Smelling a RAT

Byron York smells a RAT.  Charles Grassley smelled a RAT right before the Senate vote on Porkulus, but couldn’t get his statement to the floor on time.  You’ll smell a rat, too, when you’re done reading this post, and it won’t just be the Recovery Accountability and Transparency Board, either:

You’ve heard a lot about the astonishing spending in the $787 billion economic stimulus bill, signed into law this week by President Barack Obama. But you probably haven’t heard about a provision in the bill that threatens to politicize the way allegations of fraud and corruption are investigated — or not investigated — throughout the federal government.

The provision, which attracted virtually no attention in the debate over the 1,073-page stimulus bill, creates something called the Recovery Accountability and Transparency Board — the RAT Board, as it’s known by the few insiders who are aware of it. The board would oversee the in-house watchdogs, known as inspectors general, whose job is to independently investigate allegations of wrongdoing at various federal agencies, without fear of interference by political appointees or the White House.

In the name of accountability and transparency, Congress has given the RAT Board the authority to ask “that an inspector general conduct or refrain from conducting an audit or investigation.” If the inspector general doesn’t want to follow the wishes of the RAT Board, he’ll have to write a report explaining his decision to the board, as well as to the head of his agency (from whom he is supposedly independent) and to Congress. In the end, a determined inspector general can probably get his way, but only after jumping through bureaucratic hoops that will inevitably make him hesitate to go forward.

First, let’s ask ourselves how this stimulates the economy.  Why include this in an emergency stimulus bill when it has nothing to do with stimulus or economics?  This rule change should have come in separate debate in Congress — like so many other portions of Porkulus.

It does, however, have everything to do with Hope and Change.  What the RAT Board can do, as York points out, is direct or quash investigations by Inspectors General throughout the federal bureaucracy.  Until now, IGs have had independence of action in order to avoid charges of politicization (remember that word?) and to conduct probes without interference from the Department of Justice, the White House, or Congress.  Now they will answer to Congress not on general performance, but on the specifics of their probes.

How did it get into Porkulus?  Grassley says it wasn’t in the original bill passed in the Senate, and it suddenly appeared in the conference version.  No one has claimed ownership of the RAT Board yet, but clearly the Democratic majority wants full control over oversight in the bureaucracy — which more or less means an end to effective oversight over the majority, which is the entire point of the IG position.  After all, if we could rely on politicians and bureaucrats to police themselves, we wouldn’t need Constitutional checks and balances at all.

The name of the RAT Board is Orwellian, as is its appearance in the administration that claimed it would have the most transparency in American history.  Putting IGs under Nancy Pelosi’s thumb eliminates transparency and accountability, and calling it an Accountability and Transparency Board is a grim joke.  It’s simply a mechanism to shut down potentially embarrassing (or worse) IG investigations while commanding others against political foes.

Put simply, it brings the worst aspects of the Chicago Machine to Washington DC — a result which we repeatedly warned would happen with Obama’s election.

How did it get into Porkulus? Grassley says it wasn’t in the original bill passed in the Senate, and it suddenly appeared in the conference version.

It was added by the lobbyists who edited the bill before congress was allowed to see it.

BTW, note that no member of congress actually read the bill before signing it. In the real world, if you fail to do your job properly, you get fired.

The fact that a stimulus bill of such financial and economic magnitude was rammed through Congress without proper review by both the public and particularly by those that voted on it is one of the greatest insults to the Aamerican public that Congress has ever done. I expect that we will find a lot more hidden gems in this piece of crap before all is said and done.

I am convinced that there are too many possible leaks for Obama to hire enough plumbers to keep things quiet for much longer. I think the first thing that will break is his use of an Indonesian passport which will prove his Indonesian citizenship as an adult. Next his college records will indicate that he was a foreign student receiving student aid as a foreigner. Then we will find out where he was born without seeing the birth certificate. And then finally the birth certificate will be released as part of his impeachment trial.

