This is incredible. So which was it back in 2000, booming or blighted? The writing is so imprecise it’s impossible to tell.

But I like the spin. I guess if Donald Trump had gotten the same sweetheart deal on one of his properties, the report might have read as follows, n’est-ce pas:

“Donald built Trump Tower in the booming borough of Manhattan on land he bought from the City of New York in 19xx. City records show he paid $1 for the lot as part of an effort to contribute to municipal property tax revenues from his once-empty borough.”

As in, prior to 1600, the borough was not populated (save for a campsite here and there).
