they know their policies suck. If they can get libs to direct their formidable anger at Rush, they can get the heat off of themselves when the country implodes completely. Then, they can claim that bogeyman Rush made them do it. Rush is a private citizen who hosts a talk show, not a Republican operative or policy maker, so this attack is unprecedented in any political realm in this country. Not since Andrew Jackson’s election in the 1830s has the level of personal vitriole been so repugnant.

The most ironic part of this is that the dems and the administration are shining light on the one and only thing that could bring republicans together. Conservatism. Now that they have pushed the spokesman of conservatism to the front of the line, those elected officials, even the rinos, are going to have to go on the record earlier than they were planning. Liberals are going to hate Rush and the rest of us regardless, so the only way this plan helps the dems is that they get libs to pay attention to something else than their screw-ups. Right up until April 15th. Oh wait, I forgot. Dems don’t have to pay taxes.
Libs will never get it.

JeffinOrlando on March 4, 2009 at 12:41 PM

So far, Obama’s attack machine — and there’s no other term for it — has mostly succeeded.

Perhaps it succeeded in diverting attention from his administration’s antics – at first. Eventually, though, there can be no doubt that Obama has made nothing but stupid, insipid decisions since January 21. If anything, Rush’s listenership will grow from this debacle; at the very least, people who don’t usually listen to him will wonder what all the fuss is about.

kingsjester on March 4, 2009 at 12:35 PM

Yeah, I’m sure The One will accept that invitation. Sean Hannity’s still waiting to buy Obama that beer.

Anyone with half a brain(which rules out most Obama voters) knew what this was about from the beginning. The Dems need a recognizable face to demonize to the public. Bush is gone and hasn’t said a word since returning to Texas. Cheney is gone and has remained almost completely silent. Palin is back in Alaska. McCain is only bashing Obama in the area of spending and earmarks, so he’s tough to go after.

Enter Rush Limbaugh. The voice of the conservative movement. 20 million listeners. Extremely unpopular with libs and many independents. He made the perfect target. And with the sycophantic media at their side, they knew they could unleash all hell on the guy and the drive-bys would provide cover.

One small problem. Rush doesn’t back down from a fight. Rush is on the radio 3 hours a day. Rush has been in this position before with the Clintons and wiped the floor with them. And the larger problem for the Obama Administration is this. The economy is in the crapper. Nearly 700,000 jobs were shed in the private sector last month. The Dow is below 7000 and sinking every week. The American people are worried and upset. And call me crazy, but the vast majority of them aren’t gonna be too pleased to see Obama more concerned with a private citizen who can’t vote on a single piece of legislation than with the stock market which according to him is “like a poll that bobs up and down”.

Obama is gonna lose this fight. Badly.

When the very first order of business for a happy shiny new feelgood bipartisan unity President is to aggressively target political opposition for personal attack and silencing you know something darker is coming.

I guess this step has to precede the other Administration priority – recruitment of that Domestic Security Force/Youth Corps. They can now put Rush at CPAC on the telescreen without sound during the Two Minutes Hate in the barracks.

Yes, and I’ll go further. The unpopularity in polling comes from people who do not listen to the program, but listen to pundits who tell them Limbaugh is divisive. The more the story is pumped, the more uninformed people will tune in to just find out for themselves, which may backfire. Once they start to listen, a wave of anti-Barry feeling may ensue. I think Barry’s strategy is to get Limbaugh off the air before that happens.

You will go to your friends and each of them will listen and give you that knowing look…but they too will understand, there is nothing to be done except to watch you slowly bleed to death.

Oh boy…is there any way I could get my fellow commenters to lay-off of AP? Seriously, arguing amongst ourselves will do no good whatsoever in accomplishing our goals.

Attack or no, my goal is not the elevation of Rush Limbaugh. I am of the opinion that this so-called “promotion” of Rush will have the effect of marginalizing him with ignorant people. Okay. That’s my final word on that matter…

What bothers me the most is that I want what’s best for this country and its people. Rush wants the same, and therefore he is my ally.

Keep your eyes on the prize (2010 midterms) and keep badgering your congressweasels to do what you feel is right. To those of us who believe, no proof is necessary, and to those of us who do not, none will suffice.

I mostly agree with Allah on this one, but I think he’s missing out on a critical part of this strategy. Not only is the idea to make generally low info voters connect GOP and Rush in their minds, but it’s also meant to fan the flames of inter-GOP sniping. Look at the whisper campaign building already against Steele. Look at the increasingly loud calls to abandon RINOs financially, look at moderate GOPers taking time out of their day to attack Rush as toxic and divisive. The more there is an internal fight the weaker their opposition to Obama. Thanks by the way for totally allowing it to happen conservatives.

Gloriously. The properity of my children is so bright with Obama’s policies. I cannot wait for Card Check!!

WashJeff on March 4, 2009 at 12:52 PM

Why is President Obama worried about a private citizen while the economy is in the toilet?

So you are saying you want Obama and the fed gov’t to act on the economy? I thought conservatives were against that?

With all the backlash about porkulus, wouldn’t you PREFER Obama worry about Rush instead of getting govn’t working again?

cornfedbubba on March 4, 2009 at 12:52 PM

Rush “the leader of the GOP” has invited Obama to debate him…

DCJeff on March 4, 2009 at 12:53 PM

I would love to see this debate.

getalife on March 4, 2009 at 12:49 PM

Temporarily it is. But in the long run, gird your loins. It is on.

carbon_footprint on March 4, 2009 at 12:53 PM

If Gibbs responds to this challenge made in front of 20 million people, are you guys going to accuse the White House of “targeting” a “private citizen” again?

Allahpundit on March 4, 2009 at 12:44 PM

So Allahpundit, are you ok with Dear Leader Himself personally attacking Rush?

