Report: FCC staff meeting with Waxman aides about bringing back Fairness?

posted at 3:57 pm on February 16, 2009 by Allahpundit
Share on Facebook | printer-friendly

Too juicy not to post, too sketchy to take very seriously. It’s the Prowler, guys. Caveat emptor.

Senior FCC staff working for acting Federal Communications Commissioner Michael Copps held meetings last week with policy and legislative advisers to House Energy and Commerce Committee Chairman Henry Waxman to discuss ways the committee can create openings for the FCC to put in place a form of the “Fairness Doctrine” without actually calling it such.

Waxman is also interested, say sources, in looking at how the Internet is being used for content and free speech purposes. “It’s all about diversity in media,” says a House Energy staffer, familiar with the meetings. “Does one radio station or one station group control four of the five most powerful outlets in one community? Do four stations in one region carry Rush Limbaugh, and nothing else during the same time slot? Does one heavily trafficked Internet site present one side of an issue and not link to sites that present alternative views? These are some of the questions the chairman is thinking about right now, and we are going to have an FCC that will finally have the people in place to answer them.”…

“This isn’t just about Limbaugh or a local radio host most of us haven’t heard about,” says Democrat committee member. “The FCC and state and local governments also have oversight over the Internet lines and the cable and telecom companies that operate them. We want to get alternative views on radio and TV, but we also want to makes sure those alternative views are read, heard and seen online, which is becoming increasingly video and audio driven. Thanks to the stimulus package, we’ve established that broadband networks — the Internet — are critical, national infrastructure. We think that gives us an opening to look at what runs over that critical infrastructure.

Unusually menacing, fluidly articulate quotes from anonymous Democrats are a hallmark of Prowler items, especially those having to do with the Fairness Doctrine, but there’s a grain of plausibility here. FCC Commissioner Robert McDowell, a Bush appointee, warned last summer that if the left took a run at bringing back Fairness, the ‘Net would be on their radar. The basic line of attack described in the quote, i.e. “localism,” is also familiar as a favored lefty strategy for sneaking in Fairness without calling it Fairness. The Center for American Progress hailed it in its 2007 report on how to “reform” talk radio and Boehner sent a letter to the FCC opposing it last year (scroll down to the last update). The one bit of good news? The public’s enthusiasm for reinstituting the doctrine has cooled since last year, according to a new poll from Rasmussen. A near-majority now oppose it, marking a sharp shift in just six months. I don’t know how to explain that except to chalk it up to the public’s wariness of one-party control, but at least we stand a chance of defeating it if The One lurches in this direction.

Exit question: If the FCC imposes it on the Net, which lefty should Hot Air hire to ensure “Fairness”?

Liberal democrats are always ready to protect free speech until you say something they don’t like…

Explaining economics to a liberal is pointless. They base their decisions on emotion rather than reason…

Let them destroy free radio, free radio sux anyway. There are way too many commercials. All successful DJ’s will move to Satellite and then they can’t touch them…

This will be the Democratic over-reach. There is no way to argue that the government should control speech. What’s next, TV’s with only one channel and no off switch. “There I see you now”

lm10001 on February 16, 2009 at 4:04 PM

We want to get alternative views on radio and TV, but we also want to makes sure those alternative views are read, heard and seen online, which is becoming increasingly video and audio driven.

Alternative to what?

Based on my observations the overwhelming viewpoints in all media follow the current government line, therefore talk radio and internet are the example to use when they use the stimulus to force television and hollywood to move to the right.

SoulGlo on February 16, 2009 at 4:09 PM

A move to promote “fairness” on the internet is astoundingly idiotic. Radio waves are a scarce resource, and people must choose between a limited number of choices at any time of day. On the internet every point of view is available 24×7 and people may choose whatever they like whenever they like.

So when do they introduce a bill in the house to make the Republican Party as a whole illegal?

“We won the election, and the Republicans lost,” says Democrat committee member. “With this bill, we are just trying to move forward with the will of the people who obviously prefer the Democratic party. If anybody wanted Republicans around, obviously Republicans would have won. It’s simple logic.”

Another Democratic committee member agrees, “when there is a Republican party around, there are some people who are unable to hear Democrats talking about what is really important. We want to keep things fair ad balanced for those who are usually blanketed under Republicans to finally have the opportunity to hear some of our points of view.”

I in no way wish for something like this, but any overt grab at the First Amendment with media complicity (that is to say, sits by and refuses to portray it for what it is), really will be placing the arrogant thieves in mortal danger.

If I were any of these lawmakers, I’d truly have some serious thoughts before erasing the pressure valve that perhaps protects me more than I even know.

There’s a reason that amendment is #1. And there’s a reason why it will have repercussions commencorate with that status. Let’s just hope they default into accidental wisdom–for everybody and lay off. The alternative is very, very ugly.

kingsjester on February 16, 2009 at 4:16 PM

Interesting straw man IF it’s true. It’s doubtful that Limbaugh or any other radio personality on EITHER SIDE has a show on “four stations in one region.” Logic (yeah, that pesky little thing) would tell anyone that no radio station would try and dilute the advertising market by duplicating what another radio station is doing. In other words, in any reagion, there is only ONE station showing Limbaugh.

Apparently, that is one too many for the libtards…

The whole “tolerance’ thing makes me feel so squishy inside. Then again, maybe it’s the after effects of last week’s colonoscopy.

Do four stations in one region carry Rush Limbaugh, and nothing else during the same time slot?

Do these twits have the foggiest clue as to how the market works?

I don’t know of any area where more than one station carries Rush, or any other talk host. Much less carrying them at the same time.

The reason for this is exclusive marketing. The show is only licensed to one station in a market at a time.

Yes, every day — CBS, ABC News, CNN, MSNBC, and now, whitehouse.gov, to name just a few.

Bring fair balance to those and then talk to me about going after someone’s personal opinion, which is what Rush’s show is about and what he’s supposed to be free to espouse in the United States of America. If they’re going to take away his right to voice his opinions, the government better go after every prime time newscaster, editorial page editor, HBO comedy star, and cast member/writer of SNL and the Daily Show.

Same thing for gun control. Stick some draconian penalties up there for lying about possession, confiscate weapons unannounced from a few individuals at a time to avoid ugliness which could ignite the masses, and it won’t be difficult. If they have legal authority to tear your house apart in a search, a lot of the bravado will be reduced to mumbling and complaints. No different than what’s happening here.

Some powerful forces seem to be bent on taking away some of our rights. (Those rights aren’t given to us in the Constitution, they’re written down there.) If this government, or even the whole system of government established in the Constitution, somehow can’t help us or doesn’t want to help us, then we’ll have to help ourselves. What else is there to say about it, except to begin to figure out how best to fight? I think given the election returns, we ought to accept that the gov’t is not going to be helping us.
