New Obama pay-for-play scandal: Adolfo Carrion

The media hailed Obama transition at one time as the best in modern history, but that assessment takes yet another hit as yet another Obama appointee carries pay-for-play scandal baggage to his new office. Adolfo Carrion, named as Obama’s “urban czar”, took thousands of dollars in donations from developers as Bronx borough president just before and after the developers scored big with approved projects:
The man who is President Obama’s newly minted urban czar pocketed thousands of dollars in campaign cash from city developers whose projects he approved or funded with taxpayers’ money, a Daily News probe found.
Bronx Borough President Adolfo Carrion often received contributions just before or after he sponsored money for projects or approved important zoning changes, records show.
Most donations were organized and well-timed.
In one case, a developer became a Carrion fund-raiser two months before the borough president signed off on his project, raising more than $6,000 in campaign cash.
In another, eight Boricua College officials came up with $8,000 on the same day for Carrion three weeks before the school filed plans to build a new tower. Carrion ultimately approved the project and sponsored millions in taxpayer funds for it.
Some will say that this is just a coincidence. If so, then Carrion has to be one of the luckiest fellows in New York. The Daily News details a few of the highlights in Carrion’s ledger and in Bronx development over the last few years:
- Jonathan Coren started fundraising for Carrion three weeks before getting permission to build 166 units of affordable housing. Cohen had never raised funds for any politician before then, but managed to raise over $2500 for Carrion before getting the project. He raised over $3000 in a few weeks afterwards.
- Boricua Village first hit the books in March 2006. Three weeks later, its backers raised $8750 for Carrion — all on the same day, from eight separate donors. Over the next year, Carrion would get almost $70,000 from Boricua College and Atlantic Development sources, and it paid off as Carrion approved the project.
- BTM Development Partners needed a critical zoning change for a project that elicited a large number of complaints about potential traffic and other problems in the community. Its executives began writing $1000 checks to Carrion. Three months later, they announced plans for hotel-retail complex, and four months after that, Carrion and the Bronx approved the zoning changes necessary.
After Bill Richardson and Hillary Clinton, one might think that the Obama vetting team would have learned something. Apparently not, although in this case, they may not have to worry much. An “urban czar” doesn’t require Senate confirmation, which would have derailed Richardson and should have derailed Hillary.
Even apart from this, though, why does Obama need an “urban czar” at all? Wouldn’t any of the tasks assigned to Carrion normally fall under the aegis of Housing and Urban Development? Shaun Donovan must wonder why he’s attending Cabinet meetings. Does a Secretary outrank a Czar? If so, why have the czar at all?
One thing is certain. Obama ran on a pledge to change the way Washington works. Who knew he meant that he would increase the power of cronyism, payoffs, and patronage?*

This is getting ridiculous. What is sad is that this won’t even make a dent in Obama’s armor. What will happen is that Obama might make him apologize or even give back some of the money, but that is all.
To answer Ed’s question a Czar does outrank a Secretary. Byrd was correct in saying that the Czar’s Obama keeps creating are a blatant power grab to keep as much power in the executive as possible. Obama reminds me of Nixon. He believes he is a transformational President and he will do whatever is necessary to bring about his vision of America.

Carrion was running around before the election telling everyone he was going to be HUD Secretary. I knew about this guy last September. Obviously, he WAS vetted and that’s why they stuck him in a White House job where he won’t have to appear at a confirmation hearing. He’ll be the de facto HUD Secretary, but never have to face any public scrutiny or force Chuck Schumer into the embarrassing position of having to defend him in a confirmation hearing.
This appointment is also a huge payoff to the Latino groups. After Bill Richardson waa dumped they were pretty pissed. Carrion chaired an organization of Latino electod officials.

The corrupt part is a given with the filthy liar’s crowd. The real purpose to vetting is to ensure that that the paper trail does not lead directly to the filthy liar. Rahm Emanuel brokering the pay-for-play with Blago is okay so long as the feds don’t have a direct connection to the filthy liar’s involvement in the action. Bill Richardson being investigated for throwing contracts to a big Obama supporter is okay so long as there is that level of deniability. Fact of the matter is that the vetting team didn’t care about tax cheats- just the crimes that would involve the filthy liar.