1) It’s unseemly for and president to denounce a fellow citizen.
2) The Administration’s coordinated assault on Rush is basically a distraction from the assault on the free market.

Sure Rush is a public figure, but why go after him?

rbj on March 4, 2009 at 12:53 PM

Not only is the idea to make generally low info voters connect GOP and Rush in their minds, but it’s also meant to fan the flames of inter-GOP sniping.

Yes. I’ve addressed that in other posts. It puts GOP pols in a no-win situation: Either they have to risk Rush’s wrath by saying they want Obama to succeed or they risk a public backlash by agreeing they want him to fail.

………..hold on….it’s my phone ringing….it’s The Messiah’s Auntie………she’s trying to say something….OK OK, she got her free Federal Food Stamps and her 5th Felony Arrest Warrant for being an Illegal……….but wait, she’s trying to say something else……OK, she says, “…this is the first time I’ve been proud to be an American/Kenyan/Botswan – whatever…….and Rush is Evil…” She ends by saying she loves her new $400,000 house that Rahm F-Word Emanuel gave her………….and she doesn’t have to pay the mortgage because Senator Burris is………WOW! Hey, that’s HopeNchange!

Cinday Blackburn on March 4, 2009 at 12:54 PM

Rush is getting some professional calls challenging him now.

genso on March 4, 2009 at 12:54 PM

Retirements are on fire and Obama is worried about a private citizen.

As a conservative who I’m sure is against gov’t intervention in markets, tell us what he’s supposed to be doing?

This “Obama-is-worried-about-Rush-while-economy-is-in-toilet” argument is BS.

Liberated from a party or ideology.

getalife on March 4, 2009 at 12:54 PM

No, it is beyond that now. The president wants to pick a fight and Rush has accepted that challenge.

Exactly. This is the kind of thing that Obama really wants to happen. Rush Limbaugh being asked to do interviews talking about challenging the POTUS to a debate. Headlines proclaiming “It’s On etc.” It makes Limbaugh look incredibly dumb to any American who doesn’t listen to talk radio (that’s a vast majority) and each day this goes on GOP politicians will be asked questions about Rush and not about policy. It’s a win^2 for Obama.

DeathToMediaHacks on March 4, 2009 at 12:55 PM

So Allahpundit, are you ok with Dear Leader Himself personally attacking Rush?

I’ll let you know when Obama “attacks” him. If you’re asking me if I’m worried about the most influential broadcaster in the country, with an audience of 20 million people, losing sleep over the fact that the president’s helping to expand his reach: No.

Allahpundit on March 4, 2009 at 12:55 PM

Yeah, that’s me. Nothing makes me happier than open borders.

Allahpundit on March 4, 2009 at 12:43 PM

See Jindal for how this is handled.

WashJeff on March 4, 2009 at 12:56 PM

This news is great for Sarah Palin. Not that she will ever be completely be under the radar, but for the time being she wants to focus on governing Alaska and staying out of the limelight.

Focusing on Rush and the virtue of conservative principles can only help Sarah in the long run.

technopeasant on March 4, 2009 at 12:56 PM

Excuse yourself. What more do you need? Retirements are on fire and Obama is worried about a private citizen.

HornetSting

I don’t mind being incorrect; I often am. However, I don’t see much call for me to be called a simpleton and otherwise put down. Or does it make you feel good to insult someone who’s doing nothing immoral?

Frivolous on March 4, 2009 at 12:56 PM

This is the kind of thing that Obama really wants to happen. Rush Limbaugh being asked to do interviews talking about challenging the POTUS to a debate.

Yeah, Frum made that point yesterday — that the longer Rush plays along, the harder things become for the GOP — but of course Frum’s a RINO traitor who should never be listened to.

Hope and Change said that the world would love us, that there would be rivers of wine, that the sun would shine brighter, the birds would chirp louder and the seas would recede. He forgot to tell us that our retirements would go into the toilet….yes, you are right. Leave the market alone, but Nancy and Harry, along with Obama’s pen, won’t let that happen. Forty years of socialist agenda needs to be implemented before we throw the dems in congress out in 2010.

HornetSting on March 4, 2009 at 12:56 PM

Yes. I’ve addressed that in other posts. It puts GOP pols in a no-win situation: Either they have to risk Rush’s wrath by saying they want Obama to succeed or they risk a public backlash by agreeing they want him to fail.

Or they can say they agree with Rush that they want America to succeed but want Obama to fail implementing his agenda. Why is this so hard to explain?

Pasalubong on March 4, 2009 at 12:56 PM

Excellent analysis, Ed.

Bob's Kid on March 4, 2009 at 12:57 PM

…Carville and Paul Begala coordinated this effort with Obama chief of staff Rahm Emanuel on their morning conference calls.

You mean, the same calls Stephanopoulos was part of as “just a journalist?” It will be interesting to see how this plays out on “This Week.”

I predict Peter Griffin will lose his job as White House Press Secretary by March 31th.

Allahpundit on March 4, 2009 at 12:52 PM

My terminology. What would you prefer to call it when the President and his henchmen use their offices to go after a citizen?

And I don’t see how your situation is any different than Rush’s, except in terms of degree.

Allahpundit on March 4, 2009 at 12:53 PM

What backlash? By now, a majority of Americans want him to fail. Quarterly reports on 401(K)s come out in three weeks – by then it will be overwhelming.

yeah risking the public’s wrath by openly wishing Bush would fail and die sure cost the donks in 2006 right AP?

I mean I have never wished physical harm on the current PotUS unlike the jackanapes who wrote and filmed “death of a President”….

the public will not be feeling wrath at people who wish Ogabe to fail just as soon as the magnitude and inefficiency of his spending spree hits home.