I have a serious question, but first some context:
I own a 12 year old small business (20 employees). We’ve had some crappy years where I didn’t get paid, but we’ve also had some good years. We pay 2.5x the local salary average & provide benefits like 401k matching, major medical, etc… The company & myself are debt-free and we got there by focusing on debt reduction and sacrificing to do so. I pay my taxes on time, donate time & money regularly to charitable causes and have stayed involved with the political landscape locally & nationally. I live in a great country and all-in-all, I’ve been blessed. I believe I can also humbly say that I’ve tried to do the right thing for my family, employees, community, etc…

But, when it comes to what’s going on with our Federal Government these days, I don’t feel like I’ve got a voice and I’m just not sure what to do about it.

– As I read the comments from people on blogs (liberal & conservative), it seems to me that there’s a deep divide among those that speak up and I’m just not sure that has an impact on anyone.

– I’ve been in touch with our congressional delegation (Oklahoma), and I’m pretty happy with their stances & voting records on these issues

– I’ve tried emailing congressional leaders and folks like Senator Spectre, but I’m not quite sure that my voice has much weight as I’m not one of their constituents.

So, here I sit….frustrated by things happening in this country and writing on a blog being read by people that share my point of view on things. I enjoy the humor of those that post comments here, but does it make a difference?

I don’t like whining and I hope I’m not sounding like a whiner, but I am legitimately asking:

What activities do people reading this think will make an impact on changing the direction of where this country is headed currently?

It doesn’t take a mental giant to realize that this usurper is hiding his records, including his birth certificate, because there are very serious problems within them. No sane and reasonable person would so passionately deny access to such information, if everything was OK. The constitution requires that he be a natural born citizen to be POTUS. No one has proved that he is not, but more importantly, he has not proved that he is. If someone running for public office does not have the honor and integrity to follow simple election requirements, we should expect that the person will act with the same audacity throughout is term of office. We must keep the pressure on this issue. It is only a matter of time, when someone will come forth with credible information. Maybe he can prove he is a natural born citizen. But, if that is not the problem, what else could he be hiding?

Check this out!: His mother was an American citizen, born in America. His mother did not renounce her citizenship. Obama left Indonesia when he was 8 years old. He did not renounce his citizenship.

Some “Obama deniers” are here today – people who deny that Obama himself admitted that he used to be a citizen of Indonesia. Given that ESTABLISHED FACT, he is ineligible to be POTUS. The facts are established – all that remains is for the Constitution to be enforced.

The media is killing the country by eschewing their responsibilities to watchdog government.

I think it’s time for some civil disobedience against the MSM faces, taking a page out of the moonbat book:

—-balloons of green (green for capitalism) paint hurled at Brian Williams, Katie Couric, and Chuckie Gibson for starters.

—-pies in the faces when they are in public.

They are a disgrace and something needs to be done to shake the MSM tree.

In other news: I got my red “OBAMA TAX CHEAT” stamp yesterday. Best….feeling….evah!

Read Obama’s book – his own words – he was adopted in Indonesia, and he carried an Indonesian passport as an adult. Then read the Constitutional citizenship requirements for POTUS. Obama DOES NOT qualify – “shall not have held citizenship of any nation other than the United States.” Only the Supreme Court can enforce the Constitution and they are giving Obama a ‘pass” (at least for now) because of political blowback from taking on Bush v. Gore in 2000. There is NOTHING more important than enforcing the Contstitution. The RAT issue is down in the noise level compared to POTUS eligibility fraud.

I’m not kidding,I was thinking of this angle for the last
couple of days!

Why haven’t there been investigations,fact finding sessions,
and what have you, of how this all came to be,if this mortgage crisis(Hopy’s favorite phrase) was caused by the
Republicans,you can well be assured,that Nancy Pelosi and
Lefty crew would have been screaming for investigations,and
would be calling for resignations,from FM/FM CEO’s right on
up to the Bank CEO,and any politicians connected to it!

So now,the Liberal Party, who have been writing off loans to people who couldn’t afford a house to begin with,have put in a ‘Free Get Out Of Jail Card’ hidden in some dark corner of the ‘Stupendous Stimulus bill!

This is insult to injury,and is getting dam(n)close to
criminal behaviour!

The Republican Party,should stop playing nicey with the
Liberal Party,dam(n)the torpedo’s and full speed ahead for