This is just an old fashioned bribe in exchange for an approval and for government funds.
What exactly is the difference? If the bribe goes to “campaign funds” then it’s “pay for play” instead of a “bribe”?

It’s a window dressing show for all the Democrat mayors. Look at the electoral maps. Obama rolled up huge majorities in the cities; not so much in the suburns and rural areas. There’s a payoff coming for all that support.

I heard the “explanation” this weekend– those are last year’s earmarks (i.e. Blame Bush!) and therefore he won’t deal with them. In fact, I think Obama has his own earmarks in that budget from when he was a jr. senator.

It’s fast becoming obvious that for every cabinet nomination he makes Obama is creating a ‘czar’ within the WHite House with the same responsibilities as its respective cabinet secretary. It’s also obvious that cabinet secretaries are merely window dressing while the ‘czars’ will have actual responsibility for running that segment of the government. Of course the ‘czars’ have zero accountability to congress or to the American people, only to Obama. This is a de facto takeover of the US government and usurpation of the Constitution. Are we in the realm of “high crimes and misdemeanors” yet?

The appointment of all of these “czars” – as Robert Byrd of all people pointed out – are an attempt to establish an imperial presidency. They can implement policy and spending without having to submit to the scrutiny of the democratic process. It’s a pattern here…look at the fact that now we are heading to universal healthcare without any debate on the issue. It was just included in the rushed through spendulous bill. Obama learned from failed actions of the Clintons – don’t put anything up for debate…just push it all through and dictate before anyone can do anything about it…even better sneak it through if you can. It’s arrogance…the czars and the white house will have all the power here. Dangerous stuff.

It goes even further than that. They want to empty the suburbs. Suburban voters are more conservative because they care about things like crime and property taxes and schools and churches. They don’t use a lot of public services. People in cities use government run transportation systems which means more union workers, more public schools which are unionized, fewer big cars on the road, more demand for unionized cops on the street. More people in cities means more control of the population by mayors who are usually Democrats.

So did I! It was so frustrating that people just wouldn’t listen, because the information WAS out there. What makes this more unfortunate is that you can’t just tell those “sheep,” live with Obama, you voted from him. The consequence is that we ALL have to live with it, it affects all of us. I don’t think I’ve ever been so pi**ed off in my voting life.

It’s called “pre-emtive strike”. The Dems are very good at it. Every time they accuse a republican of scandal or power grab look carefully in the shadows and you will find a democrat doing exactly what their accusing republicans of.
All the outrageous accusations of Bush, as well as the “republican culture of corruption” (while Dem Jefferson was hiding his dirty money in his freezer) worked very well for them, not only hiding their numerous scandals but providing them massive election victories in 06 and 08.

Because he is concentrating power in the executive branch, under him. I think the budget allocations are vague for a purpose–these czars will advise The O how to dole it out for the maximum political benefit.
There is no advise and consent, no standing for election, no review, no checks and balances. He makes the imperial presidency of W look pretty small in comparison.

I think they’re just trying to make sure that all nominees are as dirty as Obama-Mugabe, that way, he can see eye-to-eye with them.
By that standard, the vetting has been extremely productive, except for that one clean Republican who almost slipped in.

It’s very obvious that Rahm Emanuel and his merry gang have a plan to debase and neutralize the Constitutional system of checks and balances that we all take for granted as the ultimate firewall against tyranny. They put up a front man who appeals to people on a visceral and emotional level. They carpet bomb the airwaves with his smiling, non-threatening image, and happy-talk about Hope and Change. Meanwhile, they co-opt the media to neutralize any questioning of their plans or policies. They install a shadow Cabinet in the White House with no accountability to the people. They rush through massive spending bills with no discussion. They conduct a vicious campaign to demonize the leading voices of the opposition.
This is a tyranny in the making, and it IS their plan. The sooner we wake up to it, the better our chances of defeating it before it is too late.
